தமிழக சட்டப்பேரவையின் பட்ஜெட் கூட்டத்தொடர் நிறைவடைந்திருக்கிறது. தேதி குறிப்பிடாமல் பேரவையை ஒத்திவைக்க அவை முன்னவர் துரைமுருகன் கொண்டுவந்த தீர்மானம் நிறைவேற்றப்பட்டு பேரவைத் தலைவரால் அறிவிக்கப்பட்டிருக்கிறது.
நடந்து முடிந்திருக்கும் பட்ஜெட் கூட்டத்தொடர் முந்தைய கூட்டத்தொடர்களில் இருந்து மாறுபடுகிறது. நிதிநிலை அறிக்கை மட்டுமல்லாமல், வேளாண் நிதிநிலை அறிக்கை தனியாக தாக்கல் செய்யப்பட்டு இரு நிதிநிலை அறிக்கைகளின் மீதும் விவாதம் நடைபெற்றது. காகிதம் இல்லா நிதிநிலை அறிக்கை தாக்கல் செய்தது, நடந்து முடிந்த சட்டப்பேரவைக் கூட்டத்தின் சாதனை நிகழ்வு என்று கூற வேண்டும்.
வெள்ளை அறிக்கை வெளியிடப்பட்டு, அதைத் தொடர்ந்து நிதிநிலை அறிக்கை தாக்கல் செய்யப்பட்டது சற்று வித்தியாசமான அணுகுமுறை. குடியுரிமை திருத்தச் சட்ட மசோதாவை ரத்து செய்ய வேண்டும், வேளாண் சீர்திருத்த சட்டங்களைத் திரும்பப் பெற வேண்டும், "நீட்' தேர்வில் இருந்து தமிழகத்துக்கு விலக்கு அளிக்க வேண்டும் உள்பட 30 சட்ட மசோதாக்கள் அறிவிக்கப்பட்டு பேரவையின் ஒப்புதலையும் பெற்றிருக்கின்றன. "நீட்' தேர்வில் இருந்து தமிழகத்திற்கு விலக்குக் கோரும் சட்ட மசோதா மீண்டும் ஒருமுறை நிறைவேறி இருக்கிறது. இதற்கு உச்சநீதிமன்ற அங்கீகாரம் கிடைப்பதைப் பொறுத்து நடைமுறைக்கு வருவதும் வராததும் அமையும்.
பல ஆண்டுகளுக்குப் பிறகு கூச்சல், குழப்பம், அவை புறக்கணிப்பு போன்றவை இல்லாமல் தமிழக சட்டப்பேரவை அமைதியாகவும் முறையாகவும் நடைபெற்றிருக்கிறது என்பதை மகிழ்ச்சியுடன் வரவேற்க வேண்டும். பேரவைத் தலைவர் அப்பாவு கூறியிருப்பதுபோல, 32 ஆண்டுகளுக்குப் பிறகு சட்டப்பேரவையில் ஜனநாயகம் மீண்டும் மலர்ந்திருக்கிறது என்பது உண்மை.
1989-ஆம் ஆண்டு மார்ச் 23-ஆம் தேதி கருணாநிதி தலைமையிலான திமுக அரசு நிதிநிலை அறிக்கையை சமர்ப்பிக்கும்போது ஏற்பட்ட குழப்பத்தையும், அமளியையும் தொடர்ந்து தமிழக அரசியல் ஜனநாயகப் பாதையில் இருந்து தடம் புரண்டது என்பது உண்மையிலும் உண்மை. அதன் பிறகு கருணாநிதி, ஜெயலலிதா,
ஓ. பன்னீர்செல்வம், எடப்பாடி பழனிசாமி தலைமைகளில் அமைந்த ஏழு ஆட்சியிலும் ஆளுங்கட்சியும், எதிர்க்கட்சியும் சட்டப்பேரவையில் விவாதங்களை எதிர்கொண்டு செயல்படவில்லை என்கிற கசப்பான உண்மையை இப்போது நடந்து முடிந்திருக்கும் பேரவைக் கூட்டம் உணர்த்துகிறது.
27 நாள்கள் நடைபெற்ற தமிழக சட்டப்பேரவையின் பட்ஜெட் கூட்டத்தொடரில் ஜனநாயக முறையிலான செயல்பாட்டை மீட்டெடுப்பதற்கான முயற்சிகள் மேற்கொள்ளப்பட்டன என்பதை பதிவு செய்தாக வேண்டும். எதிர்க்கட்சி உறுப்பினர்கள் தங்களது கருத்தைப் பதிவு செய்வதற்கான வாய்ப்பு வழங்கப்பட்டது என்பது மட்டுமல்லாமல், பேரவையின் கண்ணியம் காக்கப்பட்டது என்பதையும் கூட்டத்தொடரில் பார்க்க முடிந்தது.
இறுதியில் பேரவைத் தலைவர் அப்பாவு தனது உரையில் குறிப்பிட்டதுபோல, அவையில் ஜனநாயகம் மீட்டெடுக்கப்பட்டதற்கு முதல்வர் மு.க. ஸ்டாலினின் அணுகுமுறை மிக முக்கியமான காரணம். ஆளுங்கட்சி உறுப்பினர்களின் வரம்புமீறல்களை முதல்வர்களே ரசித்து அங்கீகரிக்கும் வழக்கத்துக்கு மாறாக, அவையின் மாண்பு காக்கப்பட வேண்டும் என்பதில் முதல்வர் மு.க. ஸ்டாலின் காட்டிய முனைப்பு எதிர்க்கட்சியினரையே ஆச்சரியப்படுத்தியது எனலாம். பல சந்தர்ப்பங்களில் முதல்வர் தலையிட்டு அவையில் அமைதி நிலவ வழிகோலியது வித்தியாசமான அணுகுமுறையாக இருந்தது.
அரை நூற்றாண்டு சட்டப்பேரவை அனுபவம் வாய்ந்த துரைமுருகன் அவை முன்னவராக இருப்பதும் மரபுகளும் மாண்புகளும் பேணப்பட்டதற்கு முக்கியமான காரணம். கடந்த 30 ஆண்டு வழக்கத்துக்கு மாறாக, எதிர்க்கட்சி வரிசையில் முன்னாள் முதல்வர்கள் இருவர் பேரவைக் கூட்டத்தில் கலந்துகொண்டு செயல்பட்டதும், ஜனநாயக மீட்புக்கு முக்கியமான காரணம்.
குறை என்று சொல்வதாக இருந்தால், இரண்டு செயல்பாடுகளைக் குறிப்பிடலாம். தேவையில்லாமல் தனது அருமை பெருமைகளை எடுத்தியம்பி அவையின் நேரத்தை உறுப்பினர்கள் வீணாக்க வேண்டாம் என்று ஒருமுறைக்கு இரண்டு முறை முதல்வர் மு.க. ஸ்டாலின் கேட்டுக்கொண்டும், ஆளுங்கட்சி, கூட்டணி உறுப்பினர்கள் முதல்வரை மட்டுமல்ல, அவரது புதல்வரான சேப்பாக்கம் தொகுதி சட்டப்பேரவை உறுப்பினர் உதயநிதி ஸ்டாலினையும் புகழ்ந்து தள்ளி தங்கள் விசுவாசத்தைப் பறைசாற்றினார்கள். அவை நடவடிக்கைக்கு தொடர்பில்லாதவை பேசப்பட்டால் அதைத் தடுக்கவும், அவர்களை வெளியேற்றவும் அவைத் தலைவருக்கு உரிமையுண்டு. அவர் அந்த அதிகாரத்தை பயன்படுத்தினால் இதற்கு முற்றுப்புள்ளி விழும்.
முந்தைய அதிமுக ஆட்சியில் முதல்வராக இருந்தவர்கள் 110-ஆவது விதியின் கீழ் அறிக்கைகள் படித்தபோது கடுமையாக விமர்சித்த திமுக, தனது ஆட்சியில் அதே வழிமுறையைக் கடைப்பிடிக்க முற்பட்டிருப்பது ஆச்சரியப்படுத்துகிறது. அவை நடக்கும்போது மிகப் பெரிய விபத்தோ, பிரச்னையோ, இயற்கைப் பேரிடரோ ஏற்பட்டால் எந்தவித விவாதத்துக்கும் உட்படாத அறிவிப்புகளை முதல்வர்கள் 110-ஆவது விதியின் கீழ் முன்வைப்பது வழக்கம். அவசர காலத்துக்கான அந்த விதியின் கீழ் அறிவிப்புகளைச் செய்வது, ஜனநாயக அணுகுமுறையல்ல.
மேலே குறிப்பிட்ட இரண்டு விதிவிலக்குகளைத் தவிர்த்தால், நடந்து முடிந்திருக்கும் மு.க. ஸ்டாலின் தலைமையிலான ஆட்சியின் முதலாவது பட்ஜெட் கூட்டத்தொடர் தலைமுறை மாற்றத்தை மட்டுமல்ல, நடைமுறை மாற்றத்துக்கும் வழிகோலியிருக்கிறது. பேரவை மரபுகள் மீட்டெடுக்கப்பட்டு, ஜனநாயக மாண்புகள் நிலைநிறுத்தப்பட்டிருக்கின்றன.
‘சமூக நீதிக்கான கருத்துகள் உருவாக்கத்திலும் செயல்பாட்டிலும் இந்தியாவிற்கே வழிகாட்டியாக திகழ்ந்தவா் ஈ.வெ.ரா. எனவே, அவரது பிறந்த நாளான செப். 17 இனிவரும் காலங்களில் சமூக நீதி நாளாக கடைபிடிக்கப்படும். அன்று சமூக நீதி பாதுகாப்பு உறுதிமொழி ஏற்பு நிகழ்வுகள் நடத்தப்படும்’ என தமிழக முதல்வா் மு.க. ஸ்டாலின் அண்மையில் அறிவித்துள்ளாா்.
இதனை திமுக கூட்டணிக் கட்சிகளான காங்கிரஸும் கம்யூனிஸ்டுகளும், விடுதலைச் சிறுத்தைகள் உள்ளிட்ட கட்சிகளும் வரவேற்றுள்ளன. எதிா்க்கட்சியான அதிமுகவும் இந்த அறிவிப்பை வரவேற்றுள்ளது. பாரதிய ஜனதா கட்சியினரும், ‘இறை நம்பிக்கையாளா்களான நாங்களும் இதனை வரவேற்கிறோம்’ என்று கருத்து தெரிவித்துள்ளாா்கள்.
உண்மையில் சமூக நீதி என்பது, ‘பிறப்பொக்கும் எல்லா உயிா்க்கும்’”(திருக்கு), ‘எல்லோரும் இன்புற்று இருக்க நினைப்பதுவே அல்லாமல் வேறொன்று அறியேன்’ (தாயுமானவா்), ‘ஒன்றே குலம் ஒருவனே தேவன்’ (திருமந்திரம்),“‘யாதும் ஊரே யாவரும் கேளிா்’”(புானூறு), ‘எல்லாரும் எல்லாமும் பெற வேண்டும்’ (பாரதியாா்) என்பவைதான். நமது முன்னோா் உலக மக்கள் அனைவருக்கும் சமநீதியை, சமத்துவ நீதியை, சமூக நீதியை தெளிவாக வரையறுத்துக் காட்டியுள்ளனா்.
ஆதிசங்கரா், இராமாநுஜா் போன்ற மகான்களும், அகத்தியா் உள்ளிட்ட சித்தா்களும், ரிஷிகளும், முனிவா்களும், ஆழ்வாா்களும், நாயன்மாா்களும், திருவள்ளுவா், ஒளவையாா், விவேகானந்தா், பாரதியாா் போன்றோரும் சமூக அநீதி தோன்றும்போதெல்லாம் அவதரித்து அதை சீா்திருத்தி சமூக நீதியை நிலைநாட்டி உள்ளனா்.
பிறப்பின் அடிப்படையில் வாய்ப்புகள் மறுக்கப்படுவது சமூக அநீதியாகும். ஜாதி மத இன அடிப்படையில் பிரித்துப் பாா்த்து ஒரு பிரிவினரை ஒதுக்குவது சமூக அநீதியாகும். பாலின பாகுபாட்டின் அடிப்படையில் பெண்களை ஒடுக்குவது சமூக அநீதியாகும்.
மனிதா் வசிக்கின்ற பகுதி, நாடு, மாநிலம் அடிப்படையில் பிரித்து ஒதுக்கி, வாய்ப்புகள் மறுக்கப்படுவது சமூக அநீதியாகும். மனிதா் பேசுகின்ற மொழியின் அடிப்படையில், அவா்களின் நிறங்களின் அடிப்படையில், ஏழை- பணக்காரன் என்ற பேதத்தின் அடிப்படையில் உரிமைகளைப் பறிப்பது சமூக அநீதியாகும்.
அதிகாரம் படைத்தவன் அதிகாரம் இல்லாதவனை நசுக்க நினைப்பது சமூக அநீதியாகும். ஆளும் வா்க்கம் அதிகார மமதையில் மக்களின் மீது அடக்குமுறையை செலுத்துவது சமூக அநீதியாகும். மனிதா்களை பிரித்து ஆள்வது சமூக அநீதியாகும்.
கல்வியிலும் அரசு வேலைவாய்ப்புகளிலும் அரசு பதவிகளிலும் இட ஒதுக்கீடு கிடைத்து விட்டால் மட்டும் சமூக நீதி நிலை நாட்டப்பட்டு விட்டது என்று கருதமுடியாது. எவருக்கும் எங்கும் எப்போதும் அநீதி இழைக்கப்பட கூடாது என்பதே சமூகநீதி ஆகும்.
ஈ.வெ.ரா. வகுப்புவாரி பிரதிநிதித்துவத்தை வலியுறுத்தியவா். அதாவது ஜாதிவாரி இட ஒதுக்கீட்டைக் கோரியவா். பிராமண இன வெறுப்பு கொள்கைகளை பிரசாரம் செய்தவா். அவா் தனது இறுதி மூச்சு வரை காங்கிரஸ் எதிா்ப்பு, கடவுள் மறுப்பு உள்ளிட்ட கொள்கைகளைப் பின்பற்றியவா். சமூக நீதியை இவா் எப்போது எங்கே நிலைநாட்டினாா் என்பது புரியவில்லை.
அம்பேத்கா் போன்றவா்கள் தேசிய தலைவா்களாக திகழ்ந்தாா்கள். அரசியலில் ஆட்சி அதிகாரத்தில் இருந்தாா்கள். இட ஒதுக்கீட்டு கொள்கைகளை சட்டமாக்கினாா்கள். சமூக நீதியை தாங்கள் கொண்டு வந்த சட்டங்களின் மூலம் நிலைநாட்டினாா்கள். ஆனால், ஈ.வெ.ரா. அரசியலில் ஈடுபடாமல், அதிகாரத்திற்கு வராமல் எப்படி இடஒதுக்கீட்டு கொள்கைகளை சட்டமாக்கியிருக்க முடியும்? சட்டப்படி சமூக நீதியை நிலைநாட்டியிருக்க முடியும்?
நம்மை அடிமைப்படுத்திய ஆங்கிலேயா்களுக்கு ஆதரவாகவும், இந்திய சுதந்திரத்திற்கு எதிா்ப்பு தெரிவித்தும் செயல்பட்டு தாய்மொழி கல்வி கூடாது ஆங்கில கல்வியே மேலானது என்று பிரசாரம் செய்தவா் எப்படி சமூக நீதியை நிலைநாட்டியவா் ஆவாா்? இவரது பிறந்த நாளில் மேற்கொள்ளும் சமூக நீதி பாதுகாப்பு உறுதிமொழி எந்த அளவுக்கு பொருத்தமானதாக இருக்கும்?
செப்டம்பா் 17, 1950-இல் பிறந்தவா், பிற்படுத்தப்பட்ட சமுதாயத்தை சோ்ந்த பிரதமா் நரேந்திர மோடி.சிறுவயதிலேயே ஆா்எஸ்எஸ் இயக்கத்தோடு தொடா்பு ஏற்பட்டு தம்மை முழுமையாக ஆா்.எஸ்.எஸ்-இல் ஈடுபடுத்திக் கொண்டாா். பாரதிய ஜனதா கட்சியில் தேசிய செயலா் உள்ளிட்ட பல பொறுப்புகளை வகித்தாா். அக்டோபா் 7, 2001-இல் தொடங்கி குஜராத் மாநில முதலமைச்சராக தொடா்ந்து நான்கு முறை (13 வருடங்கள்) பதவி வகித்தாா். 2014 முதல் இந்திய பிரதமராக பொறுப்பு வகித்து வருகிறாா்.
பிரதமா் மோடியின் ஆட்சிக் காலத்தில் அவா் முதல்வராகவும், பிரதமராகவும் பதவி வகித்த காலங்களில் இட ஒதுக்கீட்டுக் கொள்கைகள் அமல்படுத்தப்பட்டு சமூக நீதி நிலைநாட்டப்பட்டுள்ளது. பட்டியலின, பழங்குடியின, மலைவாழ் மக்களுக்கான சமத்துவமும் அதிகாரமும் முன்னேற்றமும் உறுதி செய்யப்பட்டுள்ளது. மோடியின் ஆட்சியில் பட்டியல் இனத்தைச் சாா்ந்தவா் குடியரசுத் தோ்ந்தெடுக்கப்பட்டுள்ளாா்.
மோடியின் தலைமையிலான தற்போதைய அமைச்சரவையில் 12 பட்டியலின, பழங்குடியின சமூகம் சாா்ந்தவா்களும் 11 பெண்களும் அமைச்சா்களாக இருக்கின்றாா்கள். இதே போல, மோடி கட்சி நிா்வாகத்தில் இருந்த போதும் பட்டியலின பழங்குடின, பெண்களுக்கு உரிய பொறுப்புகள் வழங்கப்பட்டன. தோ்தலில் பெருமளவில் பொதுத் தொகுதிகளிலும் கூட சமூக நீதி அடிப்படையில் வழங்கப்பட்டன.
தமிழகத்தின் சாா்பில் அருந்ததியினா் சமூகத்தைச் சாா்ந்த எல். முருகன் மத்திய அமைச்சராகப் பொறுப்பேற்றுள்ளாா். இதர பிற்படுத்தப்பட்ட வகுப்பினருக்கான இட ஒதுக்கீடு மோடியின் ஆட்சி காலத்தில் பாதுகாக்கப்பட்டிருக்கிறது. அம்பேத்கா் கொள்கைகளில் பெரும் ஈடுபாடும் அக்கறையும் கொண்டுள்ள மோடியின் அரசு, அம்பேத்கரின் இடஒதுக்கீட்டு கொள்கைகளையும் சமூக நீதி கொள்கைகளையும் அமல்படுத்தி அம்பேத்கருக்கு சிறப்பு செய்துள்ளது.
தமிழக தேவேந்திரகுல சமூகத்தவா்களின் நீண்ட நாள் கோரிக்கையான பட்டியலின வெளியேற்றம் பண்பாட்டு அடையாள மீட்பு கோரிக்கை ஏற்கப்பட்டுள்ளது. இந்தியாவை தூய்மையாக வைத்திருக்க உதவும் தூய்மை பணியாளா்களுக்கு அவா்களின் கால்களை கழுவி, பாத பூஜை செய்து அவா்களை கௌரவப்படுத்தினாா்.
மருத்துவக் கல்வி, பல்மருத்துவப் படிப்புகளில் அகில இந்திய ஒதுக்கீட்டு இடங்களில் பிற்படுத்தப்பட்டோருக்கான 27 சதவீத இட ஒதுக்கீடு கடந்த ஜூலை 29-ஆம் தேதி பிரதமா் மோடியால் சட்டமாக்கப்பட்டு நடைமுறைப்படுத்தப்பட்டுள்ளது. மோடி தனது செயல்களின் மூலம் தான் ஒரு சமூகநீதி காவலா் என்பதை நிரூபித்துள்ளாா்.
மேலும் பெண் கல்வி, பெண் குழந்தைகள் பாதுகாப்பு, பெண்களின் முன்னேற்றம், பெண்களுக்கு அதிகாரம் அளித்தல், ஆகியவை மோடியின் ஆட்சியில் நடைமுறைப்படுத்தப்பட்டுள்ளன. பெண்கள் அதிக அளவில் அமைச்சா்களாக உள்ளாா்கள். முத்தலாக் தடை சட்டம் மூலம் இஸ்லாமிய பெண்களுக்கு இழைக்கப்பட்ட அநீதியிலிருந்து பாதுகாப்பு வழங்கப்பட்டுள்ளது.
‘கடையனுக்கும் கடைத்தேற்றம்’ என்ற பாரதிய ஜனதா கட்சியின் கொள்கையை செயலாக்கும் விதமாக அந்த்யோதயா உணவு, கரீப் கல்யாண் (ஏழைகள் முன்னேற்றம்) திட்டங்கள் கொண்டுவரப்பட்டன. அனைவருக்கும் மலிவு விலையில் மருந்துகள் கிடைக்கும் வகையில் மக்கள் மருந்தகங்கள் (ஜன ஔஷதி) நாடெங்கும் தொடங்கப்பட்டுள்ளன. உயிா் காக்கும் மருந்துகள் சந்தை விலையை விட மிகக் குறைந்த விலையில் கிடைக்க வழிவகை செய்யப்பட்டுள்ளது.
கரோனா நோய்த்தடுப்பு செயல்பாடுகளில் உலகத்திற்கே முன்மாதிரியாக இந்தியா செயல்பட்டது. நோய்த்தொற்றுப் பரவலைக் கட்டுப்படுத்துவதிலும் மக்களின் உயிரை காப்பாற்றுவதிலும் மோடியின் தலைமையில் இந்தியா சிறப்பாக செயல்பட்டது. ஏழை பணக்காரா் வித்தியாசமின்றி நாடுமுழுவதும் இலவச தடுப்பூசி திட்டம் செயல்படுத்தப்பட்டு வருகிறது. அமெரிக்கா போன்ற வளரும் நாடுகளே திணறும் நிலையில் உலகத்தில் பாதிக்கப்பட்ட மக்களுக்கு எல்லாம் மருந்துகளையும் தடுப்பூசிகளையும் மருத்துவா்களையும் அனுப்பி இந்தியா உதவியது.
நரேந்திர மோடி ஆட்சி அதிகாரத்திலிருந்து தனது குடும்பத்தை சாா்ந்தவா்களை விலக்கி வைத்துள்ளாா். இதுவரை ஒரு ஊழல் குற்றச்சாட்டு கூட இவா் மீது சுமத்தப்படவில்லை. ஒரு யோகி போல தன்னலமற்ற வாழ்க்கையை வாழ்ந்து வருகிறாா். உலகின் பல நாடுகளுக்கு சுற்றுப்பயணம் செய்து இந்திய நாட்டின் பாதுகாப்பை, வளா்ச்சியை உறுதி செய்துள்ளாா். உலக அரங்கில் இந்தியாவிற்கு நன்மதிப்பை ஏற்படுத்தி உள்ளாா்.
விவசாயிகளுக்கு வருடம் ரூ.6,000 ஊக்கத் தொகை அவா்கள் வங்கிக் கணக்கில் வரவு வைக்கப்படுகிறது. மீனவா்களுக்காகப் பல்வேறு நலத்திட்டங்கள் செயல்படுத்தப்படுகின்றன. நெசவாளா்களுக்கு அங்கீகாரமும் உதவியும் வழங்கப்படுகின்றன. அமைப்பு சாரா தொழிலாளா்கள் நலம் பெறும் வகையில் அவா்களுக்கு ‘இ-ஷ்ரம்’ என்கிற ஆன்லைன் பதிவு முறையை தொடங்கியுள்ளாா். அதன் மூலம் அவா்களுக்கு அங்கீகாரம், பாதுகாப்பு கிடைக்க வழிவகை செய்யப்பட்டுள்ளது.
தெரிந்துதான் அறிவித்தாா்களா அல்லது தற்செயலாக நிகழ்ந்ததோ எதுவாக இருந்தாலும் சமூக நீதிக்கான உண்மையான போராளியை இலங்கை அடையாளம் கண்டு வாழ்த்துகிறது. நிஜமான சமூக நீதி காவலா் பிரதமா் நரேந்திர மோடிதான் என்று ‘சமூகத்தி
ம்’ உறுதிப்படுத்துகிறது.
இப்படி அனைத்து வகையிலும் சமூக நீதி கொள்கைகளை நிலைநாட்டி நல்லாட்சி நடத்தி வருகின்ற பாரத பிரதமா் நரேந்திர மோடியின் பிறந்த நாள் சமூக நீதி நாளாக கொண்டாடப்பட வேண்டும், அதுதான் பொருத்தமாக இருக்கும் என்று முடிவெடுத்திருக்கும் தமிழக அரசுக்கும், முதல்வா் மு.க. ஸ்டாலினுக்கும் நன்றி!

இப்படியாக நகரத்துக்கு இணையான ஏராள வசதிகளை கிராமங்கள் பெற்றிருந்தும் ஏன் நகரங்களில் சென்று வசிக்க இன்னும் சிலர் ஆர்வம் காட்டி வருகிறார்கள்?

குஜராத்தின் முதல்வராக இருந்த விஜய் ரூபானி தனது பதவியை ராஜிநாமா செய்ததையடுத்து, புதுமுக எம்எல்ஏ-வான பூபேந்திர படேல் புதிய முதல்வராகக் கடந்த திங்கள்கிழமை பதவியேற்றாா். இந்நிலையில், 24 புதிய அமைச்சா்கள் வியாழக்கிழமை பொறுப்பேற்றுக் கொண்டனா்.
ஆளுநா் மாளிகையில் நடைபெற்ற நிகழ்ச்சியில் மாநில ஆளுநா் ஆச்சாா்ய தேவவிரத் புதிய அமைச்சா்களுக்கு பதவிப் பிரமாணமும் ரகசியக் காப்புப் பிரமாணமும் செய்து வைத்தாா். புதிய அமைச்சா்களில் 10 பேருக்கு கேபினட் அந்தஸ்தும், 14 பேருக்கு இணை அமைச்சா் அந்தஸ்தும் வழங்கப்பட்டுள்ளது.
இணை அமைச்சா்களில் 5 பேருக்கு தனிப் பொறுப்பும் வழங்கப்பட்டுள்ளது. முன்னாள் சட்டப்பேரவைத் தலைவா் ராஜேந்திர திரிவேதி, மாநில முன்னாள் பாஜக தலைவா் ஜித்து வகானி உள்ளிட்டோருக்கு அமைச்சரவையில் இடம் வழங்கப்பட்டுள்ளது.
முதல்வருடன் சோ்த்து அமைச்சரவையின் எண்ணிக்கை 25-ஆக அதிகரித்துள்ளது. அமைச்சரவையில் படேல் சமூகத்தைச் சோ்ந்த 6 பேருக்கும், இதர பிற்படுத்தப்பட்ட வகுப்பைச் சோ்ந்த 6 பேருக்கும், பழங்குடியின பிரிவைச் சோ்ந்த 4 பேருக்கும், தாழ்த்தப்பட்ட பிரிவைச் சோ்ந்த 3 பேருக்கும் இடம் வழங்கப்பட்டுள்ளது. சமண சமயத்தைச் சோ்ந்த ஒருவருக்கும் அமைச்சா் பதவி வழங்கப்பட்டுள்ளது.

எனப் பெண்ணிண் பெருமையை பாரதியார் தமது கவிதையில் எடுத்துக்காட்டியுள்ளார். பாரதியார் மட்டுமல்ல இவரைப் போன்றே பெண்மையைப் போற்றியவர்களுள் ஒருவர்தான் பெரியார். இவர் பெண் கல்வி, பெண் விடுதலை, கைம்மை ஒழிப்பு எனப் பெண்களுக்குத் தேவையான உரிமைக்காகத் தன்னுடைய பாதி வாழ்நாளைக் கழித்துள்ளார்.
பெண் விடுதலை:
ஈரோட்டுச் சிங்கம், பெரியார் பெண் விடுதலைக்கு ஆற்றிய பங்கு மகத்தானது. ஏறத்தாழ 100 ஆண்டுகளுக்கு முன்பே அதற்காக அவர் குரல் கொடுத்தார். சீர்திருத்தங்களைத் தன் வீட்டில் இருந்தே ஆரம்பித்தார். திருமணமாகி ஒரே மாதத்தில் விதவையான தன்னுடைய தங்கையின் 10 வயது மகளுக்கு மறுமணம் செய்து வைத்தார். அந்நாட்களில் விதவைகள் வீட்டை விட்டு வெளியே வர முடியாது; தலையைக் குனிந்துகொள்ள வேண்டும்; வெள்ளைச் சேலைதான் அணிய வேண்டும்; நகை எதுவும் அணியக் கூடாது. ஒரு விதவை படும் துன்பத்தைக் கண்கூடாகப் பார்த்ததால் விதவை மறுமணத்திற்காக வலிமையாகக் குரல் கொடுத்தவர். பெண்கள் சம உரிமை பெற வேண்டுமென்றால் கல்வியறிவு அடிப்படை என்பதை உணர்ந்து இருந்த பெரியார், ஆண்களைப் போல் பொருளாதார சுதந்திரத்திற்கு வழிவகை செய்வதும் மிகவும் அவசியம் என்று வலியுறுத்தினார்.
தேவதாசி முறை ஒழிப்பு
அக்காலத்தில் பக்தியின் பெயரால் பெண்கள் கோயிலில் நடமாடினர். பெற்றோர்களைப் பெண்களைப் பொட்டுக்கட்டி கோயில்களில் விட்டனர். இதனால் சமுதாயத்தில் தேவதாசி முறை வளர்ந்தது. அப்போது "கும்மி கோலாட்டங்களை மறந்துவிட்டு, ஆண்களைப் போல எல்லா விளையாட்டுகளிலும் பெண்கள் ஈடுபட வேண்டும்; அப்போது தான் அவர்களுக்கும் பலமும், தைரியமும், தன்னம்பிக்கையும் ஏற்படும்" என்றார். மேலும், ஆடம்பரத் திருமணங்களை எதிர்த்த பெரியார் அதற்குப் பதிலாக பணத்தைப் பெண்கள் பெயரில் வங்கியில் முதலீடு செய்யச் சொன்னார். இன இழிவை ஒழிக்கப் பெண்களும் போராட வேண்டும் என்றார். அப்போது மேலவை உறுப்பினராக இருந்த தமிழகத்தின் முதல் பெண் மருத்துவர் முத்துலட்சுமி ரெட்டி தேவதாசி ஒழிப்பு மசோதாவைக் கொண்டு வந்தார். நீதிக்கட்சியினர் இதனை ஆதரிக்க முன்வராமல் மக்கள் கருத்தை அறிய முற்பட்டதை, பெரியார் சாடித் தீர்த்து விட்டார். பெரியார் மற்றும் முத்துலட்சுமி அம்மையார் ஆகியோரின் தொடர் போராட்டத்தால் தேவதாசி முறை ஒழிக்கப்பட்டது.
1920-ல் மனைவியையும், இளைய சகோதரியையும் பொது வாழ்வில் ஈடுபடச் செய்தார். 1921-ம் ஆண்டு நவம்பர் மாதம் கள்ளுக்கடை மறியலின் போது கைது செய்யப்பட பெரியாரும், அவருடைய தொண்டர்களும் ஒரு மாத சிறை தண்டனை பெற்றனர். இதனால் தமிழ்நாடெங்கும் கலவர சூழ்நிலை ஏற்பட்டது. அச்சமயம் பெரியாருடன், மனைவி நாகம்மையாரும் தங்கை கண்ணம்மாளும் கூட மறியலில் ஈடுபடுத்தினார்.
இதுகுறித்து தேசத்தந்தை காந்தியடிகள், "கள்ளுக்கடை மறியலை நிறுத்துவது என் கையில் இல்லை. ஈரோட்டில் உள்ள இரு பெண்களிடம்தான் உள்ளது. அவர்களிடம் கலந்தாலோசிக்க வேண்டும்". கள்ளுக்கடை மறியலுக்கு இவ்விருவரும் முக்கிய காரணமானவர்கள் என்பதாலேயே காந்தியடிகள் இவ்வாறு கூறினார்.
சுயமரியாதைத் திருமணம்
சமுதாயத்தில் திருமணம் என்பது தவிர்க்க முடியாத ஒன்றாகும். ஒரு ஆணும், பெண்ணம் தங்கள் வாழ்க்கைத் துணையாக ஒருவருக்கு ஒருவர் ஏற்றுக்கொள்வதுதான் திருமணமாகும். ஆனால், இங்கு ஆணாதிக்கமே மேலோங்கி இருக்கிறது. ஆண்கள் பெண்களை அடிமையாகக் கருதியதால் பெண்ணுக்கு ஆண் தாலி கட்டுவது என்ற பழக்கத்தை ஏற்படுத்தி வைத்தனர். ஆண்களும், பெண்களும் சமம் என்று கருதுகிற இச்சமூகத்தில் பெண்களுக்கு மட்டும் ஏன் ஆண்கள் தாலி அணிவிக்க வேண்டும். பெண்களும் ஆண்களுக்குத் தாலி அணிவிப்பதில் குற்றமில்லை என்று முழங்கினார் பெரியார். பெண்களுக்குத் திருமணம் ஆகிவிட்டது என்று அடையாளம் காட்டத் தாலி கட்டப்படுவதை அறவே வெறுத்தார் பெரியார்.
தாலியை அடிமைச் சின்னமாகக் கருதிய பெரியார், திருமணம் ஆனவர், ஆகாதவர் என்ற வேறுபாட்டைத் தாலி எடுத்துக்காட்டுவதாக இருந்தால் ஆண்களுக்கு உள்ள அடையாளம் என்ன? என்று கேட்டார். எனவே, பெண்களும் ஆண்களுக்குத் தாலி கட்டுவதே நியாயம் என்று வாதிட்டார். 'கற்புக்கரசி' போல 'கற்புக்கரசன்' என்ற வார்த்தை ஏன் இல்லை?!
1930-ல் விருதுநகரில் சுயமரியாதை மாநாடு நடைபெற்றது. அம்மாநாட்டில் ஈ.வெ.ரா பேசியபொழுது பெண்கள் சுயமரியாதை பெற சுதந்திர உணர்வு பெறத் தாலி கட்டும் முறை ஒழிந்தாக வேண்டும் என்றார். சுயமரியாதையுள்ள மனிதத் தன்மை அற்றுவிட்டது என்பதற்குத் தாலி கட்டும் பழக்கமே எடுத்துக்காட்டாக இருக்கிறது என்றார். ஒரு தந்தைக்குரிய பாசத்துடனும், பொறுப்புடனும் பெண்ணிணத்தின் நன்மைக்காகப் பாடுபட்டதால்தான் “தந்தை பெரியார்” என்று பின்னாட்களில் அவர் அழைக்கப்பட்டார்.
குடும்ப நலத்திட்டம்:
பெரியார் பெண் கல்விக்காகப் பாடுபட்டார். “ஓநாயிடம் ஆடுகள் எப்படி சுதந்திரத்தை எதிர்பார்க்க முடியும்?”. அதேபோல ஆண்கள் பெண்களுக்குச் சுதந்திரம் தருவார்கள் என்பதை எதிர்பார்க்க முடியாது என்றார் பெரியார். குடும்பக் கட்டுப்பாடு அவசியம் பற்றி 1928-ம் ஆண்டிலேயே பெரியார் பிரச்சாரம் செய்தார். “பெரியாரின் தீர்க்க தரிசனம் வியப்பளிக்கச் செய்கிறது அல்லவா? கர்ப்ப சூட்சி என்னும் ஒரு நூலினை வெளியிட்டார். அதைத்தான் பிற்காலத்தில் குடும்பக் கட்டுப்பாடு, குடும்ப நலத்திட்டம் என்றார்கள்.
பெரியாரின் எதிர்ப்பு நூல் “மதர் இந்தியா”
பெண்ணுரிமை, பெண் விடுதலை குறித்த பெரியாரின் சிந்தனைகளுக்கு 1927-ல் வெளியான சர்ச்சைக்குரிய ஒரு புத்தகம் காரணமாக அமைந்துள்ளது. காந்திக்கும் காங்கிரஸுக்கும் சுத்தமாக பிடிக்காத புத்தகம் அது. அந்தப் புத்தகம் அமெரிக்க பத்திரிக்கையாளரான கேத்ரின் மேயோ எழுதிய “மதர் இந்தியா” எனும் நூல். இந்து சடங்கு சம்பிரதாயங்கள் எப்படியெல்லாம் பெண்களைச் சுரண்டுகின்றன என்பதை இந்தப் புத்தகத்தில் வெளிப்படுத்தியிருந்தார் கேத்தரீன் மேயோ. குழந்தைத் திருமணம், பாலியல் நோய்கள், விதவைகள் நடத்தப்படும் விதம் குறித்த புள்ளி விவரங்களுடன் இந்தக் கருத்தை அவர் முன்வைத்தார். பதினான்கு வயதுக்கு முன்பாக பெண்கள் திருமணம் செய்து கொடுக்கப்படும் பாரம்பரியத்தை அரசு ஏற்பது குறித்தும் அவர் தனது புத்தகத்தில் சுட்டிக்காட்டியுள்ளார்.
இந்த விவகாரத்தில் சீர்திருத்தங்கள் செய்யப்பட வேண்டுமென சில காங்கிரஸ் தலைவர்கள் விரும்பினார்கள். ஆனால், அமெரிக்காவைச் சார்ந்த ஒருவரிடமிருந்து இம்மாதிரி கருத்து வெளிவந்தது, இந்திய சுயாட்சி என்பது பெண்களுக்கு மிக மோசமான விஷயமாக அமையும் என்பதைப் புலப்படுத்தியது.
கேத்தரீன் மேயோ பிரிட்டிஷ் உளவாளி என்ற சந்தேகம் பல இந்தியர்களுக்கு இருந்தது. காங்கிரஸ் தலைவர்களைப் பொறுத்தவரை இந்து மதம்தான் பெண்களின் மிகச் சிறந்த பாதுகாப்பு என்றார்கள். மதர் இந்தியாவில் சொல்லப்பட்ட கருத்துகளை பெரியார் வேறு மாதிரி பார்த்தார். இந்து மதத்தின் மீதான தாக்குதல் அவருக்கு மகிழ்ச்சியளித்தது என்றாலும் இந்த சர்ச்சையினால் மேலே வந்த சமூகப் பிரச்சினைகளையும் ஐரோப்பாவில் உருவாகியிருந்த பெண்ணிய இயக்கங்களைப் பற்றியும் அவர் அறிந்துகொண்டார்.
தன்னுடைய உரைகளிலும் தன்னுடைய வாரப் பத்திரிகையிலும் நேரடியாகவும் போலிப் பூச்சுகள் இன்றியும் இவற்றை முன்வைத்தார் பெரியார். 1928-29-ல் கிராமப்புற ஆண்களும் பெண்களும் சுயமரியாதைத் திருமணங்களைச் செய்துகொள்ள ஆரம்பித்தனர். பெரும்பாலும் காதல் திருமங்களான இவை பிராமண பூசாரிகள் இன்றியும் மந்திரங்கள் இன்றியும் நடத்தப்பட்டன. பல நாட்கள் நடக்கும் திருமணங்களுக்கு பதிலாக, திருமணம் எளிதாகவும் வேகமானதாகவும் முன்வைத்தார் பெரியார். ஆணாதிக்கத்தை ஒழிப்பது என்பது பெரியாரின் லட்சியங்களுள் ஒன்று. ஆனால் சில காலத்தில் பெண்ணும் மாப்பிள்ளையும் சமமாக நடத்தப்படும் சுயமரியாதைத் திருமணங்கள் மிக முக்கியமானவையாக, திருப்புமுனைத் தருணங்களாக அமைந்தன.
குடும்ப நலத்திட்டம்:
தர்க்கரீதியான, பகுத்தறிவின் அடிப்படையிலான விவாதங்கள், ஆண் – பெண் இடையில் ஒளிவுமறைவற்ற பேச்சுகளுக்கு வழிவகுத்தன. இவை யாருக்கோ திருமணம் செய்துகொடுக்கும்போது, பெண்கள் ஏதும் தெரியாதவர்களாக இருப்பதை பெற்றோர் விரும்பினர். விளையாட்டுகளில் பங்கேற்பதன் மூலம் பெண்கள் அறிவு ரீதியாவும், உடல் ரீதியாகவும் பயிற்சி பெற்றவர்களாக இருக்க வேண்டுமென பெரியார் கூறினார். இந்தப் பெண்கள் வளர்ந்து திருமணம் செய்யும்போது அவர்களே தேர்வுசெய்த ஆணைத் திருமணம் செய்வது சிறந்தது. குழந்தை பிறப்பைக் கட்டுப்படுத்த அவர்களுக்கு தெரிந்திருக்க வேண்டுமென பெரியார் விரும்பினார். இது மக்கள் தொகையைக் கட்டுப்படுத்துவதற்காகச் சொல்லப்பட்ட கருத்து அல்ல. பெண்களின் உடலமைப்பு, பாலியல் நடவடிக்கைகள் ஆகியவை வாழ்வின் பிற அம்சங்களிலும் எப்படி எதிரொலிக்கும் என்பதை வைத்துச் சொல்லப்பட்ட கருத்து என்றார் ஈ.வெ.ரா.
பெரியாரின் எதிர்ப்பு குறள், பாடல்
''பெண்கள் அணு அளவு அடக்குமுறைக்கு ஆளானாலும் இந்தியா உண்மையான முன்னேற்றத்தை அடைய முடியாது'' என்ற தேசப்பிதாவின் நம்பிக்கையை மனதில் இருத்தியவர் பெரியார். பெண்ணடிமைச் சிந்தனைகள் காணப்படுகின்ற குறள்களையும் ஒளவையாரின் வாக்குகளையும் கூட அவர் எதிர்த்தார்.
"தெய்வம் தொழாள் கொழுநன் தொழுதெழுவாள்
பெய்யென பெய்யும் மழை"
"தற்காத்துத் தற்கொண்டான் பேணித் தகைசான்ற
சொற்காத்துச் சோர்விலாள் பெண்"
ஆண்களைப் பெண்கள் தொழுதெழ வேண்டும் என்றால், பெண்களையும் ஆண்கள் தொழுதெழ வேண்டும் என்றார் பெரியார். "தற்கொண்டான்" என்ற சொல்லுக்கு பெண்ணை - மனைவியை உடைமையாகக் கொண்டவன் என்ற பொருள். "தற்கொண்டாள் " என்று ஏன் கூறவில்லை எனக் கேட்டார் பெரியார்!
பெண்ணடிமையைப் பெருமையாக கருதிய மூடர்கள்,
'தையல் சொல் கேளேல்"
'பேதைமை என்பது மாதர்க்கு அணிகலன்"
போன்ற ஒளவையின் வாக்குகளை மேற்கோள் காட்டினார்கள். பெண்கள் பேச்சைக் கேட்கக் கூடாது என்றால் ஒளவையாரின் பேச்சை மட்டும் செவி மடுக்கலாமா என்று அவர் வினவினார்.
விதவை மறுமணம்:
"வாடாத பூப் போன்ற மங்கை நல்லாள்
மணவாளன் இறந்தால் பின் மணத்தல் தீதோ?"
என்ற பாரதிதாசன் வரிகளை நினைவுகூரும் வகையில் 1929 ஆம் ஆண்டு செங்கல்பட்டில் நடைபெற்ற சுயமரியாதை மாநாட்டில் 'விதவை மறுமணத்தை' ஆதரித்து தீர்மானம் நிறைவேற்றினார். பெண்களின் திருமண வயது 16க்கும் மேற்பட்டிருக்க வேண்டும், ஆண்களுக்கு இணையாக பெண்களுக்கும் சம உரிமை வழங்க வேண்டும், ஆரம்பக் கல்வி ஆசிரியர் பணியிடங்களைப் பெண்களுக்கே ஒதுக்க வேண்டும் உள்ளிட்ட தீர்மானங்களும் அம்மாநாட்டில் நிறைவேற்றப்பட்டன.
சமீபத்தில் இந்தியாவிற்கு வந்த அமெரிக்க அதிபர் பராக் ஒபாமா "பெண்கள் முன்னேறி இருந்தால் அச்சமூகமே முன்னேறிவிட்டது” என்று பொருள். அமெரிக்கச் சமுதாயமே அதற்கு நல்ல உதாரணமாக திகழ்கிறது" என்றார். இன்று பெண்கள் சாதிக்காத துறையே இல்லை. என்றாலும், பாலியல் வன்முறை உள்பட சந்திக்கும் சவால்களும் ஏராளமாகவே இருக்கின்றன.
சாதி ஒழிப்பு
சாதி ஒழிப்பையும், பெண் விடுதலையையுமே தனது முழு லட்சியங்களாகக் கொண்டு ஒரு நூற்றாண்டு காலம் போராடியவர் பெரியார். சாதி ஒழிப்புக்கும், பெண் விடுதலைக்கும் தடையாய் இருந்த மதம், கடவுள், சாஸ்திரங்கள் என எல்லாவற்றையும் கடுமையாகச் சாடி, அவற்றைச் சுக்கு நூறாக்கியவர். மனிதனுக்கு மனிதன் சமம் என்று சூளுரைத்தவர். அடிமைத்தனம் எந்த வகையிலானாலும் அதை எதிர்க்க சற்றும் தயங்காதவர்.
அவருடைய போராட்டத்தின் பலனாகத்தான் இன்றுவரை தமிழ்நாடு எந்தவிதமான அடக்குமுறைகளுக்கும் முதலில் குரல் கொடுக்கும் சுயமரியாதை மிக்க மாநிலமாய், போராடும் மாநிலமாய் தனித்த அடையாளம் பெற்றிருக்கிறது. இதில் தந்தை பெரியார் பேசிய பெண் விடுதலை என்பது இந்தியத் துணைக் கண்டத்தில் வேறு யாரும் பேசிராத வகையில் தனித்துவமானது.
பல நூற்றாண்டுகளாக ஆணாதிக்கத்தினால் அடிமைகளாக இருந்த, இருக்கின்ற பெண்ணினத்தின் விடுதலைக்காகப் போராடி, பெண்ணினத்தின் விடுதலைப் பாதைக்கு வித்திட்டவர் தந்தை பெரியார். பெண் மக்களை இன்று ஆண்கள் நடத்தும் மாதிரியானது, மேல் சாதிக்காரன் கீழ் சாதிக்காரனை நடத்துவதைவிட, பணக்காரன் ஏழையை நடத்துவதைவிட, எசமான் அடிமையை நடத்துவதைவிட மோசமானதாகும். இது தந்தை பெரியார் 1936ஆம் ஆண்டு பிப்ரவரி மாதம் 28ஆம் தேதி ஈரோட்டில் ஆற்றிய உரையின் சிறு துளி. சுமார் 80 ஆண்டுகளுக்கு முன்னர் பெரியார் ஆற்றிய இந்த உரை இன்றும் நம் சமூகத்துக்கு பொருத்தமாய்தான் இருக்கிறது
ஈ.வெ.ராமசாமியாக இருந்தவரை நாம் ‘பெரியார்’ என அழைக்கிறோம். பெரியார் எனும் பட்டம் அவருக்கு 1938ஆம் ஆண்டு சென்னையில் நடந்த பெண்கள் மாநாட்டில் அவருடைய பெண் விடுதலை கருத்துகளுக்கும், போராட்டங்களுக்குமாக பெண்களால் கொடுக்கப்பட்டது. பெண்கள் மாநாட்டில், பெண்களால் வழங்கப்பட்ட இந்தப் பட்டத்துக்கு நூறு சதவிகிதம் உரித்தானவர் பெரியார் என்றால் அது மிகையாகாது? பெண் கல்விக்குக் குரல் கொடுத்தல், இளம் வயது திருமணங்களுக்கு எதிர்ப்பு, கட்டாயத் திருமணங்களை ஒழித்தல், மறுமணங்களை ஊக்குவித்தல், பெண்களுக்குச் சொத்துரிமை என வாழும் காலமெல்லாம் பெண்களின் அடிப்படை உரிமைகளுக்கான குரல் கொடுத்தவர் அவர்.
இந்திய விடுதலைக்கு முன்னரே ‘பெண் விடுதலை’ பற்றிப் பேசியவர் பெரியார். பெரியார் என்றொருவர் இல்லை என்றால், இன்று தமிழ்நாட்டில் பெண்களுக்கான 33% இட ஒதுக்கீட்டை நாம் பெற்றிருக்க முடியாது. ‘பிள்ளை பெறும் இயந்திரமா பெண்கள்’ என ஆணாதிக்கத்தைச் சாட்டையால் அடிக்கும் வகையில் கேள்விகளைக் கேட்டவர்.
உலகமெங்கும் திருக்குறளைக் கொண்டு செல்ல விரும்பியவர் பெரியார். ஆனால், அதற்காக அதில் உள்ள குறையையும் விவாதிக்காமல் அமைதி காக்கவில்லை. உலகப் பொதுமறை எனப்படும் திருக்குறள் நூலே சமத்துவம் பேசவில்லை என்னும் பேருண்மையை பதிவிட்டவர் அவர்.
சிறைகாக்கும் காப்பவென் செய்யும் மகளிர் நிறைகாக்கும் காப்பே தலை.
“காவலினால் பெண்கள் கற்பாயிருப்பதால் பயனில்லை; பெண்கள் தாங்களாகவே கற்பாயிருக்க வேண்டும்” என்ற பொருளை இக்குறள் தருகிறது. இது பெண்களை இழிவுபடுத்துவதாய் உள்ளது என்று சாடினார் பெரியார். கல்வி கடவுளாக சரஸ்வதியும் செல்வத்துக்கு லக்ஷ்மியும் இருந்த நாட்டில்கூடப் பெண்களுக்குக் கல்வியும் சொத்துரிமையும் மறுக்கப்பட்டன. ஆனால், அதை எல்லாம் உடைத்துப் பெண்களுக்கு கல்வியுரிமையும், சொத்துரிமையும் பெற்றுத் தந்த மாபெரும் தலைவர் அவர்.
கற்பு என்பது ஒரு பெண்ணை அடிமைப்படுத்தவே உருவாக்கப்பட்டது என்றும், உண்மையில் அப்படி ஒன்றும் இல்லை எனவும், அப்படியே இருந்தாலும் அது ஏன் ஆண்களுக்கில்லை? ஏன் எந்த இலக்கியப் புராணங்களும் ஆணின் கற்பை சோதிக்கவில்லை? கொண்டாடவில்லை? எனக் கேள்விகளை எழுப்பியவர். கற்புக்காகப் புருஷனின் மிருகச் செயலைப் பொறுத்துக் கொண்டிருக்க வேண்டுமென்கின்ற கொடுமையான மதங்கள், சட்டங்கள் மாய வேண்டும். கற்புக்காக மனத்துள் தோன்றும் உண்மையன்பை, காதலை மறைத்துக்கொண்டு - காதலும், அன்புமில்லாதவனுடன் இருக்க வேண்டும் என்கின்ற சமூகக் கொடுமையும் அழிய வேண்டும் என்று பெண்கள் விடுதலைக்கு என்றைக்கும் பொருந்தும் கருத்துகளைத் துணிந்து பேசியவர் பெரியார்.எப்படி ஓர் ஆண் தான் விரும்பும் பெண்ணைத் திருமணம் செய்கிறானோ, அதேபோல ஒரு பெண்ணும் தான் விரும்பும் ஆணைத் திருமணம் செய்யலாம். மறுமணம், திருமண விடுதலை, சொத்துரிமை போன்ற கருத்துகளைக் கொண்டு இச்சமூகம் பெண்ணுக்கு இழைத்த அநீதியைத் தோலுரித்தார்.
கெட்ட வார்த்தைகள் கூட ஒரு பெண்ணின் ஒழுக்கத்தை விமர்சிப்பதாய் மட்டுமே இருக்கின்றன. ஏன் விபச்சாரகன் என்ற சொல் வழக்கில் இல்லை? விபச்சாரம் செய்யும் நிலைக்கு ஒரு பெண்ணைத் தள்ளுவது ஆண் வர்க்கம்தானே? மது உடல் நலனுக்குக் கேடுதான். ஆண்கள் குடித்தால் அது உடல்நலம் பற்றியது. பெண்கள் குடித்தால் மட்டும் எப்படி கலாச்சாரம் சீர்குலையும்? பெண்கள் எந்த உடை அணிய வேண்டும் என அவர்கள் முடிவு செய்யட்டும். அவர்கள் அலமாரியில் ஆண்களுக்கென்ன வேலை?
இது போன்ற, இச்சமூகம் பதில் கூறாமல் மௌனம் கொள்ளச்செய்யும் கேள்விகளைத் தொடுத்தவர்.
தற்போது, இந்தச் சமூகம் பேசத் தயங்கும் பெண்ணியக் கருத்தியலை அந்தக் காலத்திலேயே மிகவும் முற்போக்காகத் தீவிரமாகப் பேசியவர் அவர். உலகப் பெண்ணியவாதிகளின் Guide என அழைக்கப்படும் புத்தகம் “The second sex” அதிகப் பக்கங்களைக் கொண்ட புத்தகம். ஆனால், அதற்கு இணையாக வெறும் 60 பக்கங்களில் “பெண் ஏன் அடிமையானாள்” எனும் புத்தகத்தை எழுதிய மேதை அவர்.
இனப்பற்று, மொழிப்பற்று, சாதிப் பற்று, மதப் பற்று என எந்தப் பற்றும் இல்லாத மனிதர் அவர்.
பெரியாரின் பார்வையில் எது பெண்ணியம்?
இந்த 21ஆம் நூற்றாண்டிலும் பெண்கள் உணராத உரிமைகளைப் பற்றியும், சுதந்திரம் பற்றியும் பேசுவதே ‘பெரியாரின் பெண்ணியம்’. இச்சமூகத்தில் ஆணுக்குப் பெண் கேள்விக்கிடமின்றி சரி நிகர் என சொல்வதே ‘பெரியாரின் பெண்ணியம்’. பாரதி கண்ட புதுமைப் பெண்ணும் ஒரு வட்டத்துக்குள் அடங்கும் அடிமைதான் எனக் கூறுவதே ‘பெரியாரின் பெண்ணியம்’. பெண்களுக்கு எதிரான எந்த ஒரு கருத்தையும், செயலையும் தகர்த்தெரியும் தளமே ‘பெரியாரின் பெண்ணியம்’.
பெண்களுக்கு ஆண்களைப் போலவே எல்லாவற்றிலும் சம உரிமை வழங்குவதே ‘பெரியாரின் பெண்ணியம்’.

சமூக நீதிக்காகவே வாழ்ந்து மறைந்த பெரும் தலைவர்கள் இன்றும் தங்களின் சிந்தனைகளாலும் கருத்துகளாலும் நம்மிடையே உயிர்ப்புடன் இருக்கின்றனர். அப்படிப்பட்ட பல தலைவர்களில் தனது கருத்துகளுக்காக அதிகம் விவாதிக்கப்படுவதும், விமர்சிக்கப்படுவதும் பெரியார்தான்.
வருடங்கள் பல கடந்தாலும் பெரியார், பலராலும் வாசிக்கப்படுகிறார். அவரின் பல கருத்துகள் விவாதப் பொருளாகின்றன. கருத்துகளை ஏற்போர் 'பெரியார்' என்றும் கருத்துகளை மறுத்து வெறுப்போர் 'ராமசாமி நாயக்கர்' என்றும் இரு தரப்புகளாக நின்று கருத்து மோதல் நடத்துகின்றனர். ஒரு வகையில் இது ஆரோக்கியமான செயல்தான். "விவாதங்களின் வழி வேறுபாட்டை ஒழிக்க வேண்டும்" என்று பெரியாரும் ஆசைப்பட்டார். ஆனால், வலைதளங்களில் பகிரப்படும் சில தவறான விமர்சனங்கள் பெரியார் குறித்த இன்றைய தலைமுறையின் புரிதலைக் கேள்விக்கு உள்ளாக்குகிறது.
அத்தகு விமர்சனங்களை பெரியார் மீதான குற்றச்சாட்டுகளாக முன்வைத்து தங்களின் அரசியல் ஆதாயத்தைத் தேடிக்கொள்வோர் பலர். அவர்களுக்கு பதில் அளிப்பதைத் தாண்டி இன்றைய தலைமுறையினருக்கு அவரைப் பற்றிய சரியான புரிதல் ஏற்படவேண்டும். பெரியார் மீதான சில அடிப்படை விமர்சனங்களுக்கான பதில்கள் இவை,
இந்து மதத்தை மட்டும் எதிர்த்தார் பெரியார்: உண்மையா?
இந்து மதத்தை மட்டுமே பெரியார் எதிர்த்தார் என்பது உண்மையன்று. ஒரு மதமும் வேண்டாம் என்பதே அவரின் வாதம். "மதம் மனிதனை மிருகமாக்கும்; மதம் மனிதர்கள் ஒற்றுமைப்படுவதைத் தவிர்க்கிறது. ஆகையால், அனைத்து மதங்களும் தேவையற்றவைதான்" என்பதே பெரியாரின் அடிப்படையான நிலைப்பாடு.
இங்கு பெரும்பான்மையினரின் மதம் இந்து மதமாக இருந்ததாலும் அதில் இருக்கும் ஏற்றத்தாழ்வுகள் பெரும் அளவிலான மக்களை பாதித்ததாலும் பெரியார் தொடர்ந்து இந்து மதத்துக்கு எதிராகக் கடுமையாகக் குரலெழுப்பி வந்தார். பெரியார் தன் ஆதரவில் வளர்ந்த குழந்தைகள் என்ன மதம் பயில வேண்டும் என்பதில் அவர் குறுக்கிடவே இல்லை, தங்களின் சிந்தனையால் அவர்கள் நாத்திகத்தை ஏற்றால் சரி என்று சொல்லி அவர் கடவுள் வாழ்த்துப் பாடலைக் கூட மறுத்ததில்லை.
தமிழர்களைக் காட்டுமிராண்டிகள் என்று வர்ணித்தார் பெரியார்: உண்மையா?
இது வெகுமக்கள் சொல்லும் குற்றச்சாட்டு. ஆனால் உண்மை, "திராவிடத்தின் ஆதி மக்களான தமிழர்கள் தங்களின் கலாச்சாரத்தின் அடிப்படை பழக்கவழக்கங்களை மறந்துவிட்டனர். அதனை ஒரு தரப்பினர் மறைத்துவிட்டார்கள். இப்போது தமிழர்கள் கொண்டாடும் அனைத்துக் கலாச்சாரங்களும் அவர்களை அடிமைச் சமூகமாக நிறுவவே உதவி செய்கின்றன. அறுவடை தவிர்த்து பிற பண்டிகைகள் எல்லாம் நாம் அடிமைப்பட்டிருக்கும் காட்டுமிராண்டி தன்மைக்கே வழிவகுக்கின்றன. இதனால் அடிமைத்தனத்தைவிட்டு வெளிவர சாதி இழிவை வளர்க்கும் கலாச்சாரங்களை பின்பற்றாதீர்கள்". இதுதான் 1970-ல் பெரியார் வெளியிட்ட அறிக்கையின் சாராம்சம்.
"நம்மில் சிலர் பணம் பதவிக்கு ஆசைப்பட்டு சாதி இழிவுக்குத் துணை போகிறார்கள். இதை லட்சியம் செய்யாமல் புராண மாயையில் மூழ்கிக்கிடக்கிறோம்" என, 1943-லேயே கட்டுரை எழுதினார். அடிமைப்பட்டு இருப்பது காட்டுமிராண்டித்தனம் எனப் பல சமயங்களில் பெரியார் சொன்னதுதான் இப்படி வேறுவிதமாக திரிக்கப்பட்டுவிட்டது.
தமிழ் துவேஷி பெரியார்: உண்மையா?
மொழி சீர்திருத்தமே தமிழை அடுத்த நிலைக்கு எடுத்துச் செல்லும் என்று தொடர்ந்து பெரியார் வலியுறுத்தி வந்தார். ஆனால், அதற்கு யாரும் செவி சாய்க்காததால் பழமையைக் கட்டி அழும் மொழி என்று தமிழ் மொழியை விமர்சனம் செய்தார். தமிழினை விஞ்ஞானத் துறையில் புகுத்தி புதுமைகள் படைக்கவே விரும்பினார்.
ஆனால், நடைமுறைச் சிக்கல்கள் காரணமாகவே அவர் ஆங்கிலத்தை ஆதரித்தார். ஆங்கிலம் கற்றால் அறிவு மற்றும் பொருளாதாரத்தில் மேம்பட முடியும் என்று பெரியார் நம்பினார், அவர் அன்று சொன்னதுதான் இன்று நிகழ்ந்தது. ஆங்கிலம் வேலைவாய்ப்பில் முக்கிய இடம் வகிப்பதை மறுப்பதற்கில்லை. சாதிப் பற்று, மதப்பற்று போல மொழிப்பற்று முரட்டுத்தனமாக இருக்கக் கூடாது. நெகிழ்வுத் தன்மை வேண்டும் என்றவர், இந்தி திணிப்பையும் சமஸ்கிருதத்தை புனிதப்படுதத்துவத்தையும் எதிர்த்தே வந்தார்.
பார்ப்பனர்களுக்கு எதிராகச் செயல்பட்டார் பெரியார்: உண்மையா?
பார்ப்பனியத்தைத்தான் பெரியார் எதிர்த்தாரே அன்றி பார்ப்பனர்களை அல்ல. "பாம்பைக் கண்டால் கூட விட்டுவிடு. ஆனால், பார்ப்பனைக் கண்டால் விடாதே" என்று பெரியார் சொன்னதாக சொல்லப்படும் இந்தச் சொல்லாடலுக்கு எந்தவித ஆதாரங்களோ முறையான பதிவுகளோ இல்லை.
"பிராமணர்களுக்கும் நமக்கும் பிரமாதமான பேதம் ஒன்றுமில்லை, அவர்களின் சில பழக்கவழக்கங்களைத்தான் நாம் எதிர்க்கிறோம். அவர்கள் மனது வைத்தால் அதை எளிதில் மாற்றிக்கொள்ள முடியும். நாம் ஒருவருக்கொருவர் சமமாகவும் சகோதர உரிமையுடனும் இருக்கவேண்டும். அதில் பலாத்காரத்துக்கு இடமில்லை" என்று 1953-ல் ராயப்பேட்டை கூட்டத்தில் சொன்னார் பெரியார்.
"எனக்கு எந்த சமுதாயத்தின் மீதும் வெறுப்பு இல்லை. சமுதாயத்தில் பார்ப்பனர்கள் அனுபவிக்கும் உயர்வு மீதுதான் எனக்கு வெறுப்பு இருக்கிறது. இங்கு யாவரும் ஒருதாய் பிள்ளைகள் என்று அவர்கள் ஏற்றுக்கொள்வார்கள் என்றால், நான் போராட வேண்டிய அவசியமே இருக்காது" என்றார். இவ்வாறாக அவர் சொல்லியிருந்தாலும் அவரை ஒரு குறிப்பிட்ட பிரிவைச் சேர்ந்த மக்களுக்கு எதிராக நிலைநிறுத்துவதே முரண்.
பெரியார் வளர்ப்பு மகளையே திருமணம் செய்ய வேண்டிய அவசியம் என்ன ?
அண்ணா தேர்தல் அரசியலில் ஈடுபடப்போவதால் பெரியாருக்கு அவரை அடுத்த வாரிசாக அறிவிக்க முடியாத சூழ்நிலை ஏற்பட, அர்ஜுனன் மற்றும் ஈ.வெ.கி. சம்பத் ஆகியோரை வாரிசுகளாக அறிவிக்கும் முயற்சிகளும் தோல்வியில் முடிந்தன. தன் வளர்ப்பு மகளாகிய மணியம்மையை இயக்கத்தின் வாரிசாக அறிவிக்க பெரியார் முடிவு செய்தார்.
ஆனால், அன்று நடைமுறையில் இருந்த இந்து சட்டத்தின்படி ஒரு பெண்ணைத் தத்தெடுக்க முடியாது. வாரிசாக அறிவிக்க வேண்டும் என்றால் திருமணம் மட்டுமே செய்ய முடியும். அவர் காலங்காலமாக எதிர்த்து வந்த இந்து சட்டத்தின்படியே திருமணம் செய்ய வேண்டிய கட்டாயம். சட்டப்பூர்வமாக தனது வாரிசாக மணியம்மையை ஆக்குவதற்கு திருமணம் தவிர வேறுவழி இல்லை என்ற நிலையிலேயே பெரியார் மணியம்மையை மணந்தார்.
பெரியார் விமர்சனங்களுக்கு அப்பாற்பட்டவரா?
நிச்சயமாக இல்லை. கருத்து சுதந்திரத்தைப் பெரும் அளவில் மதித்தவர் பெரியார். ம.பொ.சி.யின் நண்பரான மாலி பெரியாரைக் கடுமையாக விமர்சித்து நாடகம் ஒன்றை எழுதியபோது, "உன் கருத்தை நீ சொல்கிறாய் . அதில் தவறொன்றும் இல்லை" என்றார் பெரியார்.
அதுமட்டுமல்லாமல், பெரியாரை வெளிப்படையாக நேருக்குநேர் எதிர்த்த ம.பொ.சி-கூட, "பொதுவாழ்வில் அவர் கடைப்பிடித்து வரும் நேர்மை, கொள்கைகளில் அவர் கொண்டுள்ள உறுதி ஆகியவற்றால் மாற்றுக் கட்சியினராலும் போற்றி புகழத்தக்கவர்" என, 1962-ல் வெளிவந்த பெரியார் பிறந்த நாள் மலரில் எழுதியுள்ளார்.
"நான் சொல்வதில் தவறேதும் இருந்தால் என் அறியாமையை மன்னியுங்கள்" என சொல்லியிருக்கிறார் பெரியார். இங்கு விமர்சனங்கள் கூடாதென்பதில்லை, அவரை முழுமையாகப் படித்துவிட்டு, ஏன், எதற்கு, எந்தக் காலகட்டத்தில் அப்படிச் சொன்னார் என்பதையெல்லாம் தெரிந்துகொண்டு விவாதிப்பது மட்டுமே சரியான விமர்சனமாக இருக்க முடியும்.
பெரியார் என்பது வெறும் பெயரல்ல அது ஒரு சித்தாந்தம். அவரின் சிலையை அகற்றினால் அல்லது அவரைக் குறித்தத் தவறான விமர்சனங்களைப் பரப்பினால் அது அழிந்துவிடுமா என்ன? முன்பை விட இப்போது அதிகமாக பெரியாரியம் பற்றி பேச வேண்டிய கட்டாயம் எல்லோருக்கும் இருக்கிறது. பேசுவோம்.
அதிகார வர்க்கத்தின் கண்களில் கருப்புச் சட்டை மிரட்சியைக் கொண்டுவரும் வரையில், பெரியாரைப் புறக்கணித்துவிட்டு இங்கு அரசியல் செய்ய முடியாது என்ற நிலை இருக்கும் வரையில், பெயர் கேட்டால் பெருமை விடுத்து பெயரை மட்டும் சொல்லும் வரையில், அடையாளங்களை அறிவிக்கத் தயக்கநிலை இருக்கும் வரையில், சமூகத்தில் எல்லோரும் சமமாக நடத்தப்படும் வரையில் பெரியார் இருப்பார்.

கடந்த சட்டமன்றத் தேர்தலின் வெற்றிகரமான பிரச்சார உத்திகளில் ஒன்றாக ‘உங்கள் தொகுதியில் ஸ்டாலின்’ அமைந்திருந்தது. பிரச்சாரப் பயணத்தில் மு.க.ஸ்டாலினிடம் மக்கள் அளித்த நான்கு லட்சத்துக்கும் மேற்பட்ட மனுக்களின் மீது திமுக ஆட்சியமைந்த 100 நாட்களுக்குள் நடவடிக்கை எடுக்கப்படும் என்று உறுதியளிக்கப்பட்டிருந்தது. அவ்வாறே ஆட்சியமைந்ததும் அம்மனுக்களின் மீது நடவடிக்கை எடுப்பதற்காக முதலமைச்சர் அலுவலகத்தில் தனிப் பிரிவும் சிறப்பு அதிகாரிகளும் நியமிக்கப்பட்டனர். தமிழ்நாடு மின்ஆளுமை முகமையால் தகுதியுள்ள மனுக்கள் பதிவேற்றம் செய்யப்பட்டு, உரிய மாவட்ட அதிகாரிகளுக்கு அனுப்பிவைக்கப்பட்டன.
தேர்தலுக்கு முன்பு அளிக்கப்பட்ட மனுக்களின் மீதான அதிவேக நடவடிக்கைகள், முதல்வருக்கு மனு அனுப்பினால் உடனடியாக அது பரிசீலனைக்கு ஏற்றுக்கொள்ளப்படும் என்ற நம்பிக்கையையும் எதிர்பார்ப்பையும் மக்களிடம் உருவாக்கியுள்ளன. தினந்தோறும் முதல்வர் அலுவலகத்துக்கு நேரிலும் அஞ்சலிலும் ஆயிரக்கணக்கில் வந்து குவியும் மனுக்கள் அதற்கு உதாரணம். அதே நேரத்தில், மாவட்ட, வட்டார அளவில் அரசு அதிகாரிகள் தங்கள் வரம்புக்குள் நடவடிக்கை எடுக்கப்பட வேண்டிய பல மனுக்கள் முதல்வர் அலுவலகம் வரைக்கும் மேல்முறையீட்டுக்கு வருவது நிச்சயம் நிர்வாகத் துறையின் அலட்சியத்தையே எடுத்துக்காட்டுகிறது. இந்தக் குறையைச் சுட்டிக்காட்டி சரிசெய்யும் வகையில் அமைந்திருக்கிறது தமிழ்நாடு தலைமைச் செயலாளர் வெ.இறையன்பு அண்மையில் மாவட்ட ஆட்சியர்களுக்கு எழுதியிருக்கும் கடிதம்.
சிற்றூர் அளவிலும் வட்டார அளவிலும் முடிக்கப்பட வேண்டிய பிரச்சினைகளை அங்குள்ள அதிகாரிகள் உரிய காலத்தில் செய்து முடிக்காததன் விளைவே, முதல்வர் அலுவலகத்தை நோக்கி தினந்தோறும் பத்தாயிரம் மனுக்கள் வந்து குவியக் காரணம் என்று தனது கடிதத்தில் தெரிவித்திருக்கிறார் தலைமைச் செயலாளர். முதல்வர் அலுவலகத்திலிருந்து உரிய நடவடிக்கை எடுக்குமாறு குறித்து அனுப்பப்பட்ட புகார்களின் மீது மாவட்ட அதிகாரிகள் விரைந்து செயல்பட்டுத் தீர்வுகாண முடியும்பட்சத்தில், அந்தப் புகாரின் மீது முன்கூட்டியே நடவடிக்கை எடுத்திருக்க முடியும் என்பதை அவர் குறிப்பிட்டுள்ளார். எக்காலத்துக்கும் தேவையான அறிவுறுத்தலாக இந்தக் கடிதத்தின் செய்தி கொள்ளப்பட வேண்டும்.
தனது புகாரை எந்த அதிகாரியின் கவனத்துக்குக் கொண்டுசெல்வது என்றுகூட அறியாதவர்கள் இன்னும் நிறைய பேர் உள்ளனர். கிராமம், நகரம் என்ற பேதம்கூட இதில் இல்லை. புகார்களின் மீது நடவடிக்கை எடுக்கப்படும் என்று நம்புபவர்கள் இருப்பதுபோலவே, நடவடிக்கை எடுக்காதபட்சத்தில் தனிநபர் வழக்கு தொடுப்பதற்கான ஆதாரங்களாக அவற்றைக் கருதுபவர்களும் இருக்கிறார்கள். எந்தத் துறை சார்ந்த புகாராக இருந்தாலும் மாவட்ட ஆட்சியரிடம் அளிக்கும் நீண்ட கால வழக்கம் ஒன்றும் தொடர்ந்துவருகிறது. மாவட்ட அளவில் அனைத்துத் துறைகளுக்கும் ஆட்சியரே உயரதிகாரி என்ற பிரிட்டிஷ் காலத்து நடைமுறையையும் காலத்திற்கேற்றவாறு மறுபரிசீலனைக்கு உட்படுத்த வேண்டியது அவசியம். அதிகமாகிக்கொண்டிருக்கும் அவர்களது பணிச் சுமையைக் குறைக்கவும் அது உதவக்கூடும்.
வளாகப் பல்கலைக்கழகமாக சுமார் நூறாண்டுகளுக்கு மேல் இயங்கிவந்த அண்ணாமலைப் பல்கலைக்கழகம், இணைப்புப் பல்கலைக்கழகமாக மாறிய வரலாற்றை எடுத்துக்கூறி, வளாகப் பல்கலைக்கழகமாக இயங்கியபோது, அது எப்படி அரசியல் பண்பாட்டுப் பாசறையாக விளங்கியது என்பதைப் பேராசிரியர் தங்க.ஜெயராமன் ‘அண்ணாமலைப் பல்கலைக்கழகம் இனி என்னவாகும்?’ (2021 செப்.8) கட்டுரையில் நன்கு படம்பிடித்துக் காட்டியுள்ளார்.
அண்ணாமலைப் பல்கலைக்கழகத்தின் முன்னாள் மாணவனான என்னைப் போன்றவர்களுக்கு 1960-களில் அது ஓர் உலகத் தமிழ்க் கனவாக இருந்தது. வருங்கால அரசியலின் விளைநிலமாக, நாற்றங்காலாக அன்று அது இருந்தது. காங்கிரஸ், கம்யூனிஸ்ட், திமுக, திக போன்ற அரசியல் இயக்கங்களைச் சேர்ந்த மாணவர்கள் சுறுசுறுப்பாக இயங்கிவந்தனர். பெரியார், அண்ணா, ஜீவானந்தம், ம.பொ.சி போன்ற ஆளும் கட்சியல்லாத இயக்கங்களைச் சேர்ந்த அரசியல் தலைவர்களை அழைத்துவந்து பல்கலைக்கழகத்துக்கு உள்ளேயும் வெளியேயும் மாணவர்கள் கூட்டம் நடத்துவார்கள். இந்தி எதிர்ப்புப் போராட்டம், தனித்தமிழ் இயக்கம் போன்றவை அங்கு உயிர்ப்போடு வளர்ந்துவந்தன. உண்மையில், 1967-ல் திமுக ஆட்சியைப் பிடிப்பதற்கான உலைக்களமாக அது திகழ்ந்தது.
கல்விப்புலங்களில் பத்துப் பதினைந்து துறைகளில் உலக அறிஞர்கள் வந்து உரையாற்றுவார்கள். இளைஞர்களின் அறிவுப் பசிக்கு ஒவ்வொரு நாளும் வெவ்வேறு விதமான விருந்துகள் கிடைக்கும். ஒதுக்குப்புறச் சிற்றூர்களிலிருந்து வந்து பயில்பவர்களுக்கு இவையெல்லாம் வரப்பிரசாதம். இவற்றைக் கேட்டு இளைய மாணவர்களின் அறிவும் ஆளுமையும் உலகப் பார்வையும் அற்புதமாக உருப்பெறும். அங்கு பயின்ற அன்பழகன், நெடுஞ்செழியன் போன்றவர்கள் அரசியல் தலைவர்களாக உருவானார்கள். பிற்காலத்தில் தஞ்சைத் தமிழ்ப் பல்கலைக்கழகத் துணைவேந்தரான வ.ஐ.சுப்பிரமணியன், உலகத் தமிழாராய்ச்சி நிறுவன இயக்குநராக இருந்த ச.வே.சுப்பிரமணியன் போன்றோர் அங்கே உருவாகித் தமிழ்க் கல்வித் துறையில் பிற்காலத்தில் தடம்பதித்தார்கள். பல துறைகளில் இப்படிப்பட்டவர்களின் பட்டியல் நீளும். இதற்கெல்லாம் காரணம் அன்று அப்பல்கலைக்கழகம், வளாகப் பல்கலைக்கழகமாக விளங்கியதுதான். அதற்கும் மேலே அங்கு அவை நிகழ்வதற்குக் காரணமாக இருந்த சுதந்திரமான சூழல். எதிரெதிர் துருவங்களாக இருந்த துணைவேந்தர் சி.பி.இராமசாமி ஐயர் தலைமையில், அண்ணா பேசியது ஓர் எடுத்துக்காட்டு. அதற்கு வெளியே சென்னை பச்சையப்பன் கல்லூரி ஒரு வளாகக் கல்லூரியாகச் செயல்பட்டிருக்கலாம். வேறு நிறுவனங்கள் அப்படிச் செயல்பட்டதுபோல் தெரியவில்லை.
டெல்லி எடுத்துக்காட்டு
அண்ணாமலைப் பல்கலைக்கழகம் போல 1970-களில் உருவான டெல்லி ஜவாஹர்லால் நேரு பல்கலைக்கழகம்தான் பின்னாளில் வளாகச் சூழல் அமைந்த பல்கலைக்கழகமாக இருந்தது. அங்கு பல்வேறு துறைகளில், பல்வேறு மாநிலங்களிலிருந்தும் பல நாடுகளிலிருந்தும் வந்து பயின்ற மாணவர்களின் மாணவ இயக்க நடவடிக்கைகள், குறிப்பாக இடதுசாரி இயக்கத்தைச் சேர்ந்த மாணவர்கள் செயல்பட்ட முறை அரசியல், ஆட்சித் துறை, இதழியல் முதலிய துறைகளில் சிறப்பான எதிர்காலத் தலைமைகளை உருவாக்கியது. பிரகாஷ் காரத், பிருந்தா காரத், சீதாராம் யெச்சூரி போன்றவர்களைக் குறிப்பிட்டுச் சொல்லலாம். இதழாளர் என்.ராம், தற்போது அமைச்சர்களாக உள்ள ஜெய்சங்கர், நிர்மலா சீதாராமன், தங்கம் தென்னரசு போன்றவர்கள் ஜவாஹர்லால் நேரு பல்கலைக்கழகத்தில் பயின்றவர்கள்தான்.
இப்படி வளாகப் பல்கலைக்கழகங்கள் கல்வியில் மட்டுமன்றி அரசியல், பண்பாடு, மொழி முதலிய துறைகளில் தலைமைத்துவம் கொண்டவர்களை உருவாக்கு வதற்குரிய களமாகவும் செயல்படுகின்றன. இத்தகைய சூழலில் அண்ணாமலைப் பல்கலைக்கழகம் போன்ற நிறுவனங்களை சிதைப்பது வருத்தத்திற்குரியது. ஏற்கெனவே, அப்பல்கலைக்கழகம் இப்பண்புகளை இழந்துவிட்டிருந்தது வேறு விஷயம்.
அதற்குப் பல்கலைக்கழகம் கைக்கொண்ட பொருத்தமற்ற நடைமுறைகள், நிர்வாக மாற்றங்கள், அரசியல் தலையீடுகள் காரணமாக அமைந்தது போன்றே சமுகத்திலும் அரசியல் களத்திலும் ஏற்பட்ட மாற்றங்களையும் சுட்டிக்காட்ட வேண்டும். இது 1970-களில் எம்ஜிஆர் பிரிந்து சென்றபோது திமுக பிளவுபட்டதிலிருந்து தொடங்குகிறது.
அரசியல் மாற்றப் பின்னணி
காங்கிரஸுக்கு மாற்றாக உருவான திமுக தலைவர்களும் தொண்டர்களும் பெரும்பாலும் அண்ணாமலைப் பல்கலைக்கழகம் போன்ற வளாகக் கல்வி நிறுவனங்களில் உருவான மாணவர் இயக்கங்களிலிருந்து வந்த, படித்த இளைஞர்களாக இருந்தார்கள். சமூக வேறுபாடுகளைக் கடந்த கொள்கைகள் இவர்களை ஒருங்கிணைத்தன.
எழுபதுகளில் எழுச்சி பெற்ற அதிமுக, பெரும்பாலும் கிராமங்களிலும் சிறுநகரங்களிலும் இருந்த அதிகம் படிக்காத உள்ளூர் சாதி அமைப்புகளின் வலிமையை உணர்ந்த இளைஞர்கள், அரசியலில் தமக்குரிய இடத்தை அடைய விரும்பிய சிறுபான்மை சமூகத்தினர், அரசியலில் தமக்குரிய இடத்தைப் பெறுவதன் மூலம் அதிகாரம், பதவி, பணம் போன்றவற்றை ஈட்டிக்கொள்ள நினைத்த பொருள் முனைப்புடையோர் முதலியவர்களின் கூட்டணியாக இருந்தது. இவர்களைப் பணம், பதவி, ஆட்சி, தனிமனித வழிபாடு போன்றவை ஒருங்கிணைத்ததுபோலக் கொள்கை ஒன்று இணைக்கும் சக்தியாக இருந்ததில்லை. இந்த மாற்றம் கல்விப்புலங்களிலும் எதிரொலித்தது. அங்கே கொள்கைவழி ஒருங்கிணைக்கும் அரசியல் இயக்கங்களும் வலிமையாக இயங்கவில்லை. முன்பு கொள்கைவழி இயங்கிய பொதுவுடமைக் கட்சிகளும் திமுக போன்ற கட்சிகளும் இந்த விஷயத்தில் கோட்டை விட்டுவிட்டார்கள். படிப்பு வாசனையைவிட திரைப்படங்களை மையமிட்ட ஒரு சமுதாயம் ஆலமரமாக வளர்ந்து நின்றது.
கல்வி வளாகங்கள் அரசியல் தலைமைகள் உருவாகும் களங்களாக இல்லாமல் போனதற்கு இன்னொரு காரணம், ஆளும் வர்க்கத்தினர் வளாக மாணவர் அரசியலை முடக்கிப்போட்ட முயற்சிகள். டெல்லி ஜவாஹர்லால் நேரு பல்கலைக்கழகத்தில் மிகவும் உயிர்ப்போடு இருந்த வளாக மாணவர் அரசியலை, அண்மைக் காலத்தில் அரசு தலையிட்டு பெரும்பாலும் முடக்கிவிட்டது. அது மட்டுமல்ல, புதிதாக பல்கலைக்கழக நல்கைக் குழு இயற்றியுள்ள சட்டங்களின் மூலம் வளாக அரசியல் செயல்பாடுகள், மாணவர் இயக்கங்கள் முதலியன தன்னியல்பாகச் செயல்படுவது இயலாமல் போயிற்று. பல்கலைக்கழகச் செயல்பாடுகளில் மாணவர் பங்கை இவை முற்றாக இல்லாமல் செய்துவிட்டன.
தேவை ஒரு முன்மாதிரி
1980-களில் உருவான தமிழ்ப் பல்கலைக்கழகம் இத்தகைய வளாகச் சூழலை வளர்த்து, தமிழகத்தின் சிந்தனைப் பள்ளியாகப் பல்துறைத் தலைவர்களை உருவாக்கும் பண்ணையாக உருவாகும் என்று கண்ட கனவு பொய்த்துப் போனது. பெரிய கனவுகளோடு உருவான திருவாரூர் நடுவண் பல்கலைக்கழகத்தின் தலைவிதியும் அதுதான். ஆனால், கேரளத்தின் அனுபவம் வேறு. அங்கு வளாகப் பல்கலைக்கழகம் இல்லை எனினும் கல்லூரி வளாகங்கள் அந்தக் குறையைத் தீர்த்தன. மாணவர் அரசியல் செயல்பாடுகள் ஊக்குவிக்கப்பட்டன. கல்வி அமைப்புகளின் நிர்வாகம் முதலியவற்றில் மாணவர்களுக்கு நல்ல பங்கு கொடுத்து, இளைய தலைமை உருவாக வாய்ப்பு ஏற்படுத்தினார்கள். இதனால் உருவான அரசியல் பயிற்சியால், இன்று கேரள அரசியலில் எல்லாக் கட்சிகளிலும் படித்த ஒரு இளைய தலைமுறை அரசியல் அரங்கில் வலம்வருகிறது.
தமிழ்நாட்டில் இழந்தவற்றை மீட்டெடுக்க வேறு சில தேவைகளையும் ஒருங்கிணைத்து ஒரு முயற்சி செய்து பார்க்கலாம். டெல்லியிலுள்ள ஜவாஹர்லால் நேரு பல்கலைக்கழகம் போன்ற ஒரு வளாகப் பல்கலைக்கழகத்தை இங்கு உருவாக்கலாம். அங்கு உள்ளதுபோல உலக மொழிகளையும் உலக நாடுகள் பற்றிய விவகாரங்களையும் இந்திய மாநில விவகாரங்களையும் கற்பிக்கும் பிரதேச வாரியான துறைகளை உருவாக்கி, ஒரு சமூக மானிடவியல் பல்கலைக்கழகத்தை அந்தந்த நாடுகள் அல்லது மாநிலங்கள் ஒத்துழைப்புடன் உருவாக்கலாம். அங்கு மாணவர் அரசியல் பங்களிப்புகளுக்குத் தாராளமாக இடம்கொடுக்கலாம். இத்தகைய ஒரு நிறுவனத்தில் பயிலும் தமிழ் இளைஞர்கள் உள்நாட்டு அரசியலிலும் நிர்வாகத்திலும் பன்னாட்டு விவகாரங்களிலும் தேர்ச்சிபெற்று, அந்தந்தத் துறைகளில் எதிர்காலத் தலைவர்களாக உருவாவார்கள். அவர்கள் தமிழகத்திற்கு மட்டுமின்றி, இந்தியாவிற்கும் உலகத்திற்கும் தலைமையை நல்குவார்கள். அந்த வகையில், இன்றைய தமிழ்நாடு அரசு, தமிழ்நாடு பன்னாட்டுப் பல்கலைக்கழகம் (Tamilnadu International University) ஒன்றை அமைக்க முயற்சி எடுக்க வேண்டும்.

மனித உரிமை, சமூக நீதி இரண்டும் 20-ம் நூற்றாண்டின் அரசியல், பொருளாதார விவாதங்களில் அதிக அளவில் பயன்படுத்தப்பட்ட வார்த்தைகள். சுற்றுச்சூழல் உள்ளிட்ட 21-ம் நூற்றாண்டின் முக்கிய விவாதங்களிலும் இந்த வார்த்தைகளின் பயன்பாடு தொடர்கிறது. முறையே தனிநபரையும் சமூகத்தையும் குறிக்கும் இந்த இரண்டு வார்த்தைகளும் ஏறக்குறைய நெருக்கமான பொருளைத் தரக்கூடியவை. ஒன்றுக்கொன்று பின்னிப்பிணைந்தவையும்கூட. சமூக நீதி என்பது தனிமனித உரிமைகளின் தொகுப்பு என்ற பார்வையும் உண்டு.
சமூக நீதிக் கோட்பாட்டினைப் ‘பகிர்ந்தளிக்கப்பட வேண்டிய நீதி’ என்றே ஜான் ராவ்ல்ஸ் வழிவந்த அரசியல் அறிஞர்கள் வரையறுக்கிறார்கள். இந்தியாவிலும் குறிப்பாகத் தமிழ்நாட்டிலும் அதே பொருளில்தான் இந்த வார்த்தைகள் பயன்பாட்டில் இருக்கின்றன. சமூக நீதியை அடைவதற்கான வழியாக வகுப்புவாரிப் பிரதிநிதித்துவம்... அதை அடைவதற்கான வழியாக கல்வி, வேலைவாய்ப்பில் இடஒதுக்கீடு என அது நீள்கிறது. வகுப்புவாரிப் பிரதிநிதித்துவமே சமூக நீதியின் முழு அர்த்தமாக ஆகிவிடுவதில்லை. ஆனால், இடஒதுக்கீட்டுக்கான போராட்டங்களே இன்னும் முடிவுக்கு வராத நிலையில், சம உரிமையையும் சம வாய்ப்பையும் உறுதிப்படுத்துவதே சமூக நீதி என்றாகிவிட்ட நிலையில் இருக்கிறோம்.
சென்னை சட்டமன்றத்துக்கு நடந்த முதல் பொதுத் தேர்தலில் 65 பொதுத் தொகுதிகளில் பிராமணர் அல்லாதாருக்கு 28 தொகுதிகள் ஒதுக்கப்பட்டபோதே நீதிக் கட்சி தனது சமூக நீதிப் பயணத்தைத் தொடங்கிவிட்டது. நீதிக் கட்சியின் காலத்தை சமூக நீதி வரலாற்றின் தொடக்கமாகக் குறிப்பிடுவதற்குக் காரணம், அதன் ஆட்சிக்காலத்தில் இடஒதுக்கீட்டுக்கான முதலாவது அரசாணை பிறப்பிக்கப்பட்டது என்பதால் மட்டுமல்ல. பெண்களின் கண்ணியத்துக்குக் களங்கம் விளைவித்த தேவதாசி முறை ஒழிக்கப்பட்டதையும் கணக்கில் கொண்டுதான் அவ்வாறு குறிப்பிடப்படுகிறது.
நீதிக் கட்சி ஆட்சியில் இருந்த இருபது களின் தொடக்கத்தில் பெரியார் காங்கிரஸ் கட்சியில் இருந்தபோதும், அங்கேயே வகுப்புவாரி உரிமைப் போராட்டத்தைத் தொடங்கிவிட்டிருந்தார். 1920-ல் திருநெல்வேலியில் நடந்த மாநில காங்கிரஸ் மாநாட்டில், பெரியார் தலைமையில் முன்மொழியப்பட்ட வகுப்புவாரிப் பிரதிநிதித்துவத் தீர்மானத்தை மாநாட்டுத் தலைவர் எஸ்.சீனிவாசய்யங்கார் ஏற்றுக்கொள்ளவில்லை. திருநெல்வேலியை அடுத்து தஞ்சை, திருப்பூர், திருவண்ணாமலை, காஞ்சிபுரம் மாநாடுகளிலும் அத்தீர்மானத்தை நிறைவேற்று வதற்கான பெரியாரின் முயற்சிகள் தொடர்ந்து தோல்வியுற்றன. இதற்கிடையில், முக்கியப் பாதைகளில் அனைவரும் நடந்துசெல்லும் உரிமைக்கான வைக்கம் போராட்டத்திலும் சமபந்தி உரிமைக்கான சேரன்மாதேவி குருகுலப் போராட்டத்திலும் பெரியார் தீவிரமாகப் பங்கேற்றார்.
நீதிக் கட்சியால் மட்டுமே தமிழ்நாட்டில் வகுப்புவாரிப் பிரதிநிதித்துவம் நிலைநாட்டப்பட்டு விடவில்லை. நீதிக் கட்சி ஆதரவில், சுப்பராயன் முதல்வராக ஆட்சியில் தொடர்ந்தபோது, அப்போதைய பதிவுத் துறை அமைச்சராகப் பதவிவகித்த எஸ்.முத்தையாவே வகுப்புவாரிப் பிரதிநிதித்துவத்தை முழுதாகச் செயல்படுத்த ஆணை பிறப்பித்தவர். பிராமணர் அல்லாதவர்களில் பிற்படுத்தப்பட்டவர்களுக்கு எனத் தனி இடஒதுக்கீட்டை முதலில் அறிமுகப்படுத்தியவர் காங்கிரஸ் கட்சியைச் சேர்ந்த முதல்வரான ஓமந்தூர் ராமசாமி. முத்தையாவையும் ராமசாமியையும் பெரியார் முழுமனதோடு ஆதரித்து நின்றார்.
ஓமந்தூரார் நடைமுறைப்படுத்திய வகுப்புவாரிப் பிரதிநிதித்துவ ஆணையைச் சுதந்திர இந்தியாவின் புதிய அரசமைப்பின்படி செல்லாது என்று உச்ச நீதிமன்றம் தீர்ப்பளித்தது. அதை எதிர்த்து 1950 ஆகஸ்ட் 14-ம் தேதியை வகுப்புரிமை நாள் என்று அறிவித்துப் பெரும் போராட்டத்தை முன்னெடுத்தார் பெரியார். அதன் விளைவு, அரசமைப்பின் முதலாவது திருத்தங்களில் ஒன்றாக பிற்பட்டோருக்கான இடஒதுக்கீடு ஏற்றுக்கொள்ளப்பட்டது. சென்னை மாகாணச் சங்கம், காங்கிரஸ், நீதிக் கட்சி, தன்மதிப்பு இயக்கம், திராவிடர் கழகம் என்று பெரியாரின் நீண்ட நெடிய அரசியல் பயணம் வகுப்புரிமையையே தனது அச்சாகக் கொண்டிருந்தது.
பெரியாரின் பிறந்தநாள் சமூக நீதி நாளாக அறிவிக்கப்பட்டிருக்கும் நிலையில், அவரின் சமூக நீதிப் பார்வை குறித்து மறுவாசிப்புக்கான தேவை எழுந்துள்ளது. பெரியார் தனது எழுத்திலும் பேச்சிலும் வகுப்புவாரிப் பிரதிநிதித்துவம் என்ற வார்த்தைகளுக்கே அதிக முக்கியத்துவமும் அழுத்தமும் கொடுத்தவர். சுதந்திர இந்தியாவின் புதிய அரசமைப்பு இயற்றப்பட்ட பிறகே, இந்திய அரசியல் வெளியில் சமூக நீதி என்ற வார்த்தைகள் பரவலாகப் புழங்க ஆரம்பித்தன. பிற்பட்டோர் நலன் குறித்த விவாதங்கள் அந்த வார்த்தையைத் தவிர்த்து முழுமை பெற முடியாது என்ற நிலை உருவாகிவிட்டது. ஆனால், சமூக நீதி என்பது இடஒதுக்கீட்டுக்குள் அடங்கிவிடுவதன்று. அது அனைவரையுமே உள்ளடக்கிய சமத்துவ நிலையை இலக்காகக் கொண்டது. அதன் முழுமையான பரிமாணத்தை நூறாண்டுகளுக்கு முன்பே தெளிவாக உணர்ந்திருந்தவர் பெரியார்.
சமூக நீதிக்கான குரலாக ‘குடிஅரசு’ ஏட்டைத் தொடங்கிய ஆறு மாதங்களில் அவர் எழுதியது இது: ‘என்றைக்கிருந்தாலும் இரு சமூகத்தினரும் ஒன்றுபட்டுத்தானாக வேண்டும். அங்ஙனம் ஒன்றுபடுவதற்கு அவரவர்களுடைய குற்றங்குறைகளை எடுத்துக்கொள்ளப் பயந்துகொண்டு, மேற்பூச்சுக்கு மாத்திரம் பிராமணர்களிடம் அன்பர்களாய் நடந்து கொள்வதில் இரு சமூகத்தாருக்கும் ஒரு பிரயோஜனம் ஏற்படாது எனக் கருதியே, யாருடைய நிஷ்டூரம் ஏற்பட்டாலும் அதைப் பற்றிக் கவலையில்லாமல், உண்மையை எடுத்துக்கூறி குற்றங்களைக் கீறி ஆற்றி திருத்தப்பாட்டடையச் செய்து இரு சமூகமும் உண்மையான சகோதர அன்பில் கட்டுப்பட்டு, நமது நாடு உண்மையான விடுதலை பெறவே உழைத்துவரப்படுகிறது. இதை ஆரம்பத்திலேயே குடிஅரசின் முதலாவது இதழ் தலையங்கத்தில் “மக்களுக்குள் தன்மதிப்பும் சமத்துவமும் சகோதரத்துவமும் ஓங்கி வளரல் வேண்டும். மக்கள் அனைவரும் அன்பின் மயமாதல் வேண்டும்… அனைத்துயிரும் ஒன்றென்று எண்ணும் உண்மையறிவு மக்களிடம் வளர்தல் வேண்டும்...” என நமது அபிப்ராயத்தைத் தீர்க்க மாகக் குறிப்பிட்டிருக்கிறோம்.’ (குடிஅரசு, 1.11.1925)
சமூக நீதி நாளுக்கான உறுதிமொழியில் இடம்பெற்றுள்ள சமத்துவம், சகோதரத்துவம், சமதர்மம், மானுடப் பற்று, மனிதாபிமானம் ஆகிய வாசகங்கள் பெரியாரால் ஏறக்குறைய நூறாண்டுகளுக்கு முன்பே பேசப்பட்டவை. பிறப்பின் பெயரால் ஒருவருக்கொருவர் நிரந்தரப் பகையைப் பேணிடின் மானுடப் பற்று எங்ஙனம் சாத்தியம்?

The Bharatiya Janata Party (BJP) has changed five Chief Ministers in four States this year. Prime Minister Narendra Modi’s home State, Gujarat, is the latest to see a change of guard. Are these changes a sign of anti-incumbency in these States or are they a sign that power is concentrated in the hands of the Central leadership? Harish Khare and Sudheendra Kulkarni debate this in a discussion moderated bySandeep Phukan. Edited excerpts:
By changing Chief Ministers before the end of their tenures, is the BJP admitting that there is anti-incumbency? Or is this an adoption of the high command culture that the Congress was once known for?
Harish Khare (HK):I am not very comfortable with this concept of anti-incumbency. Anti-incumbency is a word made respectable by L.K. Advani after the Rajnath Singh government was voted out of power in Uttar Pradesh in 2002. The concept implies that it doesn’t matter how well a government performs; that after four-five years, negativity will accumulate, and the voters will vote out the government. But the record right now belies this. We have this extraordinary phenomenon of Naveen Patnaik [Chief Minister of Odisha] ruling the State for 20 years without any song and dance, without any extravagant claims to national or global glory. I mean, a government is voted out because the ruling party is not able to do as smart a politics as it should do and those who are in the Opposition do a better job of galvanising the voters. By the same reckoning, the ruling party does well if it marshals resources well and the BJP has done that in Gujarat for 20 years. So, where is the question of anti-incumbency? As far as I am concerned, there is nothing called anti-incumbency in Gujarat. The issues that need to be analysed in detail are whether the Central leadership wants to [be in] control or how much it can and should control.
Sudheendra Kulkarni (SK):What it shows is that at a time when the BJP accuses the Congress of having a high command culture, where whatever fatwa is issued by the high command in New Delhi is unquestioningly followed by the satraps in the States, the same is happening now in the BJP. It’s not just high command culture, it is super high command culture that has set in, in the BJP.
There was a time when the BJP used to talk of a ‘Congress-mukt Bharat’ [Congress-free India]. What we are seeing is ‘Congressisation’ of the BJP units and the democratically elected governments in various States. So, there is both anti-incumbency and, more importantly, concentration of power in New Delhi that is at work. Why am I saying that anti-incumbency is at work? Look at Gujarat: after Narendra Modi ceased to be Chief Minister of Gujarat and went to Delhi to become the Prime Minister, his trusted colleague Anandiben Patel became the Chief Minister. But before the 2017 Assembly election, she was replaced because there was chief ministerial anti-incumbency, not anti-incumbency against the BJP. The party felt that it cannot perhaps come back to power with the same person at the helm. The same pattern is being repeated now. Elections are due in Gujarat in 2022 and Vijay Rupani has been replaced. There was no confidence in the BJP that it can come back to power in 2022 with Mr. Rupani as the Chief Minister and so it has brought in Bhupendra Patel, a total nobody. He is a first-time MLA, not known outside Ahmedabad, and is hardly a leader of Gujarat. But because the high command or the super high command wanted to control Gujarat and wanted to continue to govern Gujarat from New Delhi, they installed a person who is a nobody but is answerable to the two top leaders of the BJP.
It is ironical that when Mr. Modi was the Chief Minister, he used to talk about Gujarat’sasmitaor self-pride. That is, ‘We will not let New Delhi dictate terms to Gujarat. Gujarat’sasmitais supreme for us’. It is now blindly following diktats from New Delhi even though it’s from the same party’s leadership. But this is yet another instance of how the concentration of power in New Delhi is undercutting democracy in State after State.
The sole purpose of bringing in Mr. Patel as Chief Minister now, with less than a year to go before the Assembly election, is to have a particular person from a dominant caste. And from what I hear from political observers in Gujarat, the reason for making this particular person as the Chief Minister is also that he is not someone very popular and therefore, he lends himself very easily to be dictated by New Delhi.
Is weak leadership in the States a natural corollary of having a powerful and strong leader at the Centre? This used to be the Congress template during Indira Gandhi’s time. Many argue that, in any case, it is the Prime Minister who gets votes and that is why the Central leadership has the moral authority to make changes the way it likes.
HK:If we remove the personalities, we look at how to govern a continental polity like ours. That is a fundamental issue; in a way, we are trying to run a democratic empire. I have always believed in that. Except once, no political party has got more than 50% of the vote share. Those who come to power at the Centre have to find a way of running this vast country.
The Indian National Congress was at its best because it became a political instrument of the Indian state. The BJP is today facing the same structural problem. It is running the country and has more than 300 seats in the Lok Sabha. It has to decide how much to control and how much initiative to leave to the States.
If we leave out the Nehruvian years, then we have three distinct phases: the Indira Gandhi phase, the Rajiv Gandhi phase and the Narendra Modi phase where the Prime Minister is the principal vote-getter. The Prime Minister does not depend on State allies or on other parties to make up the numbers. So, the Prime Minister wants to control his State. This is basic given the political realities of life. So, in many ways, the BJP was being hypocritical when it accused the Congress; it is no longer entitled to ride on a moral high horse by claiming that it has no high command culture. The high command culture gets built into the need for directly controlling and operating the politics of a continental polity like ours.
SK:Now, this is precisely what the BJP used to criticise the Congress for. When the Congress was led by Mrs. Gandhi, there was a popular saying those days that even if the Congress puts up a pole as its candidate, that lifeless pole would get elected. People voted for Mrs. Gandhi and not for the candidate. And as someone who worked for the BJP for 16 long years, I often heard our two top leaders, Atal Bihari Vajpayee and L.K. Advani, say that there are only two parties in India in which there is inner party democracy. That is the BJP and the Communist Party of India-Marxist (CPI-M).
Where is the inner party democracy in the BJP now? The BJP is also justifying all these happenings by arguing that people vote for Mr. Modi and not for the party and even less for the candidate. This is a severe threat to the structure of the party system that is at the base of democracy in India. Personality-based politics has replaced party politics. We are moving towards one-man rule. In Hindi, there is a saying that translates into: I am only the leader and there cannot be, there is not, and there must not be a second leader. Is this good for Indian democracy? It’s a matter to be very seriously debated by the political establishment and also by the people. Because when the lights dim inside political parties, lights will also dim for democracy in the country. And that’s precisely what is happening. We are seeing democratic institutions come under attack one by one, including the Supreme Court. So, it’s not just a matter of a Chief Minister being replaced by another Chief Minister. This is all part of a much larger malaise that is spreading in India’s polity and society.
The BJP keeps attacking the Congress by calling it a family enterprise. Only a person with a certain surname can become the party president, it says, while the BJP prides itself on its internal democracy. Do you think that the party can claim the same legacy with the changes in its style of functioning now?
HK:That was a good propaganda point for the BJP. There is a certain relevance as well as far as the Congress is concerned. But power within the BJP has always also been concentrated among a handful of people even though the party has been careful and wise in giving the impression of having a collective leadership. The party has had very nameless people as party presidents but that doesn’t mean that they exercised power. Power was exercised by Vajpayee, Mr. Advani and [Murli Manohar] Joshi. These three people ran the party. But again, there was a certain subtlety to it and a certain pretence was maintained that there is a party president who should be deferred to.
SK:I won’t say that there was 100% collective leadership even when the party was led by Vajpayee and Mr. Advani, but most certainly there was a far higher degree of internal democracy, internal consultation and consultation between the Central leadership and the State leadership then. Now, there is nothing of the kind — either at the State level or at the Central level.
The party is entirely led by two people. And this is why people inside the BJP should really worry about the post-Modi era. What will happen to this party? Nobody is permanent and once the leadership of Modi is no longer there, I am afraid the BJP will face very swift, serious disintegration. This is something that the BJP should really worry about. One of the reasons the Congress got so marginalised was because it promoted and practised high command culture. It could replace Chief Ministers of even major States without any regard for the people’s aspirations.
I come from Bombay. On Marine Drive, there used to be a very witty billboard, run by Nana Chudasama [former Mumbai Sheriff]. When A.R. Antulay was replaced by Babasaheb Bhosale and later, after Shankarrao Chavan became Chief Minister, he [Chudasama] put up a billboard that said the Congress high command determines who the Chief Minister of Maharashtra should be in alphabetical order: A, B and then C (Antulay, Bhosale, Chavan). That is how ridiculous it had become, and this kind of high command culture weakened the Congress. The BJP is going to suffer the same fate in the years to come. We are seeing some very serious signs of authoritarianism and it will only get worse unless the democratic forces in the country come together and work for a real, decisive change in 2024.
The BJP was being hypocritical when it accused the Congress [of high command culture]; it is no longer entitled to ride on a moral high horse by claiming that it no such culture.

In the world’s largest democracy, the word ‘vigilante’ evokes unsavoury images of goons stopping cattle trucks and lynching drivers, or video filming themselves assaulting men accused of love jihad, or beating up couples celebrating Valentine’s Day. A vigilante in India is both bad news and a bad word. Vigilantes are anti-democratic. They lack the values of a constitutional democracy. A consensus has emerged in India to demand that the law-and-order machinery comes down heavily on such vigilante behaviour.
A respectable garb in the U.S.
So, imagine my shock when I discovered that in the world’s oldest democracy, the word ‘vigilante’ receives only half the opprobrium that we heap on it in India. The other half is suppressed by a law that makes vigilantism respectable. One form of the vigilante, in the United States, is the ‘citizen arrester’ who enjoys legal status and whose actions are protected by a law that permits him or her to pursue and arrest a person accused of breaking the law. Drawing on a legal convention that comes from the Common Law tradition in England, dating from the 12th Century, a citizen arrester can physically arrest a person, on behalf of the Monarch (now State) who is regarded by them as breaking or evading the law. There are procedures to be followed, and risks involved for wrongful arrest, but assuming that these are adhered to the citizen arrester is regarded as aiding the consolidation of a political system based on the rule of law. Because of its potential for abuse, in legal circles in the U.S., there is a debate on the need to circumscribe the scope, and eligibility, of who can be a citizen arrester.
The ‘Heartbeat Bill’
But rather than diminish the place of the citizen arrester, the recent decisions of the Texas legislature are in fact encouraging the practice. Two cases are particularly noteworthy. The first is the latest innovation introduced in Senate Bill 8 (SB8) in Texas, known as the ‘Heartbeat Bill’, signed into law by the Texas Governor Greg Abbott in May 2021, that seeks to ban abortions after six weeks when the foetus registers a heartbeat. The passage of this law has produced an active debate in the U.S., between pro-abortion and pro-life groups, drawing on medical science, law, bioethics, and women’s rights, to refine the different elements of theRoe vs Wadejudgment of 1973.
There are five aspects worthy of attention. The first is it deprives women of the right over their own bodies by making abortion illegal after six weeks when many women do not even know that they are pregnant. This in effect means that abortions, when needed, are unavailable. The second is to include, in the applicability of the law, even women who are victims of rape and incest. Victims are thereby subjected to a second victimisation since now they will be compelled to carry the pregnancy to full term or seek termination in the dark alleys beyond the law. The third is to make culpable anyone associated with an abortion after six weeks and this could include the Uber driver who takes the pregnant woman to the clinic, the receptionist, the nurse and the doctor. The fourth is the declining, by the Supreme Court of the USA, in a five versus four vote, to hear the injunction challenging the Texas Anti-Abortion Law.
In her dissenting note, Justice Sonia Sotomayor wrote: ‘Presented with an application to enjoin a flagrantly unconstitutional law engineered to prohibit women exercising their constitutional rights and evade judicial scrutiny, a majority of justices have opted to bury their heads in the sand… The Court should not be so content to ignore its constitutional obligations to protect not only the rights of women, but also the sanctity of its precedents and of the rule of law.’
This sandy terrain to which the court retired is, unfortunately, very familiar to us in India. And the fifth, on which I wish to comment here, is the legal device that blocks State officials from enforcing the law but outsources the enforcement to private citizens who can sue abortion providers from performing abortions and are entitled to collect $10,000 as a civil payout in addition to their legal fees. Such a person can even be someone from outside the state who can show any connection to the abortion. Enter the ‘bounty hunter’ or ‘citizen arrester’.
While each of the five aspects raises important ethical and legal issues I wish to highlight only the fifth since Republicans in Texas have used the legal device — call it a cunning innovation — of empowering and encouraging citizen arresters to perform the job of state officials who are thereby protected from being sued. The effect of this innovation is to deny women the rights given byRoe vs Wade. The case shows the length to which partisan groups in a democracy, even in one as mature as the U.S., will go to overturn settled law and redesign both the public discourse and the institutional order to make it consistent with their religious ideology. Linda Greenhouse commenting on the legislation in her article inThe New York Timesarticle (September 9, 2021) asked in exasperation: ‘Who let God into the legislative chamber?’ This is the same question we often ask in India.
Voting ‘reforms’
The second case in Texas concerns the Reforms to the Voting Law in Texas which seek to reverse the gains of earlier years. SB1, the Bill recently signed by the governor, bans drive through voting, 24 hour voting, and distribution of mail-in applications. It requires new ID requirements for voting by mail, creates new rules for voter assistance, establishes monthly checks, etc. To block the passage of the Bill, the minority Democrats who felt the changes amounted to voter suppression and would disadvantage minority voters, flew out of the State to Washington DC so that the house could not convene for want of a quorum. The Republicans responded by relying on the law to compel voting and thus Speaker Dade Phelan signed warrants authorising the Sergeant-at-Arms to arrest and produce the missing representatives. The length to which the Speaker went is shocking to our democratic sensibilities. Some representatives stated that they were less worried of being arrested by officials and more by citizen arresters.
In an overview article titled ‘Vilifying the Vigilante: A Narrowed Scope of Citizen’s Arrest’, Professor Ira P. Robbins discusses its historical origins, pitfalls, good application and reform. He argues for the scope of citizen arresters to be restricted to only a small category of people, such as shopkeepers, out-of-jurisdiction police, and private police forces, and being abolished in all other cases,. The trend, unfortunately, as shown by Texan laws, SB1 and SB8, is moving in the other way. Because of the opprobrium we have heaped on vigilantes in India, I hesitated to equate them with the citizen arrester till I read the phrase in a letter on SB8, by the Chairman of the U.S. House Judiciary Committee, Jerrold Nadler, to the Attorney General, Merrick B. Garland, to prosecute ‘would be vigilantes attempting to use the private right of action established by that blatantly unconstitutional law’. The oldest and the largest democracies, it seems, both have a vigilante problem today.

On August 26, 2021, the Ministry of Labour and Employment (MOLE) launched the E-Shram, the web portal for creating a National Database of Unorganized Workers (NDUW), which will be seeded with Aadhaar. It seeks to register an estimated 398-400 million unorganised workers and to issue an E-Shram card. However, it has come into existence more than a decade after the passage of the Unorganised Workers’ Social Security Act in 2008; and if we consider inter-State migrant workers, the portal is a little more than four decades late. It has come about even after repeated nudging by the Supreme Court of India. Had the Central and the State governments begun these legally mandated processes on time, much of the distress of lakhs of vulnerable workers would have been avoided. It is the result of state apathy. No government — either the United Progressive Alliance or the National Democratic Alliance — can stake claim for this legally mandated measure. In fact, the political class owe an ‘apology’ to informal workers.
A long process
Given the gigantic nature of registering each worker, it will be a long-drawn process. It is natural that in the initial stages, the pace of registrations will be slower; at the time of writing this article, 0.61 million workers have been registered. Considering the estimated 380 million workers as the universe of registration — debatable as the novel coronavirus pandemic has pushed lakhs of workers into informality and the estimate also depends on the assumptions used for estimation — 6.33 million workers have to be registered for completion of registration in 60 days, and 4.2 million workers for 90 days. The Government has not mentioned a gestation period to assess its strategy and efficiency.
Workers stand to gain by registration in the medium to long run. But the instant benefit of accident insurance upto Rs. 0.2 million to registered workers (https://bit.ly/3zbvDLv) is surely not an attractive carrot. The main point of attraction is the benefits they stand to gain during normal and crisis-ridden periods such as the novel coronavirus pandemic now which the Government needs to disseminate properly.
Data security, other issues
There is also another issue: why should small employers be incentivised to ask or require their workers to register even though the government reportedly requires them mandatorily to register their workers (https://bit.ly/3ChthwB). While the Government can appeal to them, any penal measure will hurt the ease of doing business. The apparent productivity gains arising out of social security assurances to these workers is a moot point. One of the vital concerns of e-portals is data security, including its potential abuse especially when it is a mega-sized database. The central government would have to share data with State governments whose data security capacities vary. There are also media reports pointing out the absence of a national architecture relating to data security.
There are several issues concerning the eligibility of persons to register as well as the definitional issues. By excluding workers covered by EPF and ESI, lakhs of contract and fixed-term contract workers will be excluded from the universe of UW. Under the Social Security Code (SSC), hazardous establishments employing even a single worker will have to be covered under the ESI, which means these workers also will be excluded. The NDUW excludes millions of workers aged over 59 from its ambit, which constitutes age discrimination. Given the frugal or no social security for them, their exclusion will hurt their welfare.
As such, SSC is exclusionary as ESC and EPF benefits will be applicable only to those employed in establishments employing 10 or 20 workers, respectively. Thresholds in labour laws segment the labour market. Many workers will not have an Aadhaar-seeded mobile or even a smartphone. Aadhaar-seeding is a controversial issue with political overtones, especially in the North-eastern regions. But it is necessary and the Government is right in insisting on it. The extent of definitional and systemic exclusions is vast and there may be other categories of exclusion due to possible procedural deficits.
Complex identities
The very identity of unorganised workers presents problems thanks to its complexity and ever-changing identities. Many are circular migrant workers and they quickly, even unpredictably, move from one trade to another. Many others perform formal and informal work as some during non-office hours may belong to the gig economy, for example as an Uber taxi or a Swiggy employee. They straddle formal and informal sectors.
The nuances of the unorganised workers’ identity are so complex that one wonders whether the mechanical and assumptions-based portal registration will be able to capture the complexities and dynamics involved regarding them. Even though MOLE has included gig workers in this process, it is legally unclear whether the gig/platform worker can be classified first as a worker at all (the other three Labour Codes do not include these workers), and second as organised or unorganised workers — the definition of an “unorganised worker” in the Social Security Code (vide. S.2(86)) does not specifically include them, unless they are declared ‘self-employed’ or ‘wage workers’. In fact, the NCO family code does not specifically include ‘gig/platform worker’ even though they may be registered under several categories of ‘drivers’ which will hide their unique identity. Of course, there is an all-inclusive miscellaneous category that will have to be intelligently used to expand the occupational categories.
Other impediments
The central government will have to depend on the State governments for this project to be successful. The main trouble points arise at the regional level for two primary reasons. It has been reported that in some States such as Maharashtra, the server was down for a few days. The incentive for multiple attempts on the part of registering workers will be weak. The helping stakeholders must make suitable interventions in these cases.
In many States, the social dialogue with the stakeholders especially is rather weak or non-existent. The success of the project depends on the involvement of a variety of stakeholders apart from trade unions, massive and innovative dissemination exercises involving multiple media outlets of various languages, the holding of camps on demand by the stakeholders and on their own by the Government, efficiency of the resolution of grievance redress mechanisms, micro-level operations, etc. There is also the concern of corruption as middle-service agencies such as Internet providers might charge exorbitant charges to register and print the E-Shram cards. Therefore, the involvement of surveillance agencies is crucial. More importantly, the Government must publish statistics at the national and the regional levels of the registrations to assess the registration system’s efficiency.
E-Shram is a vital system to provide hitherto invisible workers much-needed visibility. It will provide the Labour Market Citizenship Document to them. I would go one step further to argue for triple linkage for efficient and leakage-less delivery of all kinds of benefits and voices to workers/citizens,viz. One-Nation-One-Ration Card (ONOR), E-Shram Card (especially bank account seeded) and the Election Commission Card. Last but not least, registrations cannot be a source of exclusion of a person from receiving social assistance and benefits.

Amidst the hopes of a V-shaped recovery of the Indian economy, the National Statistical Office (NSO) had recently estimated that India’s economic growth has surged to 20.1% in the April-June quarter, despite a devastating second wave of COVID-19, while the gross domestic product (GDP) had contracted by 24.4% in the April-June quarter of 2020-21. Supporting these estimates, in its recently launched Trade and Development Report 2021, UNCTAD has estimated global growth to hit 5.3% in 2021 and growth in India to hit 7.2%.
Growth prospects
According to the report, India showed a strong quarterly growth of 1.9% in the first quarter of 2021, on the back of the momentum of the second half of 2020 and supported by government spending in goods and services. Meanwhile, a severe and broadly unanticipated second wave of the pandemic hit the country in the second quarter, on top of rising food and general price inflation, forcing widespread lockdowns and drastic consumption and investment adjustments. Given the inherent fragilities, India’s growth in 2021 as a whole is estimated at 7.2%, which is one of the fastest compared to most countries in the analysis, but is still not sufficient to regain the pre-COVID-19 income level.
However, going forward, the economy is likely to experience a deceleration of growth to 6.7% growth in 2022. Beyond that, and even assuming the pandemic is fully under control, the situation is looking increasingly precarious for many emerging economies. To revive and sustain growth, action is needed both at the international and national levels.
The report strongly supports India’s proposed temporary suspension of the World Trade Organization TRIPS waiver, which is considered as a necessary step to enable the local manufacture of vaccines in developing countries but is being resisted by some advanced economies. The need for the waiver increases in the face of the inability of COVAX and C-TAP schemes to mobilise the requisite resources from Northern governments and corporations.
Building resilient growth also requires a global strategy that mitigates the threat of global warming whilst simultaneously addressing the inequities and fragilities of a financialised world. Given the existing constraints on developing countries, new sources of finance are required, including a significant scaling up of support from the international community in line with its commitment to common but differentiated responsibilities.
A robust public sector
At the national level, efforts are required to build resilience, which can only be delivered through public investment. COVID-19 has reinforced the idea that resilience is a public good and responsibility of the state. It has to be delivered through a robust public sector with the resources to make the necessary investments, provide the complementary services and coordinate the multiple activities that building resilience involves.
Revisiting a theme that the report, now in its 40th year, has long been promoting, the challenge of mobilising financial resources for sustained growth is seen as too important to be left solely to market forces. A financial system that accords a more significant role to public banks, breaks up and guards against the emergence of megabanks, and exercises stronger regulatory oversight is less likely to generate speculative excesses and more likely to deliver a healthier investment climate.
The report also warns against cutting wages to boost competitiveness. Wages are a critical source of demand and their growth can stimulate productivity and underpin a strong social contract. Minimum wages and related labour legislation are needed for appropriate protection against abusive practices. Policies targeting informality are of particular importance, especially for a country like India with a large informal economy.
It is important to build a healthy, diversified economy. For this, a strong industrial policy focusing on building digital capacities is needed. A resilient economy goes beyond offering a residual category of safety nets designed to stop those left behind from falling further.

The Union Cabinet’s approval on Wednesday of a relief-cum-reforms package for the financially stressed telecom sector, though verily a step in the right direction, is at best only likely to delay the inevitable. In a tacit acknowledgment of the extent of stress in the sector as well as the far-reaching economic consequences of protracted distress in the industry, the Government decided to offer telecom service providers the option of a four-year moratorium on the payment of outstanding AGR and spectrum purchase dues. This one measure alone is expected to ease the immediate financial pressure on the telcos, especially at Vodafone Idea and Bharti Airtel. The venture created by the merger of the Indian unit of the U.K.-based Vodafone Group Plc and billionaire Kumar Mangalam Birla’s erstwhile Idea Cellular Ltd. had deferred spectrum payment obligations and AGR liabilities that exceeded Rs. 1.68-lakh crore as of June 30. The Government’s moratorium offer should, at least for now, relieve the burden of finding the funds to service these liabilities at the loss-making telco, giving it the space to focus on continuing to provide vital telecom services to about 27 crore wireless subscribers still with it. However, the woes at Vodafone Idea are deeper and symptomatic of the broader industry-wide maladies that have pared the once more-than-dozen-strong field to just three private players and one struggling state-owned company.
The entry of a deep-pocketed newcomer five years ago and its ‘take-no-prisoners approach’ to tariffs triggered a price war that depressed average revenue per user and bled most legacy telcos operationally into the red. The after-effects of the bruising competitive plunge in call and data tariffs are still being felt by the surviving operators and the issue of a floor price is one among many that the latest reforms completely skirt. To be sure, the Government has sought to address several anomalies in the policy regime including the definition of AGR that had led to the large build-up of dues and protracted and ultimately pointless litigation. Non-telecom revenue will hereafter be excluded from the AGR, a long-standing demand from the telcos. The telcos would also not have to pay any spectrum usage charge for airwaves acquired in future auctions, could share spectrum without incurring any additional cost, and hold the airwaves acquired at an auction for 30 years instead of 20. Several procedural norms have also been simplified. Still, the prospects of the sector diminishing to a duopoly remain high. With Vodafone Group CEO Nick Read categorically telling analysts in July that the firm would not be investing any additional equity into India and Mr. Birla throwing in the towel last month, the Centre’s relief may be too little, too late.
The U.S. has joined with the U.K. and Australia to announce a new trilateral security partnership, the AUKUS, that aims to ensure that there will be enduring freedom and openness in the Indo-Pacific region, particularly to “address both the current strategic environment in the region and how it may evolve”, according to President Joe Biden. Two dimensions are significant: first, that it complements several pre-existing similar arrangements for the region, including the Five Eyes intelligence cooperation initiative, ASEAN and the Quad, the last including India; and second, that it proposes to transfer technology to build a fleet of nuclear-powered submarines for Australia within 18 months. Australia has ratified the nuclear NPT and has vowed to abide by its tenets, notwithstanding the highly sensitive technology transfer implied in the latest proposal. Mr. Biden went to lengths to assure the world that AUKUS was “not talking about nuclear-armed submarines. These are conventionally armed submarines that are powered by nuclear reactors. This technology is proven.” Australia will become only the second nation, after the U.K., that the U.S. has ever shared its nuclear submarine technology with. The announcement of the partnership led to a minor kerfuffle with New Zealand, whose Prime Minister Jacinda Ardern said that under her country’s 1984 nuclear-free zone policy, Australia’s nuclear-powered submarines would not be allowed into the former’s territorial waters. It also appeared to upset the political leadership in France, with whom Australia had struck a deal — now cancelled — for $90 billion worth of conventional submarines.
The broader strategic question that the creation of AUKUS begs relates to the unstated challenge that the group poses to the regional hegemonic ambitions of China, particularly regarding how far the U.S., the U.K. and Australia, along with other regional powers, will go, to preserve a free and open Indo-Pacific, including the South China Sea. Will the operationalisation of this security partnership lead to closer coordination among the nations concerned in terms of joint military presence, war games and more in the region, signalling a new, “latticed” posture to Beijing? After all, undersea capabilities including the ability to patrol may be vital to deterring Chinese military coercion in the region. Although no explicit mention was made of China in any of the AUKUS announcements, it is clear, as one official later said to media, that the transfer of nuclear propulsion technology to an ally in this context was intended to “send a message of reassurance to countries in Asia”. Whether or not the purpose of AUKUS is to contain China’s aggressive territorial ambitions, the imperatives of the Indo-Pacific would be better served by broadening strategic cooperation initiatives of this sort to include other powers that are deeply invested in the region, including India, Japan, and South Korea.
Lucknow, September 16: In connection with certain allegations made in an Allahabad paper the District Magistrate made personal enquiries as regards the treatment of political prisoners in Agra. His report which is published in the course of a cummunique contradicts the statements regarding Maulana Arif Haswa while suffering from illness and Malkan Singh and mentions special treatment accorded to political prisoners. Ranga Iyer and Swami Satyanand are confined in Central jail and Malkan Singh, Mahomed Harif Harsi and Rama Chandra in district jail. All prisoners spoke to District Magistrate of comfortable arrangements made for them and of kindly treatment by Superintendent and Ranga Iyer who is accommodated in European ward was full of praise at the treatment of jail authorities. Three prisoners in District jail, District Magistrate says, are lodged in a barrack which is more decent and comfortable than an average Indian hotel and is provided with various kinds of articles of furnitures, including books, Newspapers, Dumb bells, Indian clubs, etc. Wrestling area has also been provided close to barrack. They are given food worth Re 1-8 a day and selection of food depends on prisoners themselves. There is no prisoner in fetters and no manual labour is taken from them and they are allowed to interview friends and relations.
Five years ago, when there was an acute shortage of sulphur, the sugar industry was in a quandary as sulphur was one of the important substances needed in the process of making sugar. If to-day it is in the happy position of not depending upon sulphur to manufacture sugar, it is due largely to the work of Dr. Nanduri Atchuta Ramaiah, Professor of Physical Chemistry in the National Sugar Institute, Kanpur, who has been selected for the Bhatnagar Award for 1966 in the field of chemical sciences. Freeing the sugar industry from reliance on sulphur is only one of the many contributions of this 48-year-old scientist. He has developed new techniques and products that will improve the quality of sugar and prevent deterioration of sugar stocks in godowns. The coveted Bhatnagar Award of the Council of Scientific and Industrial Research is one more feather in his cap. He had been honoured earlier by scientific bodies and the Invention Promotion Board for his contribution to sugar chemistry and technology.
Over five hundred years ago, Mesoamericans considered chocolate valuable enough to use it as currency. Goods were exchanged for a hot chocolate drink and dried cacao beans could be used to pay tributes (taxes). In 21st century Hong Kong’s prisons, though, chocolate is seen as being able to purchase something far more potent — support for pro-democracy activists. According to security officials, dissenters who were arrested after a controversial security law was imposed in 2020 by Beijing won’t be allowed chocolates, for fear that they could be used to “solicit followers” and undermine the government of the special administrative zone.
Does chocolate really have such power over people? In the 16th century, Spanish explorer Hernando Cortes described it as “a bitter drink for pigs”, but once sweetened, chocolate quickly conquered European tastebuds. With the creation of solid bars in the 19th century, it became the world’s favourite indulgence. There have been critics, of course, including nutritionists and parents worried about childhood obesity and poor dental health, but those concerns have more to do with the sugar content in modern chocolate products. Recent studies have in fact indicated that dark chocolate, especially when unsweetened, may have great physical and mental health benefits.
While chocolate does have its dark side — notably the use of child labour and slavery in the industry — influencing the minds of people is not among its qualities. Because if it were that easy to exercise mind control, governments around the world wouldn’t scramble about pinning the blame for discontent on the oddest of things, from skinny jeans (North Korea) to critical race theory (certain US states) and depiction of time travel in films (China). Hong Kong’s attempt to scapegoat chocolate only highlights the absurdity of its own action.
The Tamil Nadu government’s efforts to exit the National Eligibility cum Entrance Test (NEET) system for admission to undergraduate medical colleges make for unsound policy. The state assembly this week passed a bill restoring the system of admission on the basis of Class XII marks — an electoral promise of the DMK government — which now awaits the President’s approval. The state has pointed to the data gathered by a nine-member government committee as the rationale for such a legislation. Indeed, the panel has highlighted a worrying trend: The proportion of students from rural areas, economically weaker backgrounds, Tamil-medium schools, and state board schools has decreased significantly in Tamil Nadu’s medical colleges since the state moved to NEET in 2017-18. Switching back to the older system, which the state claims has served its robust public health system well, will correct the skew in favour of the privileged, the government reasons. A spate of suicides by students appearing for the entrance test also makes for an emotive issue, especially in a state with an enviably high percentage of students enrolled in higher education. However, it appears that a politics of Tamil subnationalism is also stopping the DMK government from acknowledging gaps in the state curriculum and forcing it into unnecessary hard positions.
NEET came up as a solution to the problem of a profusion of entrance examinations to medical colleges across states, the lack of standardised assessments and allegations of corruption in admissions. The Supreme Court has upheld its validity. Instead of breaking away from a national test and trying to cushion its students, the Tamil Nadu government must support them in the transition to a new system. This can be done by upgrading its curriculum and training medical college aspirants in problem-solving for competitive examinations, which were not held in the state for a decade between 2006, when the state scrapped a common entrance examination to medical colleges, and 2017.
For NEET, too, the findings of the TN panel must be a prod to acknowledge and spot its gaps. The exclusions of class, caste and gender privilege built into the entrance test must be found and addressed. But one blind spot remains. The irrationally high social value placed on medical and engineering college education across India and the mismatch between available seats fuel the hyper-competitiveness around admissions, resulting in high-stakes elimination tests such as NEET. A conversation that looks at education outside those two options must also be broached to take the pressure off students and colleges.
The series of policy announcements over the past few weeks seems to suggest a concerted effort by the government to usher in a more investment-friendly policy environment in the country. Beginning with the move to bury the much reviled retrospective tax once and for all, to now announcing measures aimed at alleviating the distress in the telecom sector, the policies signal an attempt by the government to rectify administrative and judicial decisions that were seen as obstacles by the corporate sector. Equally significant, when seen through this lens, was the tweaking of the Air India bid conditions to signal the government’s firm commitment to privatisation. As is Thursday’s announcement of a government guarantee for the bad bank, and the recent announcements of sector-wise production-linked incentive schemes (PLIs) meant to encourage fresh investments in the country as the economy recovers from the fallout of the Covid pandemic.
With retrospective taxation now a closed chapter, Cairn Energy expects a resolution in the “near term”. The Union cabinet, on Wednesday, approved a slew of measures aimed to provide relief to the beleaguered telecom sector, to prevent it from sliding into a duopoly. Foremost among them were measures to address the financial stress stemming from the contentious AGR (adjusted gross revenue) issue. The measures announced follow a two-pronged approach. First, the government has changed its stance on what constitutes AGR. It has taken out non-telecom revenues from its ambit, thus accepting that the expanded interpretation was indeed tricky. Second, as this does not in any way alter the liability of the telcos arising out of the Supreme Court ruling, the government has provided a four-year moratorium on payment of existing AGR dues. To the extent that deferment of payment will provide a breather to cash strapped telcos in the short-term, this is a welcome move. Other notable measures which include, raising the tenure for which the spectrum can be held to 30 years, doing away with the spectrum usage charge for future auctions, and outlining the spectrum auction schedule to allow telcos to plan their auction strategies accordingly, are steps in the right direction for the long-term health of the sector. Alongside, the cabinet has also announced a PLI scheme for automobiles, auto-component and drone manufacturers with a budgetary outlay of Rs 26,058 crore — in line with the broader push of the government to boost domestic manufacturing, and encourage exports.
The intent behind each of these policy measures is straightforward — clear the hurdles/obstacles for the corporate sector, and provide greater policy clarity and certainty. When seen together, these seemingly disparate policy measures, also indicate a more determined push by the government to facilitate private sector investments in the country. With the pace of vaccination gathering steam, and as large parts of the economy open up, moves such as these could help lift corporate sentiments.
Major Opposition parties in the Lok Sabha have decided to bring a no-confidence motion against the Indira Gandhi government. Opposition members gave notice for a one-line motion. It is expected to be taken up on September 17. Through the censure motion, the Opposition members hope to achieve what has eluded them so far — a discussion on the Antulay affair. An Opposition member said that they were driven to this course following the Speakers’ firm refusal to allow Opposition members to make their submissions on the privilege issue relating to the Antulay affair before rejecting the notice. Under rules of business, a no-confidence motion gets top priority after question hour. If 50 Opposition members rise in support of it, the motion is admitted for discussion.
Bani-Sadr’s Appeal
Abolhassan Bani-Sadr, the former Iranian president, has appealed to all democratic countries in the world to apply pressure on Ayatollah Khomeini to stop the indiscriminate killings of those who are even slightly suspected to be opposed to his regime. There is a danger of an entire country being Balkanised. He also made a special appeal to Prime Minister Indira Gandhi and the Indian people to inject some sense into the Ayatollah.
Rajya Sabha Conflict
The confrontation between some Opposition leaders and the Rajya Sabha chairman, M Hidayatullah, snowballed on September 16 when the former boycotted a meeting called by the latter. The differences have their origin in Hidayatullah’s rulings on some privilege notices on September 14. There was a verbal clash between Piloo Mody (Janata) and the Rajya Sabha chairman on September 15.
On July 30, during a webinar on the perilous future of Afghanistan, Fahim Dashty, one of the two Afghans on the show, insisted that Kabul will never fall. When asked why districts were falling to the Taliban like ninepins, he blamed mismanagement by NSA Hamdullah Mohib. According to him, the Herat strongman Ismail Khan had called the collapse of districts, “a conspiracy”. Dashty was precise and concise. He was smoking and smiling which provoked someone from the audience to object. I did not have the heart to stop him. Dashty was fearless, frank and frills-free, wearing his Tajik headgear at a rakish angle with the Kabuli scarf flung around his neck. I got to know him on the Track II circuit covering Afghanistan, for nearly 20 years.
Dashty was killed either on September 5 or 6 in Panjshir. It is believed he was taken out by a Pakistani drone that picked up his coordinates from his satellite phone through which, as a spokesperson for the National Resistance Forces (NRF), he was triumphantly announcing the pushback of the Taliban who had surrounded Panjshir Valley. The Valley had never before capitulated to either the Russians or Taliban. The Tajiks then had control not only over Panjshir but also Badakhshan province, which shares borders with China and Tajikistan. This land corridor ensured the Tajiks were connected with their kin in Tajikistan. But this time, the Taliban’s first conquest was the area surrounding Panjshir. The isolated valley could not hold on indefinitely.
Former Vice President Amrullah Saleh and Ahmad Massoud, the two Tajik leaders, live to fight another day, probably in Tajikistan. Massoud Jr is the son of the legendary Lion of Panjshir, Ahmad Shah Massoud, who was the leader of the Northern Alliance. He was assassinated on September 7, two days before 9/11, in his hideout by a Taliban/Al Qaeda human bomb. Dashty, a cousin of the Massouds, described how the assassin came disguised as a press person to interview Massoud. A hidden explosive device in the camera took his life. Dashty was badly wounded. Last month, in a symbolic gesture, the President of Tajikistan awarded his country’s highest award to Massoud Sr.
It was not easy taking Panjshir and required intervention by Pakistan’s Special Forces and Air Force at a time when it became imperative to show that the Taliban had full territorial control and that there was no leadership divide. Dashty was confident the NRF would hold and had hoped help would come from Iran and India. Iran condemned Pakistan for its intervention, but could do nothing more. The embryo of the resistance is alive in the vicinity and has the potential to revive as a full-blown armed opposition. Dashty was not a trained fighter and he used to ask me about India’s wars of 1965 and 1971 in which I had fought, and wondered why India never managed to cross the Indus or Durand Line to join hands with Afghan friends squeezing Pakistan. While he blamed Pakistan for its political and military meddling in Afghanistan, he was equally critical of India using Afghanistan soil for anti-Pakistan activities.
It was delightfully refreshing to listen to Dashty. Despite his plain speaking, he was much sought out by the media. The journalist in Dashty (President of Afghanistan Journalists Association, Kabul) stood out. On one rare occasion, he got embroiled in an argument with a Pakistani general not known for sobriety and prone to using Punjabi invective. Although the German convenor could not comprehend the root cause of conflict or the general’s ire, he decided to declare a break to restore order. Dashty rushed out of the room to have a cigarette. In the evening, I asked him what happened. He said: “General, I wanted to smoke!” The Tajik, Uzbek and Kazakh members of the regional group simply loved Dashty. After six years of work in several countries and a visit to NSC in the White House, two of the group’s recommendations were: One, making Afghanistan a neutral country, and; two, strict non-interference by neighbours to be monitored by the UN/SCO/SAARC. A grand bargain between Afghanistan and Pakistan was also considered. Unfettered access to Karachi for Kabul, in return for its recognition of the Durand Line.
Dashty’s legacy will live on due to his proximity to the Massoud clan. Before Dashty departed he told the BBC: “If we die in resistance, it is a win for us. History will write about us as people who stood for their country till the end of time.” As a friend and admirer, I hope the resistance lives and thrives to break the shackles of Taliban tyranny. Afghans yearn for peace, but as Dashty might have said, never under Taliban rule.
Today, September 17, is Prime Minister Narendra Modi’s 71st birthday. In a few days from today, he will be creating a record. On October 6, he will complete 20 years of continuous captainship of an elected government. He was chief minister of Gujarat for 13 years and has been the PM of the world’s largest democracy, India, for seven years. This feat of being the head of a government, as chief minister and prime minister, for 20 uninterrupted years has not happened by a stroke of luck but is a reflection of the public’s faith in a visionary leader who thinks differently and acts differently.
People repose this kind of power in the hands of a leader who they think can solve the problems of the country. Indians have seen governments run by “family parties”. Here is a PM who considers the whole country his family and works tirelessly to take it forward. People have experienced how self-interest prevailed in earlier regimes. For Modi, it is always nation first. His honesty and integrity is full and final. He led a corruption-free government and brought transparency through technology. Indian citizens have preferred him over others because of this quality.
Public perception is what matters the most to any democratic leader. All the popularity polls and surveys of world leaders have always placed him in the highest rankings. I have first-hand experience in different states of how people perceive Modi. One youth in Barmer district of Rajasthan told me, “We have seen the dead bodies of our soldiers sent by Pakistan. For the first time, we are seeing a PM who ensured the safe return of a captured pilot within 48 hours.” A women farm labourer told me that people like her prefer Modi as he has come from a humble background and understands poverty. Manipur voters were happy because he expanded the food security programme and provided rice at Rs 3 per kg.
His vision is to empower the poor, the farmers and the middle class and ensure speedy progress of the country. More than 2 crore PM Awas houses, 12 crore toilets, 4 crore power connections, 4 crore water tap connections, the implementation of the unique health scheme Ayushman Bharat which gives free treatment up to Rs 5 lakh to 50 crore people, 24 crore Mudra loans, and other job-oriented schemes have changed the fate and face of the poor sections of society.
The middle class always wants peace and prosperity. During the UPA regime, there used to be bomb blasts by terrorists in various cities like Delhi, Mumbai, Varanasi, Ahmedabad, etc. In the last seven years, there has been a sea change on the security front. Tough action against terrorism and Naxalism has brought peace. His decision to allow a surgical strike after the Uri attack and the airstrike at the Balakot terrorist camp after the Pulwama attack changed the perception of India. He showed the world that he can take tough decisions in the interest of the country. He took the historical decision to abrogate Article 370 and 35A in Jammu and Kashmir, and he also ensured a peaceful solution to the Ram Mandir issue. Muslim women welcomed his decision to do away with triple talaq.
The middle class wants infrastructure development and growing business opportunities. National highways, railways, inland waterways, rural roads, schemes like UDAN, mobile penetration, cheaper data, immediate IT refunds, GST, IBC and many other business reforms have brought ease of doing business as well as ease of living.
His vision is that of nation-building. Swachh Bharat, Beti Bachao Beti Padhao, Digital India, National Irrigation Policy, Skill India, Smart India Hackathon, Atal Innovation Mission and Toycathon are a few examples. His vision of Atmanirbhar Bharat, Startup India, Stand-up India and Make in India is very ambitious and forward-looking. His efforts to build attractive and good memorials of Mahatma Gandhi, Sardar Patel, B R Ambedkar, Subhas Chandra Bose and all the former prime ministers reflect his efforts to inspire the nation.
His persona can be understood from how he bowed before the Constitution and declared it to be the supreme guide for governing the country. Many times he has expressed his gratitude for the good work done by earlier governments and prime ministers. Two of his small decisions show the way that he thinks. In one, he decided to do away with VIP culture and the red beacon. In another initiative, he granted permission for self-attestation of documents. This practice of “believing in the people” was neither followed by the British nor after independence.
We have been lucky to see him in action. In every cabinet meeting, he would ask the opinion of the ministers and if there was a genuine point which made a rethink necessary, he would defer the subject and after the necessary amendments would bring it before the cabinet.
He is very active on world forums, too. In Paris, I have seen the leadership role he played to bring out a solution and successfully insisted on including the concepts of “climate justice” and “lifestyle” in the Paris Agreement.
A recent tweet on Paryushan Parv — “Forgiveness signifies large-heartedness. It is a part of our culture not to keep ill feelings towards each other” — signifies the persona of our prime minister, Narendra Modi.
Respected Shri Mohan Bhagwatji, Namaste!
I am encouraged to address this missive to you because, taken at face value, some of your recent statements on the Hindu-Muslim paradigm sound like soothing music to some Muslim ears. Among other things, you have proclaimed that the DNA of all Indians is the same; that Hindutva is inconceivable without Muslims; that if any Hindu says Muslims should not remain in India, he is not a Hindu; and that those who do lynching are going against Hindutva. You even say that India is a democracy where there can be no question of Hindu supremacy.
Perhaps, such sweet sentiments coming from none less than you, the current high priest of Hindutva, did bring tears to some Muslim eyes. But with due respect, bitter past experience reveals the yawning gulf between the utterances and promises of the RSS and its affiliates on the one hand, and their performances on the other.
In January 1993, BJP stalwart L K Advani promised Muslims that his party “will protect their lives and they will enjoy equal justice.” In March 1995, the then chief minister of Gujarat, Keshubhai Patel, stated that “Muslims have nothing to fear under BJP rule… You will see how well we treat Muslims and other minorities under our rule.” On the eve of the 1996 general elections, BJP president Advani extended a “guarantee” to every Muslim, “security, justice, equality and full freedom of faith and worship…. no BJP government will tolerate any dilution of this guarantee.” And, in June 1997, Advani promised “a riot-free, violence-free, discrimination-free India” once the BJP comes to power at the Centre.
“Muslims are flesh of our flesh, blood of our blood,” the then BJP president, Bangaru Laxman, had declared in 2001. A year later, gruesome violence was inflicted on Muslims in Gujarat under the watch of the then chief minister, Narendra Modi, and Union home minister, LK Advani. Modi was hailed by the Sangh Parivar for having established the “first successful laboratory of Hindutva”.
And what should one say about more recent times? The Prime Minister of India, a proud former pracharak of the Sangh Parivar, promises “sabka saath, sabka vikas, sabka vishwas”. However, in the last seven years, Muslims have been repeatedly taunted, humiliated, hurt, incarcerated on bogus charges and lynched under the watch of the RSS-blessed, BJP-led governments at the Centre and in several states. You say that Muslims have nothing to fear in India. The reality is that very many Muslims (and Christians) today feel increasingly alienated, insecure and afraid.
In the decades prior to BJP-rule, commission after judicial commission of inquiry appointed by governments to probe into riots in their states indicted the RSS and its affiliate bodies for stoking communal conflict and violence. To cite just one example, the report of the Justice Venugopal Commission on the 1982 Kanyakumari riots involving Hindus and Christians observed: “The RSS adopts a militant and aggressive attitude and sets itself up as the champion of what it considers to be the rights of Hindus against minorities. It has taken upon itself to teach the minorities their place and if they are not willing to learn their place, to teach them a lesson”.
You say that your recent remarks are nothing new, that this is what the RSS has stood for in over 90 years of its existence. Is that so? The RSS and its affiliates proclaim Hindutva as their ideological bedrock, a term coined by V D Savarkar in 1923. According to Savarkar, India rightfully belongs only to Hindus whose fatherland (pitrubhoomi) and holy land (punyabhoomi) are located within its geographical boundary. Simply stated, like Jinnah, Savarkar subscribed to the “two-nation” theory and so did the RSS. According to “Guru” Golwalkar, the second and till date the most revered Sarsanghchalak of the RSS, India’s freedom from colonial rule in 1947 was not real freedom because it was founded on a “perverted concept of (territorial) nationalism” where citizenship was not religion- or culture-based.
On the face of it, your recent statements sound like good news, Bhagwatji. But when you claim that this is exactly what the RSS has stood for since its birth, the claim defies both reason and lived experience. You maintain that the solution to the problem of Hindu-Muslim conflict lies in dialogue, not discord. Agreed. You also rightly maintain that polite conversation will not do, what is needed is honest talk. Well said, Bhagwatji. Allow me then the right to some khari khari baat.
The claim that what you say now is what the RSS has always stood for is no honest talk. Would you not sound a bit more credible, perhaps, were you to claim that the RSS of 2021 is not the same as the RSS of Hedgewar and Golwalkar? Next, please drop the pretence that the RSS is not interested in politics, that the continuing targeting of Muslims with hate speech and violence by sections of the BJP, VHP and Bajrang Dal have nothing to do with the RSS. Anyone can see this charade of the Sangh Parivar for what it is — a convenient, opportunistic, cynical division of labour.
Forget all else, here’s an idea that I guarantee will win you Muslim hearts and minds. Deeds, you will agree, speak louder than words. The RSS, with its vast network, rightly claims to have its swayamsevaks in every nook and corner of the country. The RSS maintains that its workers never indulge in violence. In which case here is the simple idea: Direct your swayamsevaks, Bhagwatji, that the next time there is any violence against any Muslim anywhere because of his/her religion, your footsoldiers should be the first to stand by the victim, ensure that he gets justice and the culprits get booked. Do this honestly and consistently for a year or two Bhagwatji and I am sure you will no longer need to pow-wow with select “Muslim intelligentsia” in five-star hotels. The grateful Muslim masses will come running to you of their own accord.
Union Finance Minister Nirmala Sitharaman, while announcing the National Monetisation Pipeline (NMP), said that asset monetisation is based on the philosophy of creation through monetisation and is aimed at “tapping private sector investment for new infrastructure creation”. If one looks at the two volumes of details provided by the NITI Aayog — and the economic policy of this government — it will be clear that NMP has nothing to do with infrastructure development. It is, instead, a cover-up of the massive resource crunch the country is staring at.
The Centre is facing a serious financial crisis because of the exigencies created by the pandemic and its own policies that are tuned to help big corporations. The lakhs of crores of cess and surcharges it has collected haven’t helped the government tide over the crisis. NMP will aggravate this crisis. Disinvestment of profitable Navratna companies will result in a loss of dividend, a major source of income for the Centre. Tax exemptions to the so-called investors will take away another major share of income. Central funds will be squeezed and this, in turn, will have a bearing on state finances.
The Centre is now advising panchayats to find ways to monetise their properties. Panchayats are being asked to sell their capital assets and use the money for revenue expenditure.
NMP will seriously hurt the interests of the country. The government must rethink this policy in the interest of the people, the country’s political and economic sovereignty and the federal character of the polity. These policies reflect poorly on the government’s economic management and speak of the lack of planning at a time when the economy is undergoing a depression.
In Kerala’s case, the Centre’s policies will lead to a sharp fall in revenues. From next July, the compensation grant for the deficit in GST from the stipulated 14 per cent will be stopped. This year, Kerala got around Rs 13,000 crore as GST compensation.
Kerala has also suffered a huge fall in the revenue it was getting from the divisible pool. The state was getting about 3.92 per cent from the divisible pool in the 1970s and 1980s. It came down to 2.66 per cent and 2.34 per cent in the awards of the 12th and 13th Finance Commissions. The 14th Finance Commission award increased it to 2.45 (2.50) per cent. Now, the 15th Finance Commission has reduced it to 1.92 per cent. This arbitrary cut is a result of the adoption of certain new yardsticks by the commission without considering the state government’s views.
In 2019-20, the state got around Rs 17,000 crore from the divisible pool as per the 14th Finance Commission’s recommendation. We lost about Rs 6,400 crore in 2020-21 after the new yardsticks given by the 15th Finance Commission were put in place. The 15th Finance Commission’s special grant (RD grant) of Rs 19,800 crore for this year will no longer be available in the coming years. Karnataka and many other states have also suffered because of the policy to reduce the divisible pool share.
Kerala’s annual expenses are about Rs 1,10,000 crore. The state will face a shortfall of Rs 32,000 crore in its revenues. This decrease is a result of reducing the state’s share in the divisible pool by Rs 7,000 crore, stopping the GST compensation of Rs 13,000 crore due to the state and the discontinuation of grants amounting to Rs 12,000 crore. Many other states are facing a similar resource crunch due to the Centre’s policies.
The huge tax exemptions to big corporate houses has aggravated the situation. Exemptions amounting to Rs 99,842.06 crore were extended to corporate houses in 2019-20. Many taxes on goods were reduced because of electoral compulsions. This reduced central revenues. Along with such tax exemptions, the increased use of cesses and surcharges is responsible for the shrinking of the shareable pool. The shareable resources with the Centre was around Rs 6.8 lakh crore in 2019-20 which has come down to Rs 5.5 lakh crore in 2020-21.
During the discussion on the GST Bill at the Select Committee of the Rajya Sabha, of which I was a member, the Left parties had given a dissent note which pointed out that such a tax will put an end to fiscal federalism. In fact, B R Ambedkar, while justifying the Constituent Assembly’s decision to leave the Sales Tax with the states, had said that this tax would be the only source of revenue for the states. Now, that has been taken away.
States begging for resources does not augur well for cooperative federalism. Instead of helping states to face this economic depression, the Centre is busy cutting its resources. All the cesses and surcharges that are not shared with states come to about 20 per cent of the total revenues of the Centre. States have been demanding that this money should be shared with them, particularly while fighting a pandemic. Kerala, for example, is spending a huge amount to help people face this crisis.
Developing basic infrastructure and the production sector is the only way to face an economic crisis. The Centre has the responsibility to help states in this respect. That should not be done by selling or handing over public assets to private individuals and corporations.
This is not the way the world faced the past two depressions. We need massive public investment that will help people to form cooperatives and collectives in agriculture and industrial production. Parliament, the National Development Council and the GST Council should discuss this unprecedented situation. We need to find a way out collectively. Handing over the rights on public properties to private individuals will take the country back to the colonial era. This must not be allowed.
While the pandemic and associated school closure has affected us in many ways, loss of learning among children is emerging among the most explicit and worrying aspects. This learning loss comprises two dimensions — one is the learning that has not happened due to school closures. To this loss of curricular learning is added the “forgetting” of what they already knew. This forgetting is not unusual — it is clearly seen after long holidays, and is generally made up during the first few weeks of schooling. However, when this loss is of foundational abilities like reading, writing and basic arithmetic, it deeply hinders further learning.
Loss of learning due to school closure during the pandemic has been seen the world over. Quantified in terms of months that children are “behind” their class, it varies from less than a month after 11 weeks of school closure to four years after 57 weeks of school closure. According to the report, “What’s next? Lessons on Education Recovery” by UNICEF, UNESCO, World Bank and OECD, among measures taken to alleviate this loss, 41 per cent of countries reported extending the academic year while 42 per cent reported prioritising certain curriculum areas or skills. Over two-thirds of countries reported implementing remedial measures to address learning gaps for primary and secondary school students when schools reopened.
Our primary schools have been closed for about 500 days, which translates to over 70 weeks of schooling. Given the amount of time schools have been closed, as we reopen now, we cannot start with the regular curriculum as if it is the beginning of a regular academic year. We need to think deeply about what should be done. This question is particularly moot for primary schools, where the foundations of later learning are established. To answer this question, it is necessary to examine how children learn in primary schools. Children learn not only through interaction in the classroom but also through observation, dialogue and exploration through unstructured experiences. Thus, given that we have to make up for over 70 weeks of school closure, we must not hurry children into the learning process. Not only the learning associated with the current class but relearning from the previous classes must be in focus.
The next question is — what is important to learn? The learning outcomes for each class have been clearly indicated by the National Council of Educational Research and Training (NCERT), which is the nodal academic institution for school education at the national level. These learning outcomes focus on the abilities children have to acquire as opposed to the content of textbooks. Thus, reading a poem is important, memorising the content of the poem is not important. Being able to add is important, not adding all the problems at the end of the chapter in the textbook. And language and mathematics are most important, since they enable the learning of other subjects. Thus, learning outcomes of specific subjects must be prioritised, and the curriculum reset for at least a couple of years.
When schools reopen, differences in the learning levels of children will be starker than before. A solution that is deceptively simple is that of placing children in groups according to their current learning levels. Termed ability grouping, it seems like the perfect solution, with children starting with similar sets of abilities and proceeding thereon. However, the approach of grouping students based on their abilities often results in “labelling”, adversely impacting their self-esteem and worth; research studies have found students in “low” ability groups have significantly lower self-esteem than low achievers in mixed ability classes, and are also likely to have behavioural problems. This approach also neglects to take into account the fact that children learn from each other. It is not unusual to have children at different levels in the same classroom. Some schools use this difference as a resource, using sets of teaching-learning materials that children use in groups under the guidance of teachers. As children attain pre-set learning milestones, they move onto the next level. This approach using peer learning benefits all.
When we examine the available data from various studies on the learning levels that our children are at, it is clear that at the primary level, the focus ought to be on foundational abilities. For instance, Azim Premji Foundation’s field study in January 2021 across 44 districts covering five states indicated that nearly three-fourths of the children in Class II have lost the ability to identify a word in print; in Class IV, for instance, a majority of them have lost the ability to express the gist of a poem while in Class VI more than half the children lost the ability to write their views on various events happening around them. The recently released SCHOOL survey carried out across 15 states shows that overall 42 per cent of children in urban areas and 48 per cent in rural areas are unable to read more than a few words. These studies indicate that most children across the primary grades have lost the basic abilities required to continue their learning journeys.
The curricular priorities will have to be set specific to the stages of schooling. If the priority at primary level is on recovery of foundational abilities in language and mathematics, the focus in middle school should be an integrated approach to achieving learning outcomes across subjects, while at the secondary and senior secondary level, core learning outcomes must be identified and mapped to textbooks; and for this level additional material could be developed, given that students at this stage are capable of some independent study.
As persons closest to learners, teachers must be given the autonomy and support to determine what children learn and when, within the broad contours of the curriculum. Changes in curriculum and the approach to teaching-learning would require orientation of teachers, and materials to support their work with children. This material must be attractive and meaningful, related to children’s context, while encouraging them to speak about visuals, read small pieces of text, respond to interesting questions, and perform simple exercises. This material must cover a range of abilities so the teacher can use similar resources for the entire class.
To track recovery from learning loss, periodic assessment would be necessary — this must be done in a non-threatening way, by the teacher through observation and interaction with her students. The stress of regular testing must not demotivate children from learning.
Finally, it is important to acknowledge that school closure has resulted in more than learning loss. It has led to a disconnect from the processes of schooling. Children have experienced loss; some have entered the workforce while others have been given responsibilities within the household. The most important thing that must be done when schools reopen is to welcome them back — to listen to their stories, to give them time to settle back into routines, to involve them in activities that allow them to express themselves. Time and patience may help us find ways to compensate not only the learning loss but also to change our schools for the better.
As the world observes September 15 as World Democracy Day, India has rightly advocated the need for an inclusive government in Afghanistan. Delhi also voiced its genuine concerns and clearly outlined its expectations that the Taliban doesn’t allow the use of Afghan soil for terrorism. The global community would concur with such expectations.
This is important as no one knows what policy Afghanistan’s new Taliban government will adopt — officially and in practice — in so far as the country’s non-Islamist traditions are concerned. Given the Taliban’s obscurantist and exclusivist background, it is hard to imagine that they will adopt an inclusive approach of their own accord. Besides their impact on the fate of Afghanistan’s non-Muslims, Taliban’s policies will have wider ramifications in other Islamic countries in Central Asia.
A brilliant article in The New Yorker on August 31 has quoted Ryan Crocker, former US ambassador to Afghanistan and several other Islamic countries. He says, “We left behind the gift — to them — of a much reinforced and revived Islamic militancy. We left behind a restored Al Qaeda-Taliban axis that brought us 9/11.” Crocker also says, “That is a gift for which our children and grandchildren will pay. Unlike Vietnam, what happens in Afghanistan in the currency of Islamic jihad doesn’t stay in Afghanistan.”
In the light of these serious international dimensions, the global community would do well to first mount pressure on the Taliban to ensure spiritual democracy, an antidote to the jihadi mindset. This is urgently needed for at least three reasons. First, spiritual democracy has been a part of Afghanistan’s ancient traditions. Without understanding these multi-religious traditions of the past, the gravity of the damage done by spiritual monopolists of the Taliban kind cannot be fully grasped. Afghanistan is the land of the Gandharas. One comes across several references to the tribe in ancient literature, especially the Rigveda. References to Gandharas are also found in other literary works such as the Atharvaveda and Aitareya Brahmana. Before the advent of Islam, southern Afghanistan was home to Zoroastrians. Zoroastrianism originated here between 1800 and 800 BC, and Zoroaster lived and died in Afghanistan’s Balkh province. The remains of the monumental statues in Bamiyan are a testimony to Afghanistan’s rich Buddhist traditions. Buddhism here dates to 305 BC, much before the advent of Islam. As recently as 1890, the Nuristan region was referred to as Kafiristan — the land of the infidels — as people there practised animism or ancient Hinduism. Afghanistan needs to be taken back to its roots, its pluralistic ancient history that rejects a spiritual monopolist approach
Secondly, spiritual democracy has the strength to serve as the fountainhead of the revival of other variants of democratic traditions. “Ekam sat vipra bahuda vadanti (truth is one, wise men describe it differently)” is the foundational principle of spiritual democracy. Without spiritual freedom, political democracy will remain questionable. Gender justice and equal economic opportunities for all cannot be ensured without the freedom of belief systems. The global leadership must realise that the path towards achieving most Sustainable Development Goals passes through this fundamental spirit of accommodation, inherent to the idea of democracy.
Third, the new rulers in Afghanistan must be made to realise that the country’s Gen-Next desperately wants freedom of choice. There are scores of examples to suggest that a reasonable code of conduct may be accepted, rules and regulations may be honoured but straitjacketing will be opposed tooth and nail by millennials of all types. The new rulers in Kabul must be compelled to appreciate that only adherence to a true spirit of “accommodation” will get them global legitimacy. There are enough early warnings to the new rulers suggesting that the war-ravaged country may face serious challenges to its territorial integrity if a monopolist perspective is mindlessly thrust upon this fundamentally pluralistic society.
The global community would do well to first realise and then impress upon the new Afghan leadership that in the name of accommodation, one cannot accommodate doctrines that have thrived, in the first place, on intolerance. No aspirational community can accept straitjacketing in matters of belief systems. Humanity has paid a heavy price for monopolist approaches when it comes to spirituality. Now, in the lure of re-establishing democratic credentials, it would be foolhardy to recognise those who refuse to recognise others.
The newly sworn-in BJP Gujarat cabinet without a single member from the previous government headed by Vijay Rupani is a novelty of sorts. The new ministry starting on a fresh note gives the semblance of a freshly elected government. The BJP central leadership will hope that this will deflect any anti-incumbency sentiment that was building up over the last 45 months.
But the party needs to ensure that the signalling doesn’t go awry. The opposition could go on the offensive now alleging that the Rupani government was an abject failure, which necessitated the wholesale change in the cabinet. The new ministers will also have to ensure that lack of administrative experience doesn’t come in the way of governance.
The Modi-Shah dispensation has also signalled its absolute control over the Gujarat BJP through this risky move. It took just a day to pacify the dissenters. With leaders attempting to play the caste card, PM Modi is signalling that no one is indispensable. The coming days will reveal how the BJP gambit plays out.
In a year dominated by Covid, NCRB’s Crime in India report 2020 reveals that much policing effort went into enforcing Covid-related social distancing norms. Around 16 lakh of the total 66 lakh cognisable offences registered in 2020 (nearly 25%) were offences like disobeying an order promulgated by a public servant and negligent act likely to spread infection. Covid also massively hobbled the judiciary, with lower court pendency up from 3.2 crore pre-pandemic to over 4 crore cases now. Judiciary’s struggle is best illustrated by rape trials.
Besides 1.46 lakh rape cases pending trial from 2019, another 23,693 cases were sent for trial in 2020. But only a paltry 3,451 cases from previous years and 363 from 2020 ended in conviction out of a total of 9,898 cases disposed of by courts. In essence, backlogs grew to 1.6 lakh rape cases. The situation demands prioritising heinous offences and quickly settling the Covid-related offences without letting them be a drag – through handy options like Lok Adalats or by governments withdrawing them.
NCRB also throws light on states clamping down on protest. UP’s resort to Prevention of Damage to Public Property Act (logging nearly half of India’s 4,500 cases) gives it the dubious record of accounting for nearly 40% of offences against the state in India. Across states, 50,000 rioting and 10,000 unlawful assembly cases were lodged, a 12% rise from 2019. But many categories of rioting offences saw abysmally low conviction rates, in the 10-20% range. They also saw high court pendencies of over 96%.
The futility of widespread application of sedition charge is evident from the police adding 73 cases in 2020 to 157 pending investigations from previous years. Courts initiated 23 sedition trials apart from 86 pending from previous years, and disposed of merely six cases by year end (four of them acquittals). Ultimately, NCRB’s data makes a strong case for expediting judicial appointments given the huge pendency rate and improving the quality of policing, evident from low conviction rates in many heinous offences. Will policymakers act?
Three economic policy announcements over the last two days show that GoI remains focussed on reforms despite immediate challenges posed by the pandemic. This augurs well for the economy. Two announcements, on the bad bank and telecom, aim to offset festering problems. The third on extending fiscal incentives through Production Linked Incentives (PLIs) to the automobile and drone sectors tries to address industry’s challenge of inadequate competitiveness in relation to India’s relevant peers.
The bad bank structure announced yesterday is potentially the most far-reaching of the three policies. The overarching aim is to clear bad loans from banks’ books and unclog credit flow. The structure envisages two complementary entities. The bad bank, or NARCL, will be the repository of bad loans from banks. The majority stake will be held by public sector banks. These loans will be managed by another firm, IDRCL, with a majority private sector stake. The success of the bad bank, backed by government guarantees, will eventually depend on the incentive structure that emerges during operations.
The telecom package will reduce the burden of levies – it’s illogical to first auction spectrum and then levy charges on its use. There are also process reforms and liquidity support to help. However, it remains to be seen if these measures can prevent the emergence of a de facto duopoly in India when major markets have three to four competitors.
GoI has bet big on sectoral PLIs to boost competitiveness. Its efficacy depends once again on how the incentives are designed as India’s earlier policies to provide fiscal support foundered because of design flaws.
Reforms notwithstanding, the overall state of the economy remains worrisome. RBI’s assessment yesterday was that despite the expected recovery this year, catching up with the trend may take more time. Even if its current projection of 9.5% GDP growth holds, the economy’s size will be around what we had in 2019-20. There’s no room for complacency. In this context, GoI needs to keep the option of additional fiscal support on the table. This remains the only credible policy tool left as RBI has already done all it can to support economic growth.
NITI Aayog’s ‘Shoonya’ initiative, aimed at fully electrifying urban delivery vehicles in the next two years, makes sense. The shoonya, or zero-emission, electric vehicles (EVs) would reduce pollution levels, curtail petroleum imports and bring macroeconomic benefits. Urban freight vehicles account for over 10% of carbon emissions in the transportation sector, and the segment’s emissions are projected to grow as much as 114% over the decade. Hence the pressing need for a proactive policy to curb these emissions.
Besides, the estimated 175 million two-wheelers on the road today consume the bulk of petrol nationally; other freight vehicles also considerably boost demand for diesel or compressed natural gas (CNG). And reducing demand for oil- or CNG-fuelled vehicles by revving up volumes in EVs would mean environmental and economic gains. Almost 97% of vehicles here are still powered by the internal combustion engine (ICE). But in segments like two-wheelers, EVs already have a 17% share. The way ahead clearly is to better allocate resources for a well-developed ecosystem for EVs so as to fast-forward the change in the techno-economic paradigm in transport and logistics away from the ICE.
Already, consumption taxes on EVs are a fraction of those on conventional vehicles. A production-linked incentive scheme for the automobile sector designed to boost output of EVs has been announced. What’s needed are supportive infrastructure for EVs such as quick-charging stations, and proactive policy for production of batteries, to gainfully speed up the diffusion of EVs. We do need to device a technology policy for batteries that better leverages domestic endowments. Fuel cells running on green hydrogen is another option that holds tremendous potential.
In multilingual India, whose Constitution recognises 23 official languages — the 22 languages of the Eighth Schedule and English, which will continue indefinitely as an official language of the Union besides Hindi, as per the Official Languages (Amendment) Act 1967 — it is not unnatural that language should evoke strong feelings. A language is a defining feature of identity and culture. The cause of neither the country nor of any language is advanced by making language a matter of sectarian passion.
The sensible course would be to invest in all languages, to make them capable of the transactions of modern life, and encourage integration of society at large, so that enhanced interaction of people from different parts would allow a natural process of mutual acceptance by everyone of languages other than their own. In that process, one or more languages would arise as the link language as well. Hindi has primacy in this regard. It is a basic part of democracy that people should be able to govern themselves in their language. However, governance calls for a certain degree of consolidation and centralisation. While the number of languages spoken in India run to the hundreds, only 23 have official status. So, every linguistic group would not find its mother tongue as their language of administration. Speakers of Awadhi or Mythili would be governed in Hindi, while Konkani speakers make do with Kannada. Not every Indian language has shown alacrity in standardising its keyboard at an operational level, although C-Dac has evolved coding standards for all Indian languages. Development of specialised registers for different disciplines in Indian languages remains rudimentary. That leaves English as the primary language of technical precision, whether in law, science or commerce. English is also the language of global commerce.
The only way to end the obsession with English-medium education — absent in Germany or Denmark, with widespread English proficiency — is to greatly enhance the quality of English language teaching in Indian language schools.
