கொள்ளை நோய்த் தொற்று காரணமாகப் பொருளாதாரம் இதுவரை எதிா்கொண்ட வீழ்ச்சியிலிருந்து மீண்டெழுவதற்கான அறிகுறிகள் தென்படத் தொடங்கி இருக்கின்றன. ஏற்றுமதிகள் அதிகரித்து வருவதும் நம்பிக்கையை ஏற்படுத்துகிறது. கடந்த ஆண்டைவிட 48% அதிகரித்திருக்கிறது பொருள்களின் ஏற்றுமதி. அதாவது, 35.2 பில்லியன் டாலா் (சுமாா் ரூ.2.61 லட்சம் கோடி) அளவிலான ஜூலை மாத ஏற்றுமதி என்பது ஒரு சாதனை என்றே கூறவேண்டும்.

இந்த ஆண்டு தொடக்கத்திலிருந்தே நம்பிக்கை அளிக்கும் விதத்தில் ஏற்றுமதிகள் அதிகரித்துக்கொண்டே இருக்கின்றன. பொருள்களுக்கான சா்வதேச அளவிலான தேவையும், குறிப்பாக இந்திய உற்பத்திக்கான கேட்பும் அதிகரித்திருப்பது முக்கியமான காரணம். இதே நிலைமை தொடருமானால், இந்தியப் பொருளாதாரம் விரைவிலேயே சுறுசுறுப்படைந்து பழைய நிலையை எட்டக்கூடும் என்று வல்லுநா்கள் கருதுகின்றனா்.

மேலெழுந்தவாரியாகப் பாா்க்கும்போது ஏற்றுமதி அதிகரித்திருக்கிறது என்றாலும்கூட, தரம் வாரியாகப் பிரித்துப் பாா்த்தால் சில துறைகளில் சுணக்கம் மாறாமல் இருப்பதும், பலவீனங்கள் காணப்படுவதும் வெளிப்படுகின்றன. பொதுவாகவே இந்திய ஏற்றுமதியில் பெரும் பங்கு வகிப்பது பெட்ரோலியப் பொருள்கள்தான். 2014-இல் நமது மொத்த ஏற்றுமதியில் 21%-ஆக இருந்த பெட்ரோலியப் பொருள்களின் ஏற்றுமதி கடந்த 2020-21 நிதியாண்டில் 9%-ஆகக் குறைந்திருக்கிறது. சா்வதேச கச்சா எண்ணெயின் விலை குறைந்தது அதற்கு ஒரு காரணமாக இருக்கக்கூடும்.

நிலக்கரி, கச்சா எண்ணைய் போன்ற நிலத்திலிருந்து தோண்டி எடுக்கப்படும் பொருள்கள் புதைபடிவ எரிபொருள்கள் என்று அழைக்கப்படுகின்றன. பெரும்பாலான நாடுகள் புதைபடிவ எரிபொருள்களைத் (ஃபாஸில் ஃபியல்ஸ்) தவிா்த்து மாற்று எரிசக்தியைப் பயன்படுத்தத் தொடங்கியிருக்கின்றன. அதனால், வருங்காலத்தில் பெட்ரோலியப் பொருள்களின் ஏற்றுமதியை நம்பியிருக்கும் நிலை மாற வேண்டும்.

அதேபோல, இயந்திர உதிரிப் பொருள்கள், இயந்திரங்கள் ஆகியவற்றின் ஏற்றுமதி ஏப்ரல், மே, ஜூன், ஜூலை மாதங்களில் கணிசமாக அதிகரித்தன. சொல்லப்போனால், நமது ஏற்றுமதியில் மிக அதிகமாகப் பங்கு வகித்தன என்று கூறலாம். ஆனாலும்கூட, பழைய நிலையை எட்டவில்லை. இப்போதைய நிலைமை தொடருமா என்பதைப் பொறுத்திருந்துதான் பாா்க்க வேண்டும்.

மூன்றாவது மிகப் பெரிய பங்கு வகிப்பது ஆபரண ஏற்றுமதித் துறை. ரத்தினங்கள், வைரம் உள்ளிட்ட கற்கள் ஆகியவற்றின் ஏற்றுமதியும் ஓரளவுக்கு அதிகரித்திருக்கிறது என்றாலும், கொள்ளை நோய்த் தொற்றுக்கு முந்தைய நிலையை எட்டுவதற்கு இன்னும் வெகு தொலைவு இருக்கிறது. குறிப்பாக, பட்டை தீட்டப்பட்ட வைரங்களின் ஏற்றுமதி இன்னும் பழைய விறுவிறுப்பை எட்டவில்லை.

கொள்ளை நோய்த் தொற்று காலத்தில் நமது ஏற்றுமதியின் பெரும்பகுதி வேளாண் பொருள்களும், அதைச் சாா்ந்தவையுமாகத்தான் கணிசமாக இருந்தன. நோய்த் தொற்று காலத்தில் வேளாண் உற்பத்தி அதிகமாக இருந்ததால், மொத்த ஏற்றுமதியில் அவை கணிசமான பங்கு வகித்தன. நோய்த் தொற்றிலிருந்து உலகின் பல பகுதிகள் மீண்டெழத் தொடங்கியிருக்கும் நிலையில், வேளாண் பொருள் ஏற்றுமதியின் பங்கும் அதிகரிக்கத் தொடங்கியிருப்பதில் வியப்பொன்றும் இல்லை.

இதைக் கருத்தில் கொண்டுதான் வேளாண் விற்பனை சீா்திருத்தத்தை மூன்று வேளாண் சட்டங்களின் மூலம் அறிமுகப்படுத்த மத்திய அரசு முயற்சிக்கிறது. அதன் முக்கிய நோக்கமே, இந்தியாவை வேளாண் பொருள்கள் ஏற்றுமதிக் கேந்திரமாக மாற்ற வேண்டும் என்பதுதான். கடந்த அரை நூற்றாண்டு காலமாக, உள்நாட்டு உணவு பாதுகாப்பை உறுதிப்படுத்துவதில் கவனம் செலுத்தி வெற்றி அடைந்துவிட்ட நிலையில், இப்போது வேளாண் பொருள்கள் ஏற்றுமதியில் முனைப்புக் காட்டுவது என்பது புத்திசாலித்தனமான முடிவும்கூட.

இந்தியாவின் வேளாண் பொருள்கள் ஏற்றுமதி 2019-20-துடன் ஒப்பிடும்போது, கடந்த நிதியாண்டில் சுமாா் 25% அதிகரித்திருக்கிறது. ஒட்டுமொத்த ஏற்றுமதி 7% -க்கும் அதிகமாக வீழ்ச்சி அடைந்த நிலையில், கடந்த நிதியாண்டில் வேளாண் பொருள்கள் ஏற்றுமதி அதிகரித்திருப்பது ஒரு வரப்பிரசாதம். இந்தியாவின் உச்சபட்ச வேளாண் பொருள்கள் ஏற்றுமதி 2012-13-இல் 32.7 பில்லியன் டாலா் (சுமாா் 2.43 லட்சம் கோடி) அளவை எட்டியது. அந்த அளவை எட்டாவிட்டாலும்கூட, 2020-21-இல் 32.5 பில்லியன் டாலா் (சுமாா் 2.41 லட்சம் கோடி) வேளாண் பொருள்களின் ஏற்றுமதி என்பது சாதாரணமானதல்ல.

வேளாண் பொருள்கள், கால்நடை வளா்ப்புப் பொருள்கள், மூலிகைப் பொருள்கள் ஆகியவற்றின் அதிகரித்த ஏற்றுமதியில் கூடுதல் கவனம் செலுத்த வேண்டிய நேரம் இது. வேளாண் பொருள்கள் சாா்ந்த உற்பத்தியிலும், ஏற்றுமதியிலும் கூடுதல் கவனம் செலுத்துவதன் மூலம் கிராமப் பொருளாதாரத்தை மேம்படுத்தி, ஊரகப்புற வாழ்க்கைத் தரத்தை உயா்த்த முடியும் என்கிற மத்திய அரசின் கண்ணோட்டம் வரவேற்புக்குரியது. வேளாண் சீா்திருத்தச் சட்டங்களின் அடிப்படை நோக்கமான கூடுதல் முதலீடும், வேலைவாய்ப்பும் சாத்தியப்படுமானால், அது ஊரகப்புற மேம்பாட்டுக்கு வழிகோலும்.

ஏற்றுமதி, இறக்குமதி விகிதத்தின் அடிப்படையில்தான் நாணய மதிப்பு, விலைவாசி, வட்டிவிகிதம் எல்லாமே அமைகின்றன. உள்நாட்டுப் பொருளாதாரம் மேம்படுவதுடன் நமது ஏற்றுமதிகள் அதிகரித்தால் மட்டுமே பொருளாதார வளா்ச்சி உறுதிப்படும்.

புதிய பொருளாதாரக் கொள்கை தொண்ணூறுகளின் தொடக்கத்தில் அறிமுகமானபோது, பல புதிய மாற்றங்கள் உருவாகத் தொடங்கின. ஏறக்குறைய, அப்போதுதான் ஒவ்வொரு மாநிலமும் தன்னிச்சையாக செயல்பட முடிந்தது என்றே கூறலாம். ஆனால், இவற்றை சில மாநிலங்கள் சரியாகப் பயன்படுத்திக் கொண்டன; பல மாநிலங்கள் சரியாகப் பயன்படுத்திக்கொள்ளாமல் தவற விட்டன. சரியாகப் பயன்படுத்திக்கொண்ட மாநிலங்களில் தமிழ்நாடும் ஒன்றாகும். 

அக்காலகட்டத்தில், தமிழ்நாட்டினுடைய தொழிற்சந்தையின் முகம் ஒரு புதிய வடிவில் மாறி இருந்தது. அதற்குக் காரணம், தொழில் வளர்ச்சி என்பது மாத்திரமல்ல.  புதிய பொருளாதாரக் கொள்கையின் வரவால் மட்டுமே அது தொடங்கி விடவில்லை. நீண்ட காலமாகவே மற்ற மாநிலங்களோடு ஒப்பிடுகையில் தமிழ்நாடு தொழில் வளர்ச்சியில் ஒரு மேம்பட்ட மாநிலமாகத்தான் இருந்து வந்தது. உதாரணமாக, இந்தியாவின் முதல் சைக்கிள், முதல் மோட்டார் வாகனம் போன்றவை அப்போதைய மெட்ராஸ் மாகாணத்தில்தான் உருவாக்கப்பட்டன. பின்னர் அவை இந்தியா முழுவதும் அறிமுகமாயின. 

ஸ்டாண்டர்டு மோட்டார், அசோக் லேலண்ட் போன்ற வாகன உற்பத்தி நிறுவனங்கள், தொழில் வளர்ச்சிக்கும், பொருளாதார வளர்ச்சிக்கும் பெரிதும் துணை புரிந்த காலகட்டம் அது. இன்றைய காலகட்டத்தில் ஹூண்டாய் போன்ற பல கார் தொழிற்சாலைகள்  உருவாகியுள்ளன. ஆனால், அப்போதே ஸ்டாண்டர்டு மோட்டார்ஸ் நிறுவனம் சென்னைக்கு அருகிலேயே தனது தொழிற்சாலையை நிறுவி கார்களைத் தயாரித்து சாதனை படைத்தது. குறிப்பிட வேண்டிய ஒரு செய்தி, இந்தியாவின் முதல் சொகுசு காரான "ஸ்டாண்டர்டு 2000' இங்குதான் தயாரிக்கப்பட்டது. 

அதே போல டி.டி.கே. குழுமம், டி.வி. சுந்தரம் ஐயங்கார் அண்ட் சன்ஸ், அமால்கமேஷன்ஸ், ரானே மெட்ராஸ் போன்ற நிறுவனங்களும் தமிழ்நாட்டில் சிறப்பாகச் செயல்பட்டன. தாராளமயமாக்கத்திற்கு முன்பாகவே டி.வி.எஸ்., ரானே மெட்ராஸ் போன்ற நிறுவனங்கள் வாகன உதிரிபாக உற்பத்தியின் மூலம் மிகச்சிறந்த பங்களிப்பை ஆற்றி தமிழ்நாட்டுக்குப் பெருமையைத் தேடித் தந்து கொண்டிருந்தன. பின்னர், 1965 காலகட்டத்தில் தமிழ்நாடு தொழில் வளர்ச்சிக் கழகம் (டிட்கோ) தொடங்கப்பட்டது. இதன் பலனாக ஸ்பிக், டைட்டன் போன்ற பல நிறுவனங்கள் ஒவ்வொன்றாகத் தொடங்கப்பட்டன. 
1980-களில் டாடா கன்ஸ்ட்ரக்ஷன் நிறுவனம் சென்னையில் தனது விரிவாக்கத்தை பெரிய அளவில் நிகழ்த்திக் காட்டியது. 1980-களின் பிற்பகுதியில் இந்தியா முழுவதும் தொழிற்சாலைகள் உருவாயின. மிகப்பெரிய தொழிலதிபர்கள் உருவாகிக் கொண்டிருந்த அந்தக் காலகட்டத்தில் தமிழ்நாடு ஒரு பெரிய மாற்றத்தை நோக்கி அடியெடுத்து வைத்தது. அதாவது, பொருளாதாரம் மாற்றத்திற்குரியதாக அறிவிக்கப்பட்டபோது அதை தமிழ்நாடு பெருமளவு நல்ல முறையில் பயன்படுத்திக் கொண்டது. 

80-களில் தனியார் பொறியியல் கல்லூரிகளுக்கு அனுமதி வழங்கப்பட்டதால், பல பொறியியல் பட்டதாரிகள் 90-களின் தொடக்கத்தில் படிப்பை முடித்து வேலைக்குத் தயாராக இருந்தனர். தொழில்நுட்பக் கல்லூரிகளும், ஐ.ஐ.டி.யும், பாலிடெக்னிக்குகளும், தமிழகத்தில் மிகச்சிறந்த பங்களிப்பை ஆற்றி இருந்தன. ஆக,  தொழிற்சாலைகளைத் தொடங்குவதற்கும், நாட்டின் பொருளாதாரம் மேம்பாடு அடைவதற்கும் அடிப்படையில் மனித சக்தியே காரணமாக உள்ளது. எனவே, படிப்பை முடித்து வேலைவாய்ப்புகளுக்காகக் காத்துக் கொண்டிருந்த பொறியியல் அறிஞர்கள் தமிழக மண்ணில் அக்காலகட்டத்தில் அதிக அளவில் இருந்தனர். 
கிராமம், நகரம் ஆகிய இரு பகுதிகளுக்கும் இடையில் இருந்த இடைவெளி குறைந்து பொறியியல் பட்டதாரிகள் வேலைவாய்ப்புகளைப் பெற்றதனால் அடிப்படைப் பொருளாதாரம் வளரத் தொடங்கியது. 

புதிய பொருளாதாரக் கொள்கை அறிமுகப்படுத்தப்பட்ட 90-களுக்கும் தற்போது உள்ள 2021-க்கும் இடையில் இந்த உற்பத்திக்கான வளர்ச்சி அதிக பங்களிப்பைத் தந்திருக்கிறது. ஆட்டோமொபைல், உதிரிபாகங்கள், ஜவுளி, தோல் பொருள்கள், மருந்துப் பொருள்கள் இவற்றில் நாட்டிலேயே முதன்மையான மாநிலமாக தமிழ்நாடு உருவெடுக்கத் தொடங்கியது. ஹூண்டாய், ஃபோர்டு, பி.எம்.டபிள்யூ போன்ற முன்னணி கார் தயாரிப்பு நிறுவனங்கள் தமிழ்நாட்டில் தங்கள் தொழிற்சாலைகளை தொடங்கியதும் பொருளாதார மாற்றத்திற்கு அடிகோலின எனலாம். 

ஆகவேதான் தொழில் வளர்ச்சியை நிர்ணயிப்பதிலும், தனியார் முதலீடுகளை ஈர்ப்பதிலும் மாநிலங்களுக்கிடையில் போட்டி உருவான 1992-ஆம் ஆண்டிலேயே தொழில் கொள்கை ஒன்றை வெளியிட்டு, ஒரு நல்ல முன்முயற்சியைத் தமிழகம் தொடங்கி வைத்தது. அக்காலகட்டத்தில்தான் தகவல் தொழில் நுட்பக் கொள்கை வெளியிடப்பட்டது. 340 கோடி ரூபாய் செலவில் பழைய மகாபலிபுரம் சாலையில் தகவல் தொழில்நுட்ப நிறுவனங்களுக்கு என "டைடல் பார்க்' என்ற தொழில்நுட்பப் பூங்கா உருவாக்கப்பட்டது. அதைத் தொடர்ந்து மற்றொரு தகவல் தொழில்நுட்பப் பூங்காவும் உருவானது. மாநிலம் முழுவதும் ஏராளமான தகவல் தொழில்நுட்பப் பூங்காக்களும், 57 சிறப்புப் பொருளாதார மண்டலங்களும் உருவாக்கப்பட்டன. 

அதிக நேரடி அந்நிய முதலீட்டைப் பெறும் மாநிலமாக தமிழ்நாடு திகழ்ந்து வந்தது. ஃபோர்ட், ஷெல் போன்ற பெரிய நிறுவனங்களின் பி.பி.ஓ.-க்கள் தமிழ்நாட்டில்தான் இயங்குகின்றன. அவை தாராளமயமாக்கத்தையும், தமிழ்நாட்டின் சமூக நீதி திட்டங்களையும் பிரித்துவிட முடியாது என்கிற அளவிற்கு தமிழகத்தோடு பின்னிப் பிணைந்திருக்கின்றன. இக்காலகட்டத்தில்தான் வேலைவாய்ப்பு உருவாவதற்கான பல்வேறு சூழல்கள் உருவாகின. ஆக, மாநிலத்தின் பொருளாதார வளர்ச்சி என்பது மனிதவள மேம்பாட்டோடும் இணைந்திருக்கிறது. 
மக்கள்தொகையில் ஆறாவது இடத்தில் உள்ள தமிழ்நாடு மொத்த உள்நாட்டு உற்பத்தியில்  இரண்டாவது இடத்தில் இருப்பது ஒரு மகிழ்வான செய்தியாக இருக்கிறது. 

இந்தியாவிலிருந்து வெளிநாடுகளுக்கு ஏற்றுமதியாகும் பொருள்களில் 10-இல் ஒரு பங்கு தமிழ்நாட்டிலிருந்துதான் ஏற்றுமதியாகிறது. இத்தகைய வருமானம்தான் சமூக பாதுகாப்புத் திட்டங்களில் முதலீடு செய்யப்பட்டு மாநிலத்தின் சுகாதார வளர்ச்சி, உற்பத்தி ஆகியவற்றை மேம்படுத்துவதற்கு அடித்தளமாக இருந்தது. விவசாயத்தைச் சார்ந்திருப்போரின் எண்ணிக்கை குறைந்து வருவதும், மாநிலத்திலுள்ள பெரும்பாலான கிராமங்கள் நகரமயமாகிக் கொண்டிருப்பதும் பின்னடைவுகள்தான்.  

மேலும், தமிழ்நாட்டில் இருப்பவர்களுக்கு வேலைவாய்ப்புகள் குறைந்து போய், வெளிமாநிலங்களில் இருந்து வருபவர்கள் இங்கு வேலைக்காகக் குவியத் தொடங்கியிருக்கிறார்கள். இது திருப்பூர் போன்ற மாவட்டங்களில் அதிகமாக நிகழ்கிறது. இவை நாளடைவில் சமூக ரீதியான முரண்பாடுகளை ஏற்படுத்தக் கூடும். தமிழக அரசின் தற்போதைய கடன் ரூ.5,70,189 கோடியாக உயர்ந்திருப்பதாக வெள்ளை அறிக்கையில் தமிழக நிதியமைச்சர் குறிப்பிடுகிறார். தமிழ்நாட்டின் ஒவ்வொரு குடும்பத்திற்கும் ரூ.2,63,976 கடன் உள்ளது. ஆந்திரம், பஞ்சாப் உள்ளிட்ட மாநிலங்களின் வெள்ளை அறிக்கையை ஒப்பிட்டுப் பார்த்தும், ஆராய்ந்து பார்த்தும் தமிழக அரசின் வெள்ளை அறிக்கை தயார் செய்யப்பட்டதாக நிதியமைச்சகம் கருத்து தெரிவித்திருக்கிறது.

2020-21 நிதியாண்டில் தமிழகத்தின் வருவாய் பற்றாக்குறை ரூபாய் 61,320 கோடியாக இருக்கிறது. தமிழகத்தில் ஒரு குடும்பத்தின் மீதான கடன் தொகை ரூ.2,63,976 ஆக உள்ளது என்று தற்போதைய அரசு குறிப்பிட்டிருக்கிறது. வரியே இல்லாத நிதிநிலை அறிக்கையைத் தாக்கல் செய்து, மின்கட்டண உயர்வோ, பேருந்து கட்டண உயர்வோ, சொத்து வரி உயர்வோ இன்றி பத்து ஆண்டுகளாக அ.தி.மு.க அரசு  செயல்பட்டதை எவ்வாறு தவறென்று நாம் குற்றம் சாட்ட முடியும்? அரசு ஊழியர்களின் ஊதியம், ஓய்வூதியம், அரசாங்க அலுவலகங்களைப் பராமரிப்பது, மின்கட்டணம் ஆகியவற்றுக்கே தமிழகத்தினுடைய பெரும்பகுதியான நிதி செலவிடப்பட்டு வருகிறது. 
தற்போதைய ஆட்சியில் பொருளாதார நிபுணர்கள் கொண்ட ஒரு குழு உருவாக்கப்பட்டிருக்கிறது. பொருளாதாரக் கொள்கை உருவாக்கப்பட்டபோதும், தாராளமயமாக்கல் கொள்கை தொடங்கிய காலகட்டத்திலும், பொருளாதார அறிஞர்களுடைய தேவை மிகவும் இன்றியமையாததாக இருந்தது. இவையெல்லாம் பொருளாதாரத்தை மீட்டெடுப்பதற்கான தாக்கத்தை ஏற்படுத்துமா என்பதை போகப் போகத்தான் பார்க்க வேண்டும். தற்போதைய கரோனா தீநுண்மி காலகட்டத்தில் நம்முடைய பெரும் வருவாய் நோய்த்தொற்றைக் கட்டுப்படுத்தவே செலவிடப்பட்டு வருகிறது. அதுதான் பொருளாதார நெருக்கடிக்கு மிக முக்கிய காரணமாகும். 

ஏற்கெனவே ஜி.எஸ்.டி வரியில் தமிழ்நாட்டிற்கு வரவேண்டிய பங்குத்தொகை வராமல் இருக்கிறது. தமிழக அரசு பெரும் துறைகளில் இருந்தும், பொது நிறுவனங்களிடம் இருந்தும் பெரும் வருவாயை ஈட்டுவதற்கு முனைந்தால், அது ஏழை, எளிய மக்களின் மீதான வரிச்சுமையாகவே போய் முடியும். பொருளாதார வளர்ச்சிக்கு விவசாயம் சார்ந்த தொழில்களையும், நீர் மேலாண்மையையும் சரியாகத் திட்டமிடுவது இன்றியமையாதது. அவையே, நிதிச்சுமையில் இருந்து தமிழகத்தைக் காப்பாற்றுவதற்கு உதவும்.
 
 

அண்மையில் ஆப்கானிஸ்தானில் ஏற்பட்டுள்ள அதிரடி நிகழ்வுகள் அனைத்து நாடுகளையுமே கவலை கொள்ள வைத்திருக்கின்றன. அமெரிக்கப் படைகள் பெருமளவு விலகிக்கொண்ட நிலையில், ஒவ்வொரு மாகாணமாகக் கைப்பற்றிக்கொண்டே வந்த தலிபான்கள் கடந்த ஞாயிறு அன்று ஆப்கன் தலைநகர் காபூலையும் கைப்பற்றிவிட்டனர். 

தலிபான் படைகள் ஒவ்வொரு மாகாணமாகக் கைப்பற்றி இறுதியில் தலைநகர் காபூலை நெருங்குகையில் "அதிகாரப் பகிர்வு தொடர்பாகவும் அவர்களுடன் பேசத் தயார்' என்று கூறி ஆப்கன் அரசு இறங்கி வந்தது. 

ஆனால், யாரும் எதிர்பாராத விதமாக, ஆப்கன் ராணுவம் ஏறக்குறைய தலிபான் படைகளிடம் சரணடைந்துவிட, அந்நாட்டு  அதிபர் அஷ்ரஃப் கனியோ நாட்டை விட்டே தப்பிச் சென்றிருக்கின்றார்.

மன்னராட்சி, இடதுசாரிகளின் ஆதிக்கம், தீவிரவாதிகளின் எழுச்சி, ஜனநாயகத்தின் மலர்ச்சி என்று நீண்ட காலமாகவே ஆப்கானிஸ்தானில் ஒருவித ஸ்திரமற்ற தன்மை நீடித்து வந்திருக்கிறது.

அமெரிக்கா - ரஷியா இடையிலான பனிப்போர் காரணமாக இருபதாம் நூற்றாண்டின் இறுதியில் ஆப்கானிஸ்தானில் ஓயாத போர்ச்சூழல் நிலவியது. ஆப்கனிலிருந்த இடதுசாரி ஆதரவாளர்களுக்கு ரஷியாவும், அவர்களை எதிர்த்த முஜாஹிதீன்களுக்கு அமெரிக்காவும் ஆதரவாக இருந்தன. 

1989-ஆம் ஆண்டில் ஒருவழியாக ரஷியப்படைகள் ஆப்கானிஸ்தானில் இருந்து விலகி, அதன் ஆதரவு பெற்ற இடதுசாரி அரசு வீழ்ந்தபிறகு நிலைமை மோசமாகி, தலிபான்கள் தலையெடுக்கத் தொடங்கினர். வடக்கு முன்னணி என்ற பெயரில் மற்றொரு குழுவினர் தலிபான்களை எதிர்த்தாலும் அதனால் குறிப்பிடத்தக்க விளைவு ஏதுமில்லை. 

2001 செப்டம்பர் 11-ஆம் தேதி அமெரிக்காவில் நிகழ்த்தப்பட்ட இரட்டைக் கோபுரத் தாக்குதல்களுக்குப் பிறகு வீறுகொண்டு எழுந்த அமெரிக்கா, தலிபானையும், தலிபானால் ஆதரிக்கப்பட்ட அல்-காய்தா இயக்கத்தையும் அழிப்பதற்காக தன்னுடைய படைகளைப் பெருமளவில் ஆப்கானிஸ்தானில் குவிக்கத் தொடங்கியது. வட அட்லாண்டிக் ஒப்பந்த அமைப்பின் படைகளும் அமெரிக்கப் படைகளுடன் இணைந்து கொண்டன.

அந்நேரத்தில் இடைக்கால ஏற்பாடாக ஆப்கனின் ஆட்சிப் பொறுப்பை ஏற்றுக்கொண்ட ஹமீத் கர்சாய் பின்னர் ஜனநாயக முறையில் நடைபெற்ற தேர்தலிலும் வெற்றி பெற்று அதிபர் பதவியில் தொடர்ந்தார். ஹமீத் கர்சாய் தலைமையிலான ஆட்சிக்காலத்தில் ஆப்கானிஸ்தானில் குறிப்பிடத்தக்க அளவுக்கு ஜனநாயகம் மலர்ந்ததுடன், அவருடைய அரசு உலக நாடுகள் பலவற்றாலும் அங்கீகரிக்கப்பட்டது. பெண்கள் கல்வி கற்கவும், தேர்தலில் வாக்களிக்கவும் அனுமதிக்கப்பட்டது மிகப் பெரிய முன்னேற்றமாகப் பார்க்கப்பட்டது. 

2011-ஆம் ஆண்டு அல்-காய்தாவின் ஒசாமா பின் லேடன் கொல்லப்பட்ட பின்பு ஆப்கானிஸ்தானிலிருந்து தனது படைகளைத் திரும்பப் பெறுவது குறித்து அமெரிக்கா தீவிரமாக யோசிக்கத் தொடங்கியது. கூடவே, ஆப்கனில் அமைதி நிலவுவதற்காக தலிபான் மற்றும் ஆப்கானிஸ்தான் அரசு பிரதிநிதிகள் இடையே பேச்சுவார்த்தை நடைபெறவும் ஏற்பாடு செய்யப்பட்டது.

2014-ஆம் ஆண்டு ஆப்கன் அதிபராகத் தேர்ந்தெடுக்கப்பட்டு சமீப காலம் வரையில் அப்பதவியில் தொடர்ந்த அஷ்ரஃப் கனி சற்று பலவீனமான அதிபராகவே காணப்பட்டார். அம்மண்ணில் நீண்ட காலமாகத் தன்னுடைய துருப்புகளை நிறுத்தி வைத்து தீவிரவாதிகளுடன் சண்டையிட்ட அமெரிக்க அரசு, அப்படைகளுக்காகப் பெருமளவில் பணம் செலவழித்ததுடன் தன்னுடைய படைவீரர்கள் பலரையும் பலிகொடுத்தது. அப் படைவீரர்களைத் திரும்ப அழைத்துகொள்ள வேண்டும் என்ற கோரிக்கை அமெரிக்காவில் வலுப்பெறத் தொடங்கியது.

ஆப்கானிஸ்தானின் ஸ்திரத்தன்மைக்கு அந்நாட்டு அரசே பொறுப்பேற்க வேண்டும் என்று கூறிவிட்ட அமெரிக்க நிர்வாகம் தற்போது சுமார் ஆறாயிரம் அமெரிக்கப் படைவீரர்களை மட்டுமே ஆப்கானிஸ்தானில் நிறுத்தி வைத்துள்ளது. 

இதற்காகவே காத்திருந்தது போன்று, தலிபான்கள் அந்நாட்டு அரசைக் கைப்பற்றியுள்ளனர். தலிபான்களை எதிர்த்து ஆப்கன் அரசுப் படைகள் தீவிரமாகப் போராடாததால் பெரும் ரத்தக்களரி தவிர்க்கப்பட்டிருப்பது மட்டுமே சற்று ஆறுதலைத் தருகிறது. 

ஆனால், தலிபான்களின் தலைமையில் நடக்கவிருக்கும் ஆட்சி அவர்களுடைய பழைய வழிமுறைகளின்படியே தொடருமா, பெண்களின் கல்வி உரிமையும் ஜனநாயகமும் மதிக்கப்படுமா, உலக நாடுகளின் அங்கீகாரம் இப்புதிய அரசுக்குக் கிடைக்குமா என்பவை போன்ற கேள்விகளுக்கு எதிர்காலம்தான் விடை கூற வேண்டும். 

பிரிட்டன், ஜெர்மனி உள்ளிட்ட நாடுகள் ஆப்கானிஸ்தான் நிர்வாகத்தைக் கைப்பற்றிய தலிபான்களுக்கு எதிர்ப்பு தெரிவித்திருக்கின்றன. ஆப்கனிலிருந்து அகதிகளாக வருபவர்களுக்கு ஆதரவு தரவேண்டும் என்று ஐக்கிய நாடுகள் சபையும் வேண்டுகோள் விடுத்திருக்கிறது.

அம்மண்ணில் சிக்கியுள்ள இந்தியர்கள் அனைவரும் இந்தியாவுக்குத் திருப்பி அழைத்துவரப்படுவதே தற்போதைய அவசர அவசியத் தேவையாகும். அதேசமயம், ஆப்கனில் நடைபெற்ற ஆட்சி மாற்றத்தை பாகிஸ்தான் பிரதமர் இம்ரான் கான் வரவேற்றிருப்பதும், தலிபான்களுடன் நட்புணர்வுடன் செயல்படப் போவதாக சீனா அறிவித்திருப்பதும் இந்தியாவிற்குக் கவலையளிக்கக்கூடிய விஷயங்களே. 

லடாக் பகுதியில் தனது துருப்புகளைக் குவித்து வைத்து நமது நாட்டிற்கு பதற்றத்தைக் கொடுக்கும் சீனா, தலிபான்களுடன்  தோழமை கொள்வது நிச்சயம் நமக்குத் தலைவலியைத் தருவதாகவே இருக்கும். எனவே, நமது ராணுவம் கூடுதல் விழிப்புணர்வுடன் இருக்க வேண்டியது அவசியம். 
2001-ஆம் ஆண்டுக்குப் பிறகு சற்றே ஜனநாயகக் காற்றை சுவாசிக்கத் தொடங்கிய ஆப்கானிஸ்தான்  தற்போது அனைவராலும் கைவிடப்பட்ட தேசமாகி, கடும் நெருக்கடியில் சிக்கிக் கொண்டிருக்கிறது. 

தற்போதைய நிலையில் நம்மால் ஆப்கன் மக்களின் நலனுக்காக பிரார்த்திக்க மட்டுமே முடியும்.

தடம் மாறிவந்து, தடுமாறி நிற்கையில் கை கொடுத்து உதவிய ஒருவருக்கு, தடகள வீரா் தெரிவிக்கும் அதிகபட்ச நன்றி எதுவாக இருக்கும்? தக்க சமயத்தில் கிடைத்த உதவியால் வென்ற தங்கப் பதக்கத்தை அந்த நபரின் கைகளில் கொடுத்து, ‘இது உங்களால் தான் சாத்தியமானது’ என்று கூறுவதாக இருக்கும். இதைச் செய்திருப்பவா் ஜமைக்கா தடகள வீரா் ஹான்ஸ்லே பாா்ச்மன்ட். அந்தகைய நன்றி கிடைக்கப் பெற்றவா் ஸ்லோவேகிய இளம் பெண் டிரிஜானா ஸ்டோஜ்கோவிச்.

இது நடந்தது டோக்கியோ ஒலிம்பிக்கில். ஜமைக்க தடகள வீரரான ஹான்ஸ்லே, 110 மீட்டா் தடை தாண்டும் ஓட்ட வீரா் ஆவாா். அந்தப் பிரிவு ஹீட்ஸில் தகுதிபெற்று அரையிறுதிப் பந்தயத்துக்கு அவா் முன்னேறியிருந்தாா். கடந்த 4-ஆம் தேதி அரையிறுதிப் பந்தயம் நடைபெற்ற நிலையில், அதற்காக தாம் தங்கியிருந்த ஒலிம்பிக் கிராமத்திலிருந்து புறப்பட்டாா் ஹான்ஸ்லே. ஒலிம்பிக் கிராமத்தில் போட்டியாளா்கள் தங்கியுள்ள இடத்துக்கும், போட்டி நடைபெறும் இடங்களுக்கும் இடையே பேருந்துகள் இயக்கப்பட்டன.

அந்த வகையில், தடகள போட்டிகள் நடைபெறும் மைதானத்துக்குச் செல்லும் பேருந்துகள் இயக்கப்படும் நிறுத்தத்தில் ஹான்ஸ்லே நிற்க, அங்கு வந்த ஒரு பேருந்தில் அவா் ஏறினாா். காதுகளில் இசைக் கருவி மாட்டியிருந்ததால் பேருந்தில் இருந்த ஊழியா்கள் பேச்சும் அவா் காதில் விழவில்லை. சிறிது தூர பயணத்துக்குப் பிறகு அவா் சென்று சோ்ந்ததோ தவறான இடம். தடகள மைதானத்துக்குப் பதிலாக படகுப் போட்டிகள் நடைபெறும் இடத்துக்கு அவா் வந்துள்ளாா்.

இடம் மாறி வந்துவிட்டதை அறிந்த ஹான்ஸ்லே, மீண்டும் ஒலிம்பிக் கிராமத்துக்கு பேருந்தில் சென்று, அங்கிருந்து தனது போட்டி நடைபெறும் மைதானத்துக்குச் செல்ல நீண்ட நேரம் ஆகும். அதற்குள்ளாக அவரது விளையாட்டின் அரையிறுதிப் பந்தயம் தொடங்கிவிடும். இதை உணா்ந்த ஹான்ஸ்லே கலங்கிப் போய்விட்டாா். செய்வதறியாது திகைத்த நிலையில், அந்த இடத்தில் போட்டி ஒருங்கிணைப்புக்கான பணியிலிருந்த பெண் தன்னாா்வலா் (டிரிஜானா) ஒருவரிடம் பேசினாா். சூழ்நிலையை கூறி தனக்கு உதவிடுமாறு கோரியுள்ளாா். பெரிதாக உதவ முடியாத, சாதாரண பணியில் இருக்கும் அந்தப் பெண்ணும் சற்று திகைக்கத்தான் செய்தாா்.

பின்னா் சுதாரித்துக் கொண்டு ஹான்ஸ்லே நிலையை உணா்ந்த டிரிஜானா, போட்டி நடைபெறும் மைதானத்துக்கு டாக்ஸி பிடித்துச் செல்லுமாறு ஹான்ஸ்லேவுக்கு ஆலோசனை வழங்கினாா். அப்போது, ஹான்ஸ்லேவிடம் போதிய பணமும் அப்போது இருக்காத நிலையில், தன்னிடம் இருந்த ஒரு குறிப்பிடத்தக்க தொகையை அவருக்கு வழங்கி உதவியுள்ளாா். அவ்வாறு டாக்ஸி பிடித்துச் சென்ற ஹான்ஸ்லே தகுந்த நேரத்தில் அரையிறுதியில் கலந்துகொண்டு இறுதிச்சுற்றுக்கும் தகுதிபெற்றாா். மறுநாள் நடைபெற்ற இறுதிச்சுற்றில் முதலிடமும் பிடித்து அசத்தினாா்.

தங்கத்தை சுமந்து நின்ற ஹான்ஸ்லே, தக்க சமயத்தில் தனக்கு உதவிய டிரிஜானாவை அந்த நிமிஷத்தில் நினைத்துப் பாா்த்தாா். அவருக்கு உரிய நன்றி செலுத்தவும் நினைத்தாா். போட்டி நிறைவடைந்த பிறகு, தாம் வழி தவறிச் சென்ற மைதானத்தை மீண்டும் தேடிச் சென்று அங்கிருந்த பல நூறு தன்னாா்வலா்களிடையே டிரிஜானாவையும் தேடிக் கண்டுபிடித்தாா்.

தன்னிடம் உதவி பெற்றவா் அதற்கு நன்றி செலுத்த மீண்டும் அத்தனை தூரம் தேடி வந்ததை அறிந்து டிரிஜானா ஆச்சா்யமடைய, அவரது கைகளில் தனது தங்கப் பதக்கத்தை வழங்கி ‘இது உங்களால் தான் சாத்தியமானது’ என்று கூறி மேலும் அவரை இன்ப அதிா்ச்சிக்குள்ளாக்கினாா் ஹான்ஸ்லே.

உற்சாகத்தில் அதை நம்ப இயலாமல் திகைத்த டிரிஜானா, பின்னா் ஹான்ஸ்லேவின் பதக்கத்தை மகிழ்ச்சியுடன் புகைப்படம் எடுத்துக்கொண்டாா். டிரிஜானா தனக்கு அளித்து உதவிய தொகையை மீண்டும் அவரிடம் வழங்கிய ஹான்ஸ்லே, அவருக்கு அன்புப் பரிசாக ஒரு டி-ஷா்ட்டையும் வழங்கினாா். இருவரும் சோ்ந்து சிறப்பாக ஒரு ‘செஃபி’யும் எடுத்துக் கொண்டனா். தகுந்த நேரத்தில் உதவிய டிரிஜானா - நன்றி மறவாத ஹான்ஸ்லேவின் இந்த கதை தற்போது சமூக வலைதளங்களில் மிகப் பிரபலம்.

ஜமைக்க அரசு கௌரவம்

தங்களது நாட்டு வீரரான ஹான்ஸ்லேவுக்கு தகுந்த நேரத்தில் உதவிய டிரிஜானாவை கௌரவிக்கும் விதமாக, ஜமைக்காவுக்கு வருமாறு அந்நாட்டு அரசு சாா்பில் ஜமைக்க சுற்றுலாத் துறை அவருக்கு அழைப்பு விடுத்துள்ளது. அத்துடன், ஜமைக்காவில் உள்ள ஜப்பான் தூதரகம் டிரிஜானாவை நேரில் அழைத்து அவரைப் பாராட்டி கௌரவித்துள்ளது.

தமிழ்நாட்டில் கரோனா பாதிப்பு உறுதிசெய்யப்பட்டவர்களில் 12 வயதுக்குட்பட்ட குழந்தைகளின் எண்ணிக்கை ஒரு லட்சத்தை நெருங்கிக்கொண்டிருக்கிறது. கடந்த ஒரு வார காலமாகத் தினந்தோறும் 100-க்கும் மேற்பட்ட குழந்தைகளுக்குத் தொற்று பாதிப்பு உறுதிசெய்யப்பட்டுவருகிறது. இந்தியாவில் ஆகஸ்ட் இறுதியிலோ செப்டம்பர் ஆரம்பத்திலோ கரோனா பெருந்தொற்றின் மூன்றாவது அலை தொடங்கலாம் என்று எதிர்பார்க்கப்படும் நிலையில், அதன் பாதிப்புக்கு 18 வயதுக்குட்பட்ட குழந்தைகள் ஆளாகக்கூடும் என்ற அச்சம் பெற்றோர்களைப் பீடித்துள்ளது. 18 வயதுக்குட்பட்ட குழந்தைகளுக்கு இதுவரையில் மிகச் சில தடுப்பூசிகளில் மட்டுமே பரந்த அளவில் பரிசோதனைகள் நடத்தப்பட்டுள்ளன. நாட்டின் மிகப் பெரிய தடுப்பூசி உற்பத்தியாளரான பாரத் பயோடெக் நிறுவனம் 12-18 வயதுக்குட்பட்ட குழந்தைகளிடம் தடுப்பூசிப் பரிசோதனைகளை நடத்துவதற்குத் தன்னார்வலர்களை நியமித்துள்ளது. எனினும், அதன் உடனடிப் பயன்களை அடுத்த சில மாதங்களுக்குள் எதிர்பார்ப்பதற்கில்லை.

குழந்தைகளின் உடல்நலத்தைக் குறித்துக் கவலைகொள்ளும் அதே வேளையில், கரோனா காலத்தில் அவர்களின் மனநலம் குறித்தும் தீவிர அக்கறை காட்ட வேண்டியுள்ளது. ஏறக்குறைய ஒன்றரை ஆண்டுகளாக வீட்டுக்குள் அடைபட்டுக் கிடக்கும் பள்ளிக் குழந்தைகள் அவர்களது வழக்கமான உற்சாகத்தை இழந்துள்ளனர். குழந்தைகளிடமிருந்து வெளிப்படும் அதிகப்படியான கோபம், அளவுக்கு அதிகமான வருத்தம் ஆகியவற்றுக்கு உரிய கவனம் கொடுக்கப்பட வேண்டும் என்று மனநல மருத்துவர்கள் வலியுறுத்துகிறார்கள். பாடங்கள் தடைபடக் கூடாது என்பதற்காக இணையவழி வகுப்புகள் நடத்தப்பட்டுவந்தாலும், பள்ளிகளுக்கு நேரடியாகச் சென்று படிப்பதற்கு அவை ஒருபோதும் சரியான மாற்று ஆகாது. வீட்டிலேயே வகுப்பறைச் சூழலை உருவாக்குவது தொடர்பில் மும்பையைச் சேர்ந்த கல்வியாளர்களும் மனநல மருத்துவர்களும் இணைந்து மேற்கொண்ட சில பரிசோதனை முயற்சிகளும்கூட வெற்றிகரமாய் அமையவில்லை. பள்ளிகளைத் திறப்பதுதான் குழந்தைகளின் மனநலனை மீட்பதற்கான ஒரே வழி என்று அனைத்துத் தரப்பிலிருந்துமே பேச ஆரம்பித்துவிட்டனர்.

தமிழ்நாட்டில் செப்டம்பர் தொடக்கத்திலிருந்து 9 முதல் 12 வரையிலான வகுப்பு மாணவர்களுக்குப் பள்ளி தொடங்குவதாக அறிவிக்கப்பட்டுள்ளது. தொற்று இல்லாத பகுதிகளில் தனிமனித இடைவெளி உள்ளிட்ட முன்னெச்சரிக்கை நடவடிக்கைகளைப் பின்பற்றிப் பள்ளிகளைத் திறக்கலாம். ஆனால், பள்ளிகள் திறக்கப்படும் காலத்தில்தான் மூன்றாவது அலையும் எதிர்பார்க்கப்படுகிறது என்பதால் தேவையான அனைத்து முன்னெச்சரிக்கை நடவடிக்கைகளுடன் மாற்றுத் திட்டங்களுக்கும் தயாராக இருக்க வேண்டும். தொற்றுள்ள பகுதிகளில் பள்ளிகளைத் தற்காலிகமாக மூடிவைக்கவும் வேண்டும். அடுத்த கட்டமாக, 6 முதல் 8 வரையிலான வகுப்புக் குழந்தைகளை வாரத்துக்கு ஒரு முறையாவது பள்ளிக்கு அழைத்து, குறைந்தபட்சம் இரண்டு மணி நேரம் வகுப்புகளை நடத்துவது பற்றியும் யோசிக்கலாம். ஒரு மணி நேரம் பாடங்களுக்கும், ஒரு மணி நேரம் விளையாட்டுக்கானதாகவும் இருக்கலாம். குழந்தைகளின் உடல்நலம், மனநலம் இரண்டுமே முக்கியம். பள்ளிக் கல்வித் துறையால் முன்னெடுக்கப்படும் எந்தவொரு திட்டமும் இவை இரண்டையுமே உள்ளடக்கியதாக இருக்கட்டும்.

இந்தியாவிலிருந்து தென்னாப்பிரிக்கா சென்ற மோகன்தாஸ் கரம்சந்த் காந்திக்கு அங்கு ஏற்பட்ட நிறவெறிக் கசப்பனுபவம்தான் பின்னாளில் அவரை மகாத்மா காந்தி ஆக்கியது. அவரது அகிம்சை வழியைப் பின்பற்றி, தென்னாப்பிரிக்காவின் நிறவெறி ஆட்சிக்கு முடிவுகட்டினார் நெல்சன் மண்டேலா. இந்தியாவுக்கும் தென்னாப்பிரிக்காவுக்கும் இடையிலான உறவு அவ்வளவு ஆழமானது. அதே தென்னாப்பிரிக்கா கடந்த சில வாரங்களாகக் கலவரத்தால் பற்றி எரிவதன் பின்னணியில், ‘குப்தா பிரதர்ஸ்’ எனும் இந்திய சகோதரர்கள் இருப்பது வேதனை தரும் விஷயம்.

தோல்வியில் தொடங்கிய ஜூமா

நீண்ட நாள் சிறைவாசத்துக்குப் பின்னர் விடுதலையாகி 1994-ல் தென்னாப்பிரிக்காவின் அதிபர் ஆனார் நெல்சன் மண்டேலா. அவரது ஆப்பிரிக்க தேசிய காங்கிரஸ் கட்சியானது தேசம் நெடுக அமோக வெற்றி பெற்றபோதும், குவாஜுலு நடால் என்ற மாகாணத்திலிருந்து போட்டியிட்ட ஜேக்கப் ஜூமா தோல்வி அடைந்திருந்தார். ஆனபோதும் அவரது கட்சிப் பணியைப் பாராட்டிக் கௌரவப் பதவிகள் அளிக்கப்பட்டன.

தான் சார்ந்த ஜுலு இனத்தின் ஒட்டுமொத்தப் பிரதிநிதி என்பதாகத் தன்னை முன்னிறுத்திக்கொண்ட ஜூமா, கட்சியிலும் ஆட்சியிலும் தனது செல்வாக்கை வளர்த்துக்கொண்டார். கட்சியின் துணைத் தலைவர்களில் ஒருவர், நாட்டின் துணை அதிபர்களில் ஒருவர் என்று அசுர வளர்ச்சி பெற்றார். ஆப்பிரிக்க தேசங்களில் முதலாவதாகப் பீடு நடைபோட்ட தென்னாப்பிரிக்காவின் வளர்ச்சி, ஜூமா துணை அதிபராக இருந்த ஏழு ஆண்டுகளில் அடுத்தடுத்த ஊழல்களால் பின்னடைவைச் சந்தித்தது.

அதிரவைத்த வழக்கு விசாரணை

பாலியல் குற்றச்சாட்டு ஒன்றில் பதவி இழக்கும்வரை ஜூமா தனது ஊழல் திருவிளையாடல்களைத் தொடர்ந்தார். எனினும், பாலியல் வன்கொடுமைக்கு ஆளான இளம்பெண்ணுக்கு எதிராகவே வழக்கின் போக்கு திரும்பும்படி செய்தார். அந்தப் பெண்ணின் சம்மதத்துடனே உறவு நிகழ்ந்தது. அந்தப் பெண் நடத்தை கெட்டவர், மனநலன் பாதிக்கப்பட்டவர் என்றெல்லாம் விசித்திர வாதங்கள் வைக்கப்பட்டு வழக்கின் முடிவு இறுதியில் ஜூமாவுக்கு சாதகமாகவே முடிந்தது.

ஜூமாவை ஊழல் வழக்குகள் வளைத்தபோதும் பிரத்யேக பாணியில் அவற்றை எதிர்கொண்டார். தனது நிதிசார் முடிவுகளுக்கு வலதுகரமாக இருந்த ஷபிர் ஷேக் மீதே எல்லா வழக்குகளையும் எழுத வழிவகுத்ததில் ஷபிர் 15 ஆண்டுகாலச் சிறைத் தண்டனைக்கு ஆளானார். (இந்த ஷேக் பின்னாளில் ஜூமா அதிபரானதும் மருத்துவக் காவல் என்ற பெயரில் விடுதலையானார்.)

முதலடி வைத்த குப்தா

அதன் பின்னர் ஜூமா தனது அரசியல் சதிராட்டத்தின் அடுத்த இன்னிங்ஸை ஆரம்பித்தார். 2007-ல் கட்சித் தலைவராகவும், அடுத்த 2 ஆண்டுகளில் நாட்டின் அதிபராகவும் வளர்ந்தார். அங்கு தொடங்கி 2018 வரையிலான அவரது ஆட்சிக் காலத்தில் தேசத்தின் எல்லாத் துறைகளிலும் ஊழலே கொழித்தது. ஊழல் பாதையில் தனக்கு உதவியவர்களையெல்லாம் உயர்த்தி அழகு பார்த்தார். அப்படி உயர்ந்தவர்களில் இந்தியாவின் ‘குப்தா சகோதரர்கள்’ முக்கியமானவர்கள்.

மேற்கு உத்தர பிரதேசத்தின் சஹாரன்பூரில் ஒரு வர்த்தகக் குடும்பத்தில் பிறந்தவர்கள் அதுல், அஜய், ராஜேஷ் குப்தாக்கள். சுதந்திரக் காற்றைக் சுவாசிக்கத் தயாரான தென்னாப்பிரிக்கா அதுல் குப்தாவை ஈர்த்தது. தென்னாப்பிரிக்க நகரங்களில் ஓட்டைக் காரில் காலணிகளை அடுக்கி வீதி வீதியாக விற்றபடி அடுத்த கட்டம் குறித்து அதுல் சிந்திக்கத் தொடங்கினார். 1990-களில் கொடிகட்டிப் பறந்த கணினி சார்ந்த வாய்ப்புகளுக்கு தென்னாப்பிரிக்காவில் போட்டி இல்லை என்றதும் தம்பிகளை வரவழைத்து ‘சஹாரா கம்ப்யூட்டர்ஸ்’ நிறுவனத்தைத் தொடங்கினார். அரசியலர்களை வரவழைத்துப் பிரம்மாண்டமான நிகழ்ச்சிகளை நடத்தி அரசின் ஆர்டர்களை அள்ளினார்.

சூறையாடிய ‘ஜூப்தா’ சகாப்தம்

அந்த ஆர்டர்களுக்காக ஜூமாவிடம் அவர்கள் சரணடைந்தனர். எதையும் செய்யத் தயங்காத குப்தாக்களின் அணுகுமுறை ஜூமாவுக்கு ரொம்பவே பிடித்துப்போனது. இங்கிருந்தே ’ஜூ(மா)-(கு)ப்தா’ ஒருங்கிணைந்த ‘ஜூப்தா’ சகாப்தம் தென்னாப்பிரிக்காவில் தொடங்கியது.

அமைச்சர்கள், அதிகாரிகளை வளைப்பதில் குப்தாக்களின் பாணி அலாதியானது. தங்களுக்குச் சரிப்படாதவர்களை ஜூமாவின் ஆசியுடன் களையெடுப்பார்கள். முன்பேர ஒப்பந்தத்துக்கு உடன்படும் நபர்களே நாற்காலிகளை அலங்கரிப்பார்கள். ஜூமா துணை அதிபரானபோது அவரே வியக்கும்படி குப்தா சகோதரர்கள் புகுந்து விளையாடினார்கள். பாலியல் நாட்டம், சுகபோக வாழ்க்கை என ஜூமாவின் பலவீனங்கள் குப்தாக்களுக்கு வசதியாகின.

முதல் விஷ வித்து

ஜூமா அதிபரானபோது அரசின் கருவூலத்தை நேரடியாகக் கையாளும் அளவுக்கு குப்தாக்கள் வளர்ந்ததை ஆளுங்கட்சியின் அடுத்த கட்டத் தலைவர்கள் விரும்பவில்லை. குப்தாக்களின் வர்த்தக உறுதுணைக்காக ஏராளமான இந்தியர்கள் தென்னாப்பிரிக்காவுக்குக் குடியேறிருந்தார்கள். அதிகார போதையில் அவர்களில் சிலர் வெள்ளையினத்தவருக்கு நிகரான நிறவெறியுடன் நடந்துகொண்டார்கள். இந்த விஷ வித்து தென்னாப்பிரிக்கக் கறுப்பின மக்கள் மனதில் ஆழமாக விழுந்தது. குப்தாக்களின் அசுர வளர்ச்சி மீதான தென்னாப்பிரிக்கர்களின் பார்வை அதன் பின்னர் வேறானது.

ஜூமா கைதும் கலவரத் தீயும்

உட்கட்சித் தலைவர்களின் அதிருப்தி, எதிர்க் கட்சிகளின் நம்பிக்கையில்லாத் தீர்மானம் காரணமாகத் திரண்ட நெருக்கடி நெட்டித்தள்ளியதில் 9 ஆண்டு கால அதிபர் பதவியை ஜூமா ராஜிநாமா செய்ய வேண்டியதாயிற்று. அதே கட்சியைச் சேர்ந்த சிரில் ராமபோசா 2018-ல் அதிபரானார். ஆனால், கட்சி பாசத்தில் ஜூமாவுக்கு எதிரான நடவடிக்கைகளில் அரசு மென்போக்கு கொண்டிருப்பதாக மக்கள் கசப்படைந்தனர். மக்களின் மனப்போக்கை நாடிபிடித்த தலைமை சுதாரித்துக்கொண்டது.

தன்னிடம் இருந்த ஆவணங்கள் சிலவற்றை முறையாகச் சமர்ப்பிக்காத நீதிமன்ற அவமதிப்பு வழக்கில் 15 மாதச் சிறைத் தண்டனைக்கு ஆளானார் ஜூமா. உடனே அவரது ஆதரவாளர்கள் வன்முறையில் இறங்கினர். இன்னொரு வகையில் வேலைவாய்ப்பின்மை, பொருளாதாரச் சீரழிவு, ஊழல் முறைகேடுகள், முத்தாய்ப்பாகப் பெருந்தொற்று நெருக்கடியை அரசு அலட்சியமாகக் கையாண்டது... எனக் குமுறிக்கொண்டிருந்த பொதுமக்களும் கலவரத்தில் குதித்தனர்.

குறிவைக்கப்பட்ட இந்தியர்கள்

பசியில் சுருண்டிருந்த மக்கள் சூப்பர் மார்க்கெட்டுகள், உணவுப் பொருள் சேமிப்பிடங்களைச் சூறையாடினார்கள். இந்த நெரிசலில் சிக்கிப் பலர் இறந்ததும், கலவரக்காரர்களின் கோபம் குப்தா சகோதரர்களின் அட்டூழியங்கள் மீது மையம் கொண்டது. பின்னர், அங்கு வசிக்கும் இந்தியர்கள் மீது அந்தக் கோபம் திரும்பியது. தென்னாப்பிரிக்க விடுதலைப் போராட்டத்தில் இந்தியர்கள் பங்கெடுத்த வரலாறு கலவரக்காரர்களால் பொருட்படுத்தப்படவில்லை. இதற்கிடையே, ஜூமா ராஜிநாமா என்றதுமே குப்தா குழுமம் அடியோடு சுருட்டிக்கொண்டு அரபு நாடுகளுக்குப் பறந்துவிட்டது. அவர்கள் மீதான கோபத்தில் அப்பாவி இந்தியர்களைக் கலவரக்காரர்கள் காவு வாங்கினார்கள்.

டர்பன், ஜோகன்னஸ்பர்க் என இந்தியர்கள் அதிகம் வசிக்கும் நகரங்களில் தாக்குதல் அதிகரித்தன. கலவரத்தில் கொல்லப்பட்ட நூற்றுக்கணக்கானவர்களில் இந்தியர்களே அதிகம். இந்திய வெளியுறவுத் துறை அதிகாரபூர்வமாக அழுத்தம் கொடுத்த பிறகே தென்னாப்பிரிக்க ராணுவம் வீதிகளில் இறங்கிக் கலவரத்தைக் கட்டுக்குள் கொண்டுவந்திருக்கிறது. கலவரத்தீ தற்போதைக்கு மட்டுப்பட்டபோதும் உள்ளுக்குள் இன்னமும் கனன்றுகொண்டிருப்பதால், உயிரச்சத்தில் தென்னாப்பிரிக்க இந்தியர்கள் தத்தளித்துவருகிறார்கள்.

மகாத்மா காந்தியின் வழி நின்று நிறவெறியிலிருந்து விடுபட்டு முன்மாதிரி ஆப்பிரிக்க தேசமாக வளர்ந்துவந்த தென்னாப்பிரிக்காவின் சரிவுக்கும் இந்தியர்கள் சிலரே காரணமாகியிருப்பது வரலாற்றின் கழுவ முடியாத கறையாக மாறியிருக்கிறது!

உலகத்தை இப்போதுதான் புவியாகவும் பார்க்கப் பழகுகிறோம். சமூக, அரசியல், பொருளாதார மாற்றங்களாகவே உலக நிகழ்வுகளைப் பார்த்திருக்கிறோம். விண்வெளியாகவும் வெப்பமாகவும் பனிப்பாறைகளாகவும் கடல் மட்டமாகவும் மழையாகவும் மண்ணாகவும் உலகத்தைப் பார்த்து அதைப் புவியாகவும் அவதானிக்கப் புதிதாகப் பழகிவருகிறோம். பருவநிலை மாற்றம் இந்த அவதானிப்புப் புரட்சியைத் தூண்டியிருக்கிறது.

ஆனால், காவிரிக் கரையில் இந்த அவதானிப்பு மரபு புதியதல்ல. மண்ணும் நீரும் மழையுமே இங்கு மனிதர்கள் வலுவாக உணர்ந்த உறவுகள். ஐந்து தசாப்த நிகழ்வுகளைப் பருவநிலை மாற்றப் பின்னணியில் இங்கு புரிந்துகொள்ள இயலும். புவிப் பரப்பு முழுவதும் நிகழும் மாற்றமானாலும் அதற்கு அந்தந்த இடம் சார்ந்த உள்ளூர் புரிதலும் உள்ளதுதானே!

காற்றோடு வரும் காவிரி

ஐந்து மாற்றங்கள் காவிரிப் படுகையின் பருவ நிலையோடு தொடர்புள்ளவை: மேலக்காற்று என்ற தென்மேற்குப் பருவக்காற்று இப்போது வலுவாக இல்லை. ஐப்பசி, கார்த்திகை அடைமழை குறைகிறது. ஆறு வாங்காமல் எதிர்த்துக்கொள்வதால் பெய்யும் மழையும் வயல்களிலிருந்து வடிவதில்லை. மார்கழியின் கர்ப்போட்டக் கால மேகங்கள் கண்ணுக்குப் படுவதில்லை. தை மாதப் பனியும் குளிரும் அப்போதுபோல் இல்லை.

மே மாத நடுவிலிருந்து மேலக்காற்று தொடங்கிவிடும். கட்டைவண்டிகூட மேற்கிலிருந்து கிழக்கே வந்தால் மாடுகளை விரட்டாமலேயே வேகமாக வரும். அதுவே கிழக்கிலிருந்து மேற்கே சென்றால் எதிர்க்காற்றில் முயன்றுதான் நகர வேண்டியிருக்கும். காய்ந்த பனை ஓலையை வளைத்துச் சுற்றி, முனைகளைக் கருவை முள்ளால் இணைத்து, சிறிய சக்கரமாகச் செய்துகொள்வோம். ஆற்று மணலில் அதை வைத்தால் போதும்; மேலக்காற்றில் அது உருளும் வேகத்துக்குக் கூடவே ஓடி சிறுவர்களால் அதைப் பிடிக்க முடியாது. ஆடை சலசலப்பதுபோல் தூவாளி மணலை மேலக்காற்று தூற்றிச் சென்று ஆற்றுக் கரையோரம் சரித்துக் குவித்துவிடும்.

மேலக்காற்று காவிரியில் தண்ணீரைக் கொண்டுவரும் என்று சொல்வது வழக்கம். ஓடிவரும் வெள்ளத்தின் முதுகு சிலிர்க்கச் சிலிர்க்க இந்தக் காற்று அதைத் தழுவிக்கொண்டே இன்னும் வேகமாக வீசும். இங்கு மேற்குபார்த்த வீடுகளை விரும்ப மாட்டார்கள். அதுபோலவே புயலுக்குப் பயந்து தெற்குபார்த்த வீடுகளின் கூரையையும் உயரமாக வைக்க மாட்டார்கள். இன்றைய பருவநிலை இவற்றையெல்லாம் கவனித்து வீடு கட்டும்படி யாரையும் கட்டாயப்படுத்துவதில்லை!

ஐப்பசி அடைமழை சன்னமாகக் குறைகிறது. வழக்கத்துக்கு மாறாக, ஆனி ஆடி மாதங்களில் நாள் விட்டு நாள் நசுங்கலாகவும், சில நேரம் ஊன்றிப் பெய்யும் மழையாகவும் பருவம் தவறுகிறது. ஐப்பசி, கார்த்திகையில் அப்போதெல்லாம் பகல், அந்தி, இரவு என்று தெரியாமல் இழைந்துபோகுமாறு வானம் மூடிக்கொள்ளும். ஈசானியத் திக்கிலிருந்து பறக்கும் மாசி பாட்டம் பாட்டமாக பொழிந்துகொண்டே வானத்தில் கரைந்துபோகும். குடை தாங்காத மழை என்பதால் தென்னங்கீற்றில் குடலை செய்து தலையையும் முதுகையும் மறைத்து மாட்டிக்கொண்டு நடப்பார்கள். சோரப் பெய்யும் மழையால் தரையில் அடிவைக்கும் இடமெல்லாம் தண்ணீர் கொப்பளிக்கும். சிவப்பு, வெள்ளை, நீலோத்பலம் என்று அல்லி மலர் அடைத்துப் பூத்த குளமும் குட்டையும் வாய்க்காலும் இப்போது எங்கே ஒளிந்துகொண்டன?

மாட்டுக்குக் காய்ந்த வைக்கோல் ருசிப்பதுபோல் பச்சைப் புல் ருசிக்காது. பச்சைக் காய்கறியோ, அப்போதே பிடித்த மீனோ, அப்போதைய ஆட்டுகறியோ நமக்கு ருசிக்காது. கத்திரி வத்தல், அடைமாங்காய், கருவாடு, உப்புக்கண்டம்… இப்படி உப்பிட்டுக் காயவைத்த பண்டங்கள் மட்டுமே ருசிக்கும் நிலைக்கு மழைக்கால உடம்பு குன்றிப்போகும். மழைக்காலம் மழைக்காலமாக இல்லாத இந்தக் காலத்தில் இந்த ருசி பேதமும் நாக்குக்கு மரத்துப்போனது. பருவநிலை மாற்றத்துக்கு நம் உடம்பும் சொல்லாமலேயே மிக நுணுக்கமாக இப்படி மாறிக்கொள்வது விந்தைதான்.

வயலிலிருந்து வடியும் குறைந்த மழையையும் இப்போது ஆறு வாங்கிக்கொள்வதில்லை. ஆற்றின் எதிர்ப்புக்கு அதன் போக்கில் வளர்ந்த சீமைக் காட்டாமணியும் கடலோர இறால் குட்டைகளும் காரணம் என்று நினைத்திருத்தோம். இப்போது கடல் மட்டம் உயர்வதால் வரும் கடல் எதிர்ப்பும் ஒரு காரணமாக இருக்கலாம் என்று தோன்றுகிறது. மழை நின்று பத்து நாட்களாகின்றன; வெள்ளம் கிடையாது. ஆனால், வடிய வேண்டிய தண்ணீரை வாய்க்காலும் ஆறும் வாங்கவில்லை என்றால் அதற்கு வேறு என்ன காரணம் சொல்வது?

தொழிற்புரட்சிதான் தொடக்கமோ?

மழைக்காலம் முடிவதற்கு அடையாளமாக மார்கழி பாதிவாக்கில் வடகிழக்கிலிருந்து தென்மேற்காக வெண்மேகங்கள் கூட்டம் கூட்டமாகச் செல்லும். நேற்றுவரை கறுத்துக் கிடந்த வானம் இப்படி வரும் பொதி மேகங்களுக்குப் பெருந்தடமாக மாறிக்கொள்ளும். இதற்குக் கர்ப்போட்டம் என்று பெயர். மேகங்களின் போக்கு எவ்வளவு அதிகமோ அந்த அளவுக்கு அடுத்த ஆண்டு மழையும் அதிகமாகும் என்று சொல்வார்கள். நாம் ஒரு மேகத்தைப் பார்த்து ரசித்து ஓய்வதற்குள் அதைத் துரத்திக்கொண்டு அந்த இடத்துக்கு அடுத்த மேகம் வந்துவிடும். இப்போதெல்லாம் கர்ப்போட்ட மேகங்களை அதிகம் காண முடிவதில்லை. மழை குறைந்துவருகிறது என்பது வெறும் ஊகமல்ல என்பதற்கு இந்தத் தொடர் நிகழ்வை ஆதாரமாக்கலாம்.

எப்போதாவது மார்கழி, தை மாதங்களில் வெறும் புகைமூட்டமாக இருக்கும் பனியைப் பார்க்கிறோம். மழை பெய்து கூரைவாரி ஊற்றியதுபோல் அப்போது பெய்யும் பனி இப்போது இல்லை. தென்னை மரங்களுக்குக் கீழே திட்டுத்திட்டாகப் பனி சொட்டிக் கிடக்கும். குளிரில் மனிதர்களுக்குத் தூக்கம் கலைந்துவிடும். கோழி கூவுவதற்கு முன்பாகவே விழித்து, கிடைத்ததைக் கொளுத்திப்போட்டு வீட்டுக்குள்ளேயே கைகால்களைக் காய்ச்சிக்கொள்வார்கள். குளிர்காயும் சுகமும் உடம்புக்கு மறந்துபோனது. பனியைக் கொண்டே தழைக்கும் உளுந்தும் பயறும் வயல்வெளியிலிருந்து கிட்டத்தட்ட மறைந்துவிட்டன. அந்த இடத்துக்குப் பாசன உளுந்து வந்திருக்கிறது.

பருவநிலை மாற்றத்துக்குத் தக்க எப்படியோ நாமும் மாறிக்கொண்டே இருப்பதால் மாற்றங்கள் நம் பிரக்ஞைக்குள் திரண்டு இருப்பு பெறுவதில்லை. வரலாறு மிகவும் விதந்துகொள்ளும் தொழிற்புரட்சிக்கு முன்பு இருந்த நிலைமையோடு ஒப்பிட்டுத்தான் மாற்றங்களை அடையாளம் காண்கிறார்கள். அந்தப் புரட்சியைப் பருவநிலை மாற்றத்தின் தொடக்கமாக்குவதும் நமக்கு ஒரு அதிர்ச்சியே!

At the recently concluded Parliament session, there was a demand to lift the 50% cap on reservation imposed by the Supreme Court through the legislative route. With the 2021 Census coming up, several political parties have demanded a nation- wide caste census. They argue that a Socio-Economic Caste Census is the only way to make a case to breach the 50% cap on reservation and rationalise the reservation matrix in the country. Is a caste census desirable? Satish Deshpande and Valerian Rodrigues discuss the question in a conversation moderated byK.V. Aditya Bharadwaj.Edited excerpts:

There is a vocal demand to breach the 50% cap on reservation. Some States like Tamil Nadu have already done this. Do you think it is desirable to breach this cap?

Satish Deshpande:The 50% cap, as introduced by the court, has not really been argued through. Reservation in our country has been caught in ideological misgivings. It is constructed as though it is the only departure or the main departure from fair competition, but that is simply not true. The absence of reservation does not mean that the playing field is level. Reservation is one among many considerations which affect competition among candidates. Therefore, I think there is nothing sacrosanct about the 50% limit − it can be exceeded, if necessary, but a clear argument should be given for why this is being done.

Valerian Rodrigues:While I agree that there is nothing sacrosanct about the 50% cap, I still feel that it is a prudent rule. The reservation policy is one of the elements of the larger structure of democratic constitutionalism in India that by definition subscribes to the argument of equality of citizens. Reservation, no matter how extensive, is going to cater only to a small proportion of those who are entitled to it. Exceptionally, however, reservation can be accepted, extended, but we do need to know very well that the rule is 50% and if there is an extension, it is an exception.

I also want to say a couple of more things regarding reservation in India — the way it is practised has invariably led to [the growth of] elites among castes and communities. These elites within the castes have tended to exercise their dominance over their very communities and not let them exercise the kind of freedoms, or search for equality, which any democratic polity deserves. Eventually, the bent in a good society should not be to preserve caste but to strengthen democracy. Therefore, we need to see where the convergence lies. The more you actually begin to dole out reservation, the more the tendency to preserve caste, protect it, precisely because that becomes the bastion for the dole.

Many have argued that a Socio-Economic Caste Census would be the best way to rationalise reservation based on data and make a strong case for breaching this gap. Earlier governments argued that counting caste will perpetuate it. Do you think a caste census is actually desirable at the national level today?

VR:I feel that a caste census is absolutely desirable in India today. And the purpose of a caste census is not merely geared to the reservation issue; a caste census would actually bring to the fore the large number of issues that any democratic country needs to attend to, particularly the number of people who are at the margins, or who are deprived, or the kind of occupations they pursue, or the kind of hold that institutions like caste have on them. This information is absolutely necessary for any democratic policymaking. The courts in India have often emphatically said that it is important to have adequate data with regard to reservation. Very often, States have shied away from gathering this data. Now, data gathering itself is a big problem because it can become very, very invasive. But we need to actually balance it with enabling people and asserting citizen equality.

SD:We have got locked into a mindset where we think only those communities which want welfare benefits from the state must be enumerated. We should not be associating enumeration of communities only with welfare programmes, that is to say only with communities that are, in some sense, needy. Caste is not only a source of disadvantage; it is also a very important source of privilege and advantage in our society. Caste enumeration is also required to document, as far as possible, this privilege. We have to stop thinking of caste as being applicable to only disadvantaged people, poor people, people who are somehow lacking. The opposite is even more true: caste has produced advantages for certain communities, and these also need to be recorded. In my opinion, when everyone’s caste is counted, we will finally come out of the unhelpful mindset of thinking of caste as an exception meant only for those who are supplicants of the state. The state has helped privileged communities far more, even though this help has not taken the explicit form of programmes like reservation. The naming and counting of caste is a difficult thing that we have to pass through in order to bring about a future when it will not matter as much as it matters today.

It is actually many of the OBC [Other Backward Classes] leaders and parties that have been demanding the enumeration of castes. But the somewhat unsaid opposition to it seems to be coming from the upper castes.

VR:I don’t think that counting of caste necessarily perpetuates caste or the caste system. However, under certain conditions, enumeration of caste for cultivating elitism can be a backward step to hold on to caste. But that is concerning the elites. Overall, the democratic dividends of enumeration of caste are much higher. There are a lot of myths which actually deprive a large number of people, particularly on the margins. Let’s take the case of Karnataka. For a long time, there were claims that among the castes, the Lingayats are the most numerous.But a lot of other studies have brought out that this may not be true. And these kinds of myths lead to the argument that given that this is a caste which is numerous, it has to be constantly placated. This is true of Karnataka, Kerala, Maharashtra and several places across India. These myths can be debunked through a caste census. There is a vested interest among Backward Class leaders demanding that caste be enumerated. There is a section of people in India who relish claiming that they are casteless while utilising all the benefits that a democratic dispensation provides to them. This can be debunked by saying, look, you have benefited so much across the years, while there are people in this country who have either not benefited at all or if they have benefited, it is nothing in comparison to what you have and most of these benefits that have accrued to you are precisely because you belong to a certain caste.

We have had two exercises of a caste census — one carried out by the Union government in 2011 and another by the Karnataka government in 2015. Data from both censuses have not been made public and the governments have also disputed the data. Why is a caste census always controversial?

SD:Yes, this is a demonstration of the principle that those in power control data and information. We have had instances where this data has been collected but has not been made public. I have to also emphasise that a caste census is a necessity, it is not a happy thing, it is not a great achievement, it is just something that we have to do. It will also, I think, increase friction, to some extent harden caste identities in the short term. But not counting caste is much worse. And one of the major things we will have to fight against in this journey is the vested interests of particular governments. You see, we say that democracy is rule by the people, but it is not. It is rule by a particular party or parties which have won an election. And once they have won an election, they have their own vested interests. So, this is a larger issue with democracy that has to be countered.

Governments shying away from releasing the data of a caste census seems to be a bipartisan issue. How do we find the political intent and capital to carry out this exercise?

SD:I am actually quite pessimistic. I don’t think a caste census will happen unless something extraordinary happens in our polity. As you said, this seems to be a bipartisan issue. And in my opinion, the main need is that of exposing privilege. There are also important questions of demands coming up because of mismatches between the numbers that we come out with and the share in resources that different communities have. This is a kind of nightmare that all governments fear. So, they would much rather leave things vague.

VR:I make a slightly different assessment. I think the ruling dispensation is seriously feeling that it needs to reach out to the Backward Classes. The Backward Classes are more than 50% of the population. And this dispensation knows that it cannot afford to lose the support of the Backward Classes. So, there has recently been a tendency within the dispensation to bring the Backward Class elite to the forefront. Therefore, I am not negative that this dispensation, or the UPA government, would be wholly denying a caste census. However, like the UPA government escaped by saying that a caste census would be different from the general census and called for only certain issues to be enumerated, this dispensation also might actually play the same game and begin to disconnect the caste census from the general census. What is required is to bring the caste census alongside the general census. Only then will we know the situation.

SD:Yes, this is a very important issue. I agree completely. We cannot separate the caste census from the general census. Only if we don’t will the exercise make sense. But what really worries me about this particular government given its record in the past few years is the integrity of data. A caste census is badly needed, but a caste census without data integrity would be much worse. A suspect caste census would be much worse than no census at all.

The data of caste censuses have always been disputed, probably due to the contest of several vested interests in accepting the data. While Hindutva forces seem to be trying to co-opt subaltern communities that are demanding a caste census, how do they handle the paradox of the caste question?

SD:I think this is the central issue. The problem is that the core support for the ruling party is upper caste, at least in mentality, if not always strictly in terms of caste identity. But the upper castes are a minority; hence the unavoidable electoral necessity of bringing in the middle castes, and the Dalits who provide large numbers. This is a political balancing act, where you invite the lower castes promising to give them the place denied to them for so long. At the same time, you have to keep your core supporters happy. The core supporters are extremely uncomfortable when the social distance between them and the castes that they believe are lower than them appears to shrink. They get very upset. All over the country, the conflict between Dalits and OBCs is bitter and violent. How do we square this circle? This is the main challenge for Hindutva politics.

A caste census is badly needed, but a caste census without data integrity would be much worse. A suspect caste census would be much worse than no census at all.

The scale of devastation caused by India’s COVID-19 epidemic is gradually becoming clearer. This is thanks to the efforts of journalists,The Hinduincluded, who have been gathering all- cause mortality data from around the country.

The mortality data, from State and city civil registration systems, paint a grim picture of a major increase in deaths across the country during the novel coronavirus pandemic. Very few of these additional deaths have been recorded as COVID-19 deaths.

Cautious estimate

We can try to understand the scale of the tragedy via a simple question. How many extra deaths have occurred, over and above those expected in normal times? The data suggest an approximate answer: during 15 months from April 2020 to June 2021, there were 3.5 million-3.7 million “excess deaths” nationwide. This amounts to 35% more deaths than expected.

This estimate is cautious, and likely to increase as more data come in. Data for June and beyond are very limited, and so the story is incomplete.

Before we examine the numbers it is important to understand the context. There are several reasons why estimating a surge in mortality is difficult. We need to know how many deaths have occurred during the pandemic, and how many to “expect” in normal times. The idea is to carefully reconstruct these numbers from death registrations and survey-based estimates of pre-pandemic mortality.

Data in the pandemic period

But death registration data for the pandemic period are limited. It is unavailable for some States, and incomplete in others, for example coming from online systems which do not log all death registrations. Some data are organised according to date of death, and some by date of registration. Moreover, there are uncertainties about death registration prior to the pandemic. In some States, official estimates of levels of registration, which we use, appear to be overestimated.

Compounding the difficulties, registered deaths show complex trends in some States — for example, gradually increasing prior to the pandemic, but dropping sharply around the time of the national lockdown before the pandemic deaths start to show.

To arrive at the estimates here, we examined data from 12 States where partial or complete civil registration data are available for at least January 2018 to May 2021: Andhra Pradesh, Bihar, Haryana, Himachal Pradesh, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Tamil Nadu and West Bengal. These States comprise roughly 60% of the national population.

During April 2020-May 2021 we found six million death registrations in the data; that is 1.3 million more than expected from 2019 data. If we assume — perhaps optimistically — that the deaths which were not captured in these registration systems, including unregistered deaths, rose proportionately, we arrive at an estimate of around 1.7 million excess deaths in these States up to May.

If these 12 States reflect the national picture, then India saw around 2.8 million excess deaths nationwide during April 2020-May 2021. This is 8.5 times the official COVID-19 death toll of 3,32,000 over the same period.

Global comparison

Using limited data for June (currently available only for Andhra Pradesh and Punjab), or assuming that the ratio of excess deaths to official COVID-19 deaths does not change rapidly, we estimate 3.5 million-3.7 million excess deaths nationwide by the end of June. Over a 15 month period, for every three expected deaths, there was a further “pandemic death”.

This places India among the harder hit countries in the world. It would mean that relative to baseline, India’s surge in mortality is lower than that of Mexico, similar to that of Brazil and South Africa, and considerably higher than in the United States, the United Kingdom and most of western Europe.

Moreover, the estimates here are conservative. More up-to-date data will push up the numbers. There are also hints that disruption may have prevented — and not merely delayed — many death registrations. For instance, we see significant drops in birth registrations during 2020 in some States where this data are available, most noticeably in Kerala and Andhra Pradesh. Moreover, there are good reasons to believe the mortality surge may have been greatest in marginalised communities where death registration is weaker.

We cannot be sure how many of India’s excess deaths were from COVID-19. According to the latest national serosurvey, around 60%-70% of people in India may have been infected with the virus by June. If so, international data on fatality rates suggest we should expect two million to four million COVID-19 deaths. So, it is quite plausible that the majority of India’s excess deaths have been from COVID-19. But we cannot rule out a significant surge in non-COVID deaths too.

Individual States

In individual States, all-cause mortality data paint diverse pictures. Kerala, Punjab and Himachal Pradesh stand out for having somewhat lower excess mortality than expected, even after we adjust for possible disruptions to registration. Andhra Pradesh and Madhya Pradesh, on the other hand, saw considerably more deaths than expected.

Overall, around two-thirds of the excess deaths took place during a shocking mortality spike around May 2021. But the time-course varies in different States. Madhya Pradesh’s explosive second wave accounted for 80-90% of its excess deaths. By contrast, Maharashtra saw more even surges, with over 40% of its excess deaths during its first wave.

There are striking variations in the ratio of excess deaths to recorded COVID-19 deaths. In Maharashtra excess deaths up to May 2021 are roughly four times recorded COVID-19 deaths, or less if we factor in reconciliations of COVID-19 deaths during June and July. By contrast, in Madhya Pradesh, excess deaths are an astonishing 25-30 times recorded COVID-19 deaths.

Exploring the stories behind these variations is important for understanding the pandemic and disease surveillance in India.

Considerable gaps remain. Some civil registration data are available for Uttar Pradesh up to April 2021, and these appear to show a major surge in mortality; but there are huge fluctuations in registrations, and unexplained discrepancies with historical data which make it hard to use this data with any confidence. Where civil registration data are of poor quality or unavailable, large-scale mortality surveying could help to fill the gaps.

A perspective

Could the sharp rise in death registrations reflect not a surge in mortality but improvements in death registration? This claim has been made, but is not credible for several reasons. If we accept the estimate that 92% of deaths were registered in 2019, higher registration coverage could not cause a 35% surge in death registrations.

In fact there is little evidence for improving death registration during the pandemic. During the relatively quiet period between the two COVID-19 waves (January-March 2021), we see death registrations return close to 2019 baseline levels. And throughout the pandemic period, we see a very strong association between monthly excess deaths and official COVID-19 deaths, strongly suggesting these are pandemic-related excess deaths, and not a reflection of underlying trends in registration.

There are no easy ways to explain away or deny the scale of the catastrophe. Yes, there are uncertainties, and details will change as more data become available. Most likely, the numbers will increase. One thing is clear: during the COVID-19 pandemic, India has witnessed a surge in mortality on a scale not seen since Independence.

The recent visit by the Indian Air Force chief, Air Chief Marshal R.K. Bhadauria, to Israel offers a window to study how New Delhi is taking advantage of the Abraham Accords deal signed between Israel and a consortium of Arab States led by the United Arab Emirates (UAE) in 2020 (https://bit.ly/3yWH0HY). According to reports, an Indian contingent of the Indian Air Force (IAF) will now visit Israel in October to take part in multilateral military exercises.

Deepening cooperation

In the same week as ACM Bhadauria’s visit, India also conducted the ‘Zayed Talwar’ naval exercises with the UAE off the coast of Abu Dhabi, further deepening the fast-developing strategic cooperation between the two countries. In December 2020, Indian Army chief, General M.M. Naravane, visited the UAE and Saudi Arabia, becoming the first chief of the Indian Army to do so. The foundation for these visits was set by the (now former) chief of the Indian Navy, Admiral Sunil Lanba, in 2017, who visited the UAE and Oman, the latter being home to Duqm Port where New Delhi signed a deal with Muscat for access to the facility, including dry dock use by the Indian Navy. The above examples show the pacey developments on the defence front between India and the West Asian region. The signing of the Accords has removed a significant strategic obstacle for New Delhi — that of a trapeze wire delicate balancing act India has had to play out between the Arab Gulf and Israel over the decades. This status quo is now witnessing a change, with Israel inaugurating its first diplomatic mission in Abu Dhabi and direct flights, business and tourism picking up between the two countries over the past few months. New Delhi had welcomed the Accords, highlighting its support for mechanisms that offer peace and stability in the region.

The thread

India’s trajectory towards an increased strategic footprint in West Asia has been in development for some time now. Starting from the relatively low-key staging visit to Saudi Arabia conducted by the IAF in 2015, to hosting visiting Iranian naval warships in 2018, defence of the critical waterways in and around the Persian Gulf, the Arabian Sea and the extended Indian Ocean Region (IOR) has taken a driving seat in Indian strategic thinking.

Recently, as tensions between Iran, Israel and the United States flared up in the Persian Gulf, the Indian Navy orchestrated Operation Sankalp, which saw Indian warships escort on an average 16 Indian-flagged vessels a day. This comes as covert attacks on merchant vessels in the region expand, with tensions between Iran and Israel spilling across the region. Till a certain extent, the Accords, from the UAE’s perspective, were to make sure the emirate along with its international centres of trade such as Dubai and Abu Dhabi do not become targets between Jerusalem and Tehran. However, not all Arab States have been on board with the geopolitical shifts the Accords have pushed through. Despite a lot of effort from Israel, under the (now former) Prime Minister Benjamin Netanyahu, Saudi Arabia has maintained a distance from this arrangement. More recently, Riyadh has praised the Accords, but said that the resolution of the Palestinian State remains at the forefront of its requirements.

It is imperative to remember here that despite India’s rare but arguable successes in a ‘non-alignment’ approach in West Asia, it has taken one-sided decisions in the past, such as training Iraqi Air Force cadets on MiG aircraft in Tikrit between 1958 and 1989, while also maintaining good relations with former President Saddam Hussein, seen as a critical part of India’s energy security thinking. The rationale behind such thinking back then has not changed even in 2021, as India still imports more than 80% of its annual oil requirements, much of which still comes from suppliers such as Iraq and Saudi Arabia.

The Iran link

Iran, as part of India’s ‘West Asia’ construct, will also play a significant part in India’s outreach in the months to come as the crisis in Afghanistan deepens. The fact that New Delhi used Iranian airspace and facilities when evacuating its diplomatic staff from Kandahar in July showcases a level of strategic commonality, interest and play on certain issues in the region. Keeping this in mind, connectivity projects such as Chabahar Port and Chabahar-Zahedan rail project (project discussions are still on) amongst others remain critical. Recent multiple visits by India’s External Affairs Minister S. Jaishankar, and Defence Minister Rajnath Singh followed by Iranian Defence Minister Brigadier General Amir Hatami’s visit to India highlight a revitalised strategic cooperation between the two countries despite multiple obstacles in the bilateral relations, led by U.S. sanctions against Tehran and the general tensions between Israel, the Gulf and Iran via proxy battles in theatres such as Yemen, Syria and beyond.

India’s strategic play in West Asia will be reflective of its economic growth, and by association, an increasingly important place in the global order. From the UN Security Council to the Indo-Pacific, New Delhi will be expected to be more assertive, diplomatically and militarily, in its posturing and shed the cloaks of its foreign and strategic policies being conducted from a stage balanced on a fence.

A preliminary report of a nationwide survey conducted by Lego Foundation in Denmark stated that students give importance to peer interactions, good teachers, fun learning content and knowledge gained from experimental approaches. The UNICEF says that children want to go back to school. We can reasonably assume that these aspirations hold true for Indian children but how prepared are we to send them back to school?

According to various estimates, the pandemic and lockdowns have led to an alarming drop-out rate from schools, migration of children from private to government schools due to inability to pay fees, increased abuse at home, inadequate nutrition, etc.

Industry experts will agree with the claim that for adults to unlearn and relearn is a very expensive and time-consuming process. Thus, if the foundation of education is weak, any effort at a later stage to strengthen it will only yield sub-optimal results.

Issues to be addressed

So, what are the major factors that need to be addressed at the foundational level? UNICEF has raised the issue of nutrition. Children, depending on their age group and gender, need to consume 1,000-3,200 calories per day. How close do India’s mid-day meal schemes address their nutritional needs?

The UNDP Human Development Report 2019 states that students who fall behind may struggle “if the level of classroom instruction (based on textbooks that follow ambitious curricular standards) is considerably above their learning level. These problems are exacerbated at higher grades, if students are automatically promoted to the next grade without having acquired foundational skills.” While the National Education Policy (NEP) 2020 proposes pedagogical freedom to the teacher, content-heavy curriculum forces instructionist rather than constructivist engagements by default, as teachers are always short of time. As a result, students simply consume what they are taught; they don’t become creators. Supporting slower foundational development while focusing on the essentials will allow for deeper and more meaningful learning.

Need for skilled teachers

The National Curriculum Framework for Teacher Education 2009 quoted the NEP 1986 which said, “The status of the teacher reflects the socio-cultural ethos of the society; it is said that no people can rise above the level of its teachers”. NEP 2020 has entrusted the intellectual development of kindergarten children from underprivileged sections to matriculation-pass Anganwadi teachers and helpers whose monthly salary is about Rs. 10,000 and Rs. 5,000, respectively. Anganwadi teachers will not be able to fulfil the task of developing underprivileged kindergarten students into creators simply because they lack the expertise to do so. The proposal to upgrade their skills using online methods is grossly inadequate.

Working in rural areas

If the sight is on the 2030 Sustainable Development Goal for Education, India needs to work on a war footing. It will have to acknowledge that EdTech is a resource of the privileged and learning higher-order cognitive skills requires time and personal support. One way is to mobilise students in higher education to contribute three to six months in government-sponsored programmes by working in the most remote and underdeveloped areas to educate children and teachers. Private companies could also sponsor mentorship programmes where employees spend about a month on the field. This will have a transformative effect on all the participants involved. Current solutions appear to be designed in the cloud without adequate exposure of the ground.

The ability to successfully satisfy Sustainable Development Goal 4 will depend on the priority afforded to school education. And with budgetary allocations based on priority, the question that begs to be asked is, what is the priority of school education?

Less than a fortnight after the RBI announced its latest monetary policy, a team of its officials has provided an optimistic assessment of the ‘State of the Economy’ in the August issue of the central bank’s monthly bulletin. Pivoting from what the bank posited on August 6 when it said, “the outlook for aggregate demand is improving, but still weak and overcast by the pandemic”, the officials led by Deputy Governor Michael D. Patra asserted that aggregate demand conditions had been buoyed by pent-up demand released by unlocking and vaccination. And, evidence that the economy was gaining traction could be seen in “manufacturing activity gradually turning around even as the contraction in services had moderated”, they wrote. The authors of the article have arrayed several high-frequency indicators including E-way bills, toll collections, fuel consumption, automobile dispatches and registrations, and rail freight volumes to buttress their view that demand is regaining momentum. The team has also pointed to a private forecaster’s data showing a sizeable sequential decline in the unemployment rate last month — to 6.95% from 9.17% in June, and that with a pronounced rural bias — to posit that this reflects the “resilience of the rural sector on brightened agricultural prospects”. But the authors elide over the fact that the CMIE, whose survey-based unemployment rate they have cited, is far less sanguine about the addition of approximately 16 million jobs in July.

CMIE MD Mahesh Vyas contends in an analysis that “all the additional employment provided by India in July was of poor quality” while better quality salaried jobs shrank by 3.2 million, noting that the bulk of the rural jobs added were of temporary farm labour linked to delayedkharifsowing. The RBI officials also throw no additional light on the concerns that earlier this month prompted the central bank’s Monetary Policy Committee (MPC) to cut its own June forecast for GDP growth in the second, third and fourth fiscal quarters by between 0.5 and 0.9 percentage points. On inflation too, the article’s authors have pitched an upbeat prognosis citing July’s 70 basis points month-on-month deceleration in retail price gains to 5.6% as “reinforcing the view that the recent upsurge has peaked and the worst would be behind us”. However, official food price data for the August 1-12 period reveals an uptick in cereal prices, while edible oils continue to see price pressures after July’s 32.5% inflation rate for oils and fats, belying the authors’ optimism. The RBI Deputy Governor overseeing monetary policy admits the internal dilemma at the MPC observing that ultimately the policy decision was “a judgment call” as any move to tame inflation by one percentage point would mean ‘sacrificing’ 1.5-2 percentage points of GDP growth. In postulating an either-or trade-off, monetary authorities risk achieving neither goal and sending the economy into a harder to redress state of ‘stagflation’.

Women have been fighting a tough and uphill battle for equal opportunities in the Indian Army. In a landmark judgment in February 2020, the Supreme Court asked the Government to abide by its own policy and grant permanent commission to women in the Short Service Commission and give them command postings in all services other than combat. InThe Secretary, Ministry of Defence vs Babita Puniya & Others, the top court pointed out that women had played a “significant role” in the army since their induction in 1992 and extending permanent commission to women SSC officers “is a step forward in recognising and realising the right of women to equality of opportunity in the Army”. Despite the stringent verdict, systemic issues remain in the Army, and women have gone back to court to sort out the issues. Another step towards ensuring that women get an equal opportunity, as laid down by the Constitution, has been taken on Wednesday, when the Court passed an interim order allowing women to appear for the National Defence Academy entrance exam on September 5. Till now, women could join the Army through the Indian Military Academy and the Officers Training Academy. The directive allows girls who clear the exam to study at the NDA and then at the IMA or the naval and air force academies and become commissioned officers.

The directive is subject to further orders from the Court, and the case has been posted for hearing again on September 8. When Additional Solicitor-General Aishwarya Bhati, appearing for the Government and the Indian Army, told the Court that it was a policy decision not to allow women to take the NDA exam, the Bench, of Justices Sanjay Kishan Kaul and Hrishikesh Roy, said it was based on “gender discrimination”, directing the Centre and the Army to take a constructive view. The Bench pointed out that closing a route of entry for women to join the Army was discriminatory. The ruling came on a writ petition filed by Kush Kalra seeking permission for women to sit for the NDA entrance exam. Mr. Kalra argued that Articles 14, 15, 16 and 19 of the Constitution, which uphold the values of equality and allow equal, non- discriminatory opportunities at work, were being violated by denying eligible women the opportunity. Though the legal route has helped overcome some of the hurdles, it will be a long haul before gender parity is fully achieved in the Army. In that context, the Prime Minister’s Independence Day announcement that girls will be granted admission in the Sainik Schools is a welcome move towards preparing them for an equal role and life in the military.

The Centre has decided to take emergency steps to tackle the problems of storage and movements of foodgrains arising out of bumper crops in the country this year. Briefing pressmen here to-day [New Delhi, August 19] after a conference of State Food Ministers, which, perhaps for the first time in Independent India’s history, discussed the problem of plenty in agriculture, the Union Minister for Food and Agriculture, Mr. Fakhruddin Ali Ahmed, said the State Food Ministers agreed that in view of the expected massive arrivals of foodgrains in the markets immediately after harvest, measures should be worked out to handle procurement and marketing. Mr. Ahmed, who had presided over the conference, said the State Food Ministers had unanimously agreed to evolve a co-ordinated approach by the Centre and the States to improve the storage and movement position following massive procurement of grain and the record wheat crop of over 23 million tonnes.

Banning words for political considerations — or, in fact, for almost any other reason — is going down the slipperiest of slopes.

“Language,” the literary critic Terry Eagleton once wrote, “is the root of all identity. To tamper with it is either poetry or treason.” The Manohar Lal Khattar government in Haryana, though, does not seem constrained by these high-minded sentiments. In the most recent salvo in the seemingly perpetual battle between free speech and “hurt sentiments”, it has decided to go to bat in defence of the latter. According to a state government spokesperson, the chief minister of Haryana has decreed that the use of the phrase “gorakh dhanda” be banned in the state. “The expression cannot be used now in any context.” Gorakh dhanda is a colloquialism used in large parts of north India to describe unethical practices. Reportedly, Khattar decided to outlaw the phrase after meeting a delegation of the Gorakhnath community, who are ostensibly offended by it.

Words, of course, are curious things. Language can enforce inequalities, jokes can dehumanise people. On the other hand, language evolves and not every word and phrase — particularly when it morphs into metaphor — is an insult. Banning words for political considerations — or, in fact, for almost any other reason — is going down the slipperiest of slopes. Are poor dancers the target of a saying like “naach na jaane, aangan tedha”? Should schoolchildren no longer hear the phrase “andhon mein kaana raja”, lest it is deemed too ableist? After all, taken literally, these terms can be seen as offensive to some class of people or other.

In fact, by trying to prevent “hurt sentiments”, the government does a great disservice to the people it claims to protect. It makes children of adults, thinking of them as being swayed by the optics of banning words by an over-interfering father figure of the state. There are many followers of Gorakhnath, an 11th-century religious figure, but to use their piety as a political ploy to tamper with language is certainly not poetry.

The megaphones of the powerful might wish to convince the gullible otherwise, but the court has reaffirmed that justice is arrived at by a consideration of facts and evidence. The rest is noise.

Seven years after the death of his wife Sunanda Pushkar, a Delhi court has cleared Congress MP Shashi Tharoor of charges of cruelty and abetting her alleged suicide. It is reassuring and welcome that the last word in this unfortunate case belongs not to the high- decibel proclamations of primetime juries and executioners, but to the rigour of due process. The court found no grounds to sustain the case against Tharoor. The prosecution could not conclusively convince the court that Tharoor “provoked, incited or induced the deceased to commit suicide”. It decided that he did not deserve to stand trial on the basis of the flimsy evidence presented: “…criminal trials require evidence. No doubt a precious life was lost. But in the absence of specific allegations and sufficient material … on the basis of which the court could, at this stage presume that the accused had committed the offence, the accused cannot be compelled to face the rigmaroles of a criminal trial,” the court said.

In the seven years since Pushkar’s death in January, 2014, Tharoor was compelled to face a vicious, fact-free, slander-heavy media trial. Television channels and prize anchors cried murder and broadcast dubious tapes, reporters pursued him at press conferences. So much so that the Delhi High Court had to reprimand a channel and restrain it from running a “parallel” investigation. The hounding of Tharoor only followed a template that has been used by news television many times in the past. A mix of salacious unverified detail, vigilante indignation and voyeurism is used to appeal to the worst in viewers’ instincts, and tap their insecurities to scapegoat a victim. This is the playbook that was put in action in the Aarushi Talwar case; and that led TV warriors and social media into a terrain of alt-facts and conspiracy as they bayed for actor Rhea Chakraborty’s arrest for the suicide of Sushant Singh. Spiked with communal poison, it was also used to dehumanise the Tablighi Jamaat. In the Pushkar death case, the private life of a prominent politician became the easy target. While Tharoor had the resources to fight this case and stare down the vilification, ordinary citizens have little defence against such campaigns of cynicism.

The megaphones of the powerful might wish to convince the gullible otherwise, but the court has reaffirmed that justice is arrived at by a consideration of facts and evidence. The rest is noise.

The beginning of the end of a judicial deadlock on vacancies in the highest court is immensely welcome. The recommendation by the Supreme Court Collegium headed by Chief Justice of India NV Ramana of nine names for appointment as judges to the top court, breaks the 22-month-long impasse during which no consensus could emerge within the Collegium even as vacancies remained unfilled. The forward movement on appointments — the government’s response is awaited — is also heartening because it brings into sight the possibility of the first woman chief justice of India. But the prolonged stalemate has not gone without a trace. It had reportedly developed around the insistence of Justice Rohinton Nariman, who retired only days ago, on the inclusion of the two senior-most judges in the all-India list of HC judges in any list of recommendations — one of the two judges, Chief Justice of Tripura High Court Akil Kureshi, is absent from the final nine. Yes, an institution cannot be kept on hold because of one individual. And yet, the missing name on the Collegium’s list raises unanswered questions.

In October 2017, the Collegium, then headed by CJI Dipak Misra, had decided that “decisions henceforth taken by the Collegium indicating the reasons shall be put on the website of the Supreme Court, when the recommendation(s) is/are sent to the Government of India…”, because “on each occasion the material which is considered by the Collegium is different”. And briefly, for about two years, the court did try to bring in more transparency in matters of elevation and transfer of judges. But now the absence of any public reasoning has cast the spotlight on a judge whose elevation became a point of contention even earlier. In September 2019, the SC Collegium headed by CJI Ranjan Gogoi reversed its May 2019 recommendation appointing Justice Kureshi as chief justice of the Madhya Pradesh High Court, after the government sent the file back for reconsideration and instead recommended him for the position of chief justice of Tripura. Earlier, in November 2018, when the post of chief justice of Gujarat High Court fell vacant, it was not Justice Kureshi who took charge as acting CJ, as the senior-most judge, as per convention. He was, instead, transferred to Bombay HC as its fifth senior-most judge. It is this sequence of events that makes his absence from the Collegium’s list more conspicuous.

While the possibility of a woman CJI has now come into view, the fact that her tenure will last just over a month highlights the urgency of planning ahead, widening the pool — more women judges need to be elevated in the high courts. This is necessary and important, as never before, in an institution whose centrality in keeping constitutional democracy honest and tethered to its founding ideals, commitments and rules only grows.

The railing in the Amazon-Future Group case has laid the foundation for recognition and enforcement of emergency awards under Indian arbitration law.

The legal tussle between Amazon and the Future Group regarding the acquisition of Future Retail Ltd. (FRL) by the Reliance Industries Group has been in the headlines. The first battle has been won by the tech giant. The judgment delivered by the Bench of Justice Rohinton F Nariman and Justice B R Gavai has laid the foundation for recognition and enforcement of emergency awards under Indian arbitration law. It is a reaffirmation of the fact that India is gradually stepping towards being an “arbitration-friendly” jurisdiction.

The genesis of the tussle was the transaction entered into between the Biyani Group and the Reliance Industries Group in August 2020 for the amalgamation of FRL with Reliance Industries and for complete disposal of its retail assets in favour of the Group. Prior to the said transaction, Amazon had invested an amount of Rs 1,431 crores in Future Coupons Pvt. Ltd. (FCPL) based on rights granted to FCPL with regard to FRL, particularly for FRL’s retail stores, under certain shareholders’ agreements. Amazon initiated arbitration against the Biyani Group, including FRL, under Singapore International Arbitration Centre (SIAC) Rules. No entity from the Reliance Industries Group was made party to the arbitration. Amazon made an application seeking urgent interim reliefs under SIAC rules and the appointment of an emergency arbitrator. The emergency arbitrator appointed, made an award in favour of Amazon in October 2020, restricting the Biyani Group from proceeding ahead with the disputed transaction.

This leads to the question — “What is an emergency award?” It is an award rendered by an emergency arbitrator, appointed prior to the formal constitution of an arbitral tribunal by an arbitral institution. It is a recent mechanism introduced by arbitral institutions to encourage parties to seek urgent interim relief from an arbitral institution rather than from a court. The raison d’etre for this is that arbitration is a dispute resolution mechanism requiring minimal interference from courts. Many leading arbitral institutions such as SIAC, ICC and LCIA have provisions for the appointment of an emergency arbitrator. As far as India is concerned, the 246th Law Commission Report had recommended an amendment in the Arbitration and Conciliation Act, 1996 (‘Indian Arbitration Act’) to grant statutory recognition to an emergency award. The proposed amendment, however, was not included in the amended Act. Some of the indigenous arbitral institutions though, such as the Delhi International Arbitration Centre, have made provisions for emergency arbitration.

Interestingly, the Biyani Group proceeded with the disputed transaction, construing the emergency award as a nullity. On the other hand, Amazon filed an application before the Delhi High Court for enforcement of the award. The matter was heard by Justice J R Midha (Retd.) who had the task of answering two novel legal questions — whether the emergency award is an interim order under section 17(1) of the Indian Arbitration Act, and whether it can be enforced under section 17(2).

Midha passed a detailed judgment in March 2021 against the Biyani Group, holding the emergency award to be an interim order under section 17(1) and enforceable under the Indian Arbitration Act, and also holding the Biyani Group to be in violation of the emergency award and directing attachment of its assets. The Biyani Group, indubitably, challenged the order.

The case eventually reached the Supreme Court. With no precedential assistance and significant questions to be answered, it was to be seen whether the decision of the Supreme Court would be accorded global appreciation, or would be castigated similar to that in ONGC v. Saw Pipes. The Supreme Court judgment emphasised party autonomy in arbitration, which includes the right of the parties to choose institutional rules as the governing rules of arbitration. Once chosen, the parties are bound by such rules. The Court also held that the Indian Arbitration Act does not prohibit the parties from agreeing to a provision providing for an emergency arbitrator and that the term “during the arbitral proceedings” is wide enough to encompass emergency arbitration proceedings. The Court ultimately held the emergency award to be an interim order under section 17(1) of the Indian Arbitration Act and enforceable under section 17(2).

This judgement has contributed to the development of Indian arbitration law. In a narrower sense, it is a huge victory for Amazon. But in the broader scheme of things, it is a victory for Indian arbitration and a sigh of relief for arbitral institutions.

A multi-party delegation from Bihar led by CM Nitish Kumar is meeting PM Narendra Modi to press the demand for enumerating caste in the Census. Interestingly, Nitish said that opposition leader Tejashwi Yadav and netas from BJP are also part of the delegation, a sign that OBC leaders are closing ranks on the issue.

In recent weeks BJP has wooed the OBC grouping with greater representation for OBC netas in the recent Union cabinet expansion, OBC reservation in NEET all-India quota, and re-enabling states to decide backwardness through a constitutional amendment. With the UP elections next year, BJP is depending on a non-Yadav OBC mobilisation in its favour to tide over anti-incumbency.

But such efforts by the ruling party are setting off more of OBC politics from other parties. These include a constitutional amendment to set aside the 50% cap on quotas and a caste census to understand the relative position of castes in terms of numbers, material well-being and deprivation.

Both feed into each other and are capable of unleashing partisans for and against these demands. Earlier, BJP had piloted a commission to subcategorise OBCs but is now going slow on it, realising the unmanageable demands that are bound to rise in its aftermath, especially with hundreds of castes part of the OBC grouping. With UP being likened to a do-or-die battle, India and its politics of caste are at a crossroads.

Taliban has encountered its first policy challenge on the heels of a hostile takeover of Afghanistan. Reports indicate that the Joe Biden administration has frozen the foreign currency assets and gold of the Afghan central bank, DAB, which is lodged in the US. Also, IMF has frozen its credit line to Afghanistan. This is a foretaste of the economic difficulties Taliban cannot avoid. Running a country, more so a lopsided economy, will be far tougher than overthrowing a faltering regime.

Afghanistan’s economy is acutely vulnerable to a shift in the stance of its Western donors and Japan. The nominal GDP is close to $20 billion, which is in the ballpark of the J&K economy here. The problem lies in the composition of the GDP. The IMF in 2019 said that aid is nearly 40% of GDP. Separately, the UN estimated that drug trafficking contributed 6-11% of GDP. That puts close to half the economy at risk. A measure of the importance of aid shows up in growth rates. When aid flow was abundant between 2003 and 2012, the growth rate averaged about 7%. Later, when the flow began to taper, the growth rate dropped to a range between 2-3%. Another measure of vulnerability is the current account deficit which is an unsustainable 27.5% of GDP if official grants are taken away. Plus, this is a country where the poverty ratio far exceeds half the population.

So, Afghanistan is highly sensitive to multiple risks. A mere 12% of the land is arable, and supports 70% of the population. The country is also very vulnerable to climate change impacts. However, there is one area that holds a rich promise. A decade ago, a Pentagon study estimated an untapped mineral wealth of over $1 trillion. It included gold, copper and perhaps most importantly lithium, the mineral that holds the key to the world’s electric vehicle future.

China happens to be the dominant player in the lithium-ion battery space. The country also happens to have Taliban’s benefactor, Pakistan, economically bound to it through debt. So, the question is whether China, which has very little financial commitment so far, will in effect bankroll the Afghan economy in return for mining rights. Most democracies, India included, may baulk at mining under Taliban rule. But China may not.  America’s options here may be determined by Chinese actions. India should closely work with the West to be in this game.

With results from trials on two vaccines for children expected soon and approvals likely by September, GoI has its task cut out. It should begin the vaccination drive simultaneously, instead of waiting till next year as reports indicate. Children have been stuck indoors since March last year and online education has been a poor substitute to classroom learning, socialisation and group outdoor activities that schools accorded them. Psychologically and pedagogically, children have been largely left to cope with this massive disruption with resources and amenities their families, schools and communities can afford. Amid worries over the efficacy of digital education, former RBI governor Raghuram Rajan has warned of a “lost generation” of children if schools don’t open fast.

The 2011 Census revealed 47 crore children in India between 0-18 years. Despite being such a large demographic, children haven’t factored in GoI’s vaccination targets. The current drive aiming to fully vaccinate all adults by December is increasingly looking tough. Adults have been prioritised for health and economic reasons. But when vaccines for children pass muster, their holistic wellbeing must also be prioritised. That would be justice; they have already paid a high price. Increase production so that both children and adults can be simultaneously inoculated.

Covaxin, with 7 crore doses administered to adults till date, has enrolled 2-18 year olds for trials and ZyCoV-D, solely adolescents. Vaccine regulator CDSCO must authorise these shots only if the safety and immunogenicity data is unimpeachable. GoI must plan for a quick rollout and should immediately start reserving Covaxin doses now in production for schoolgoing children. Delaying vaccination to next year because of shortages would be cruel, after approvals come by September. It’s time for Covaxin to raise its game and ensure the delivery of 40 crore doses until December cited in GoI’s affidavit to the Supreme Court.

The days of taking minority shareholders for granted are over: that is the signal sent out by the defeat of a special resolution at Eicher Motors to reappoint Siddhartha Lal as managing director. It was not really the case that Lal, credited with turning the fortunes of the company around, is not popular with shareholders. A resolution to appoint him as a director was approved by more than 86% of the votes. The fact that the proposal to reappoint him as managing director was clubbed with a proposal to increase his compensation by 10% is what got the motion defeated. It is more than likely that he would be brought back as managing director, minus that salary hike at a time when business has been poor and the average salary hike in the company has been 1%.

The company informed the stock exchange that 26.9% of shareholders voted against the salary hike-cum-reappointment resolution. Foreign and domestic institutional investors would have had to exercise their vote to mobilise that much of opposition. This is a good thing for corporate democracy in India. In the pre-internet days, shareholder activism was devilishly difficult even in a developed market like the US. Obtaining proxies of small shareholders and persuading large shareholders such as funds took time, money and a lot of effort. In the age of social media, things are relatively easy. A group of determined investors could start a campaign, and if it strikes the right chord with fellow investors, enough of them could be mobilised to support a unified point of view, backed with a consolidated vote at a company shareholder meeting. Specialist research outfits that publicise the findings of serious research that discredit an official company claim, backed with short selling, would be entirely legitimate, even if they walk the thin line between manipulating the share price and creating transparency.

The Reserve Bank of India’s (RBI) composite Financial Inclusion Index (FI-Index) will gauge institutional involvement in financial transactions of the people. To measure is one thing. To raise the level of inclusion is the real challenge. The solution lies in giving everyone access to a smartphone.

The FI-Index for March 2021 is estimated at 53.9, against 43.4 calculated for March 2017, suggesting steady progress. In an increasingly digital ecosystem for financial transactions, the FI-Index can be raised simply by greater diffusion of smartphones. The FI-Index has been conceptualised as a comprehensive measure of financial inclusion in banking services, including postal banking, investments, insurance and the pension sector. The FI-Index comprises three broad parameters: Access (weight: 35%), Usage (45%) and Quality (20%). The huge increase in zero-balance Jan Dhan bank accounts lately has clearly improved financial inclusion. Note that direct benefit transfers to beneficiary bank accounts now add up to nearly ₹5.5 lakh crore annually. However, nearly half of all mobile phones today are feature phones. Replacing them with smartphones will rev up access, usage and quality of financial services. We must leverage our world-class payments platform, Unified Payments Interface (UPI), to improve inclusion.

The FI-Index measures ease of access, availability, and usage and quality of services, comprising as many as 97 indicators, in a single number (zero denotes complete financial exclusion; 100, full inclusion). In tandem, we do need to boost financial literary, consumer protection oversight and address deficiencies in financial services. The FI-Index is slated to be published in July each year.
